The Quiet Undoing: How Regional Electricity Market Reforms Threaten Clean Energy Goals, Shelley Welton, Danny Cullenward
The Quiet Undoing: How Regional Electricity Market Reforms Threaten Clean Energy Goals, Shelley Welton, Danny Cullenward
Faculty Publications
In a series of largely unnoticed but extremely consequential moves, two regional electricity market operators are pursuing reforms to make it more difficult for states to achieve their clean energy goals. The federal energy regulator, FERC, has already approved one such reform and ordered a second market operator to go farther in punishing state-supported clean energy resources than it had initially proposed. In this Essay, we bring to light the ways in which the intricate, technical reforms underway in regional electricity markets threaten state climate change objectives and the durability of FERC’s regional market constructs. If FERC allows private market …

Viability Of Solar Power On Jobsites, Braden J. Levalley
Construction Management
The use of solar energy has slowly been on the rise over the past few decades, the full potential of solar energy has not been realized in the realm of construction. Solar power in construction has been slow to catch on, as many of the upfront costs associated with solar power has created a feeling that investing in such systems will ultimately not be worth the investment. This paper attempts to address the issues of upfront costs, the willingness for contractors to invest in renewable energy both now and in the future, and will also identify possible uses for solar …
Market And Non-Market Valuation Of Renewable Energy, Jamal Mamkhezri
Market And Non-Market Valuation Of Renewable Energy, Jamal Mamkhezri
Economics ETDs
This dissertation is an assessment of market and non-market valuation of renewable energy, specifically within the electricity sector. It contributes to the energy and economics literature through a battery of three chapters. This dissertation utilizes New Mexico as a case study, which is an economically poor and natural-resource rich state that produces and consumes electricity in the southwestern United States. It is also one of the four states that have adopted a policy for 100% clean energy by 2045.
The first chapter models state- and county-level economic (e.g., employment, economic output, etc.) and environmental (e.g., externality, health impact, water use, …
Design & Evaluation Of Cooling Systems For Photovoltaic Modules, Peter Leary
Design & Evaluation Of Cooling Systems For Photovoltaic Modules, Peter Leary
Honors Theses
There is a persistent need for further development and implementation of renewable energy sources, such as wind and solar. Due to the increase in global population, the disappearance of fossil fuels, and the reality of climate change, renewable power is needed now more than ever. One such renewable power technology is solar photovoltaic, otherwise known as PV. These modules work via silicon cells which are as semiconductors, outputting electrical energy when incident with solar radiation. This is done by separating electrons and protons within the cell. One of the largest issues with PV technology is that there is a linear …

The Case For A Mandatory Renewable Portfolio Standard In Virginia: A Case Study Examining Virginia’S Potential For A Mandatory Renewable Portfolio Standard By Comparing Virginia To Maryland And North Carolina, Rebecca Wescott
William & Mary Environmental Law and Policy Review
Since the early 1980s, states have utilized Renewable Energy Portfolio Standards (“RPSs”) as policy mechanisms to “promote broader investment in renewable energy without requiring passage of a comprehensive energy policy measure that includes a pricing mechanism for carbon.” RPS policies can be drafted in one of two ways: (1) as a mandatory RPS, a legal mandate on what percentage of a state’s power portfolio must come from specific eligible renewable energy sources by a specific date in the future, or (2) as a non-binding or voluntary RPS, a policy goal that recommends that a certain percentage of a state’s power …
From Exploitation To Equity: Building Native-Owned Renewable Energy Generation In Indian Country, Michael Maruca
From Exploitation To Equity: Building Native-Owned Renewable Energy Generation In Indian Country, Michael Maruca
William & Mary Environmental Law and Policy Review
Indian country contains abundant renewable energy resources, and harnessing such resources is vitally important for national climate change mitigation efforts. Shifting the electric grid towards wind and solar generation also carries local environmental and health benefits, increases energy independence, and serves national security interests. For willing tribes, renewable energy development offers an opportunity for job growth and income base expansion. But if that development is to serve all parties— tribes, states, and the nation—then the current policy framework must change. If it does not change, policymakers risk continuing the long history of exploitative resource development on reservations.

The Development Of Novel Rhenium- And Copper-Based Molecular Catalysts For Applications In Energy Conversion Chemistry, Joseph Michael Lee
Electronic Theses and Dissertations
Since the Industrial Revolution, the consumption of fossil fuels has increased dramatically worldwide. The combustion of fossil fuels leads to the generation of carbon dioxide (CO2) emissions. CO2 is a greenhouse gas, but also a C1 feedstock that could be utilized for the generation of renewable fuels and commodity chemicals. However, CO2 is chemically inert and typically demands strong chemical reductants or very negative potentials before it undergoes conversion into reduced carbon products. The desire to carry out CO2 conversion in the presence of water presents a significant challenge, as protons may be reduced to hydrogen gas rather than facilitating …
