States have the obligation to respect, protect, and fulfill the right of their people to adequate food, including safe and nutritious food. The obligation to fulfil (facilitate) means states must proactively engage in activities intended to strengthen people’s access to safe food. A lack of resources and capacities can hamper a state’s capacity to develop a proper scientific justification as the basis to establish food safety regulations as mandated by the World Trade Organization (WTO) and thus can create inequality in public health protection between developed and developing countries. We delivered to growers and Extension educators a workshop addressing good agricultural practices (GAP) for produce safety. To assess the workshop's effects as applicable to behavioral intervention theory, we studied past behaviors, behavioral intentions, and changes in knowledge. Workshop participants had been aware of but did not fully understand certain GAP, such as implementing written food safety plans; after the workshop, both groups reported improved understanding of various concepts. Producers were mixed regarding intent to make GAP-related changes after workshop participation, whereas the educators overall were likely to make changes related to teaching GAP. Food security and safety issues have been central to Extension programming since its inception, but emerging concerns over the issues of food waste and system inefficiency have brought new challenges to the forefront. Social change ideas related to reducing food waste include use of secondary quality produce, date label elimination, repurposing of food scraps, and donation and gleaning of food. Implementation of these ideas often intersects with issues of food safety. Therefore, it is incumbent on Extension professionals nationwide to consider how best to use content and expertise to address modern food security, food waste, and food safety challenges.

Workers on prison farms in the United States commonly grow produce and row crops and raise livestock. Teaching good agricultural practices to prisoners and prison staff increases the safety of the food produced and reduces the likelihood of an illness outbreak. We developed a food safety curriculum for use on prison farms in Iowa. In developing the curriculum, we encountered many challenges that resulted in modifications in the content and delivery method. We present the content of the curriculum and provide educators with a better understanding of challenges and potential solutions related to working with prison farms.

Research has shown that consumers use unsafe food handling practices when preparing poultry, which can increase the risk of foodborne illness such as salmonellosis or campylobacteriosis. Food-borne illness is a major public health concern in the United States. Proper food safety measures can greatly reduce the risk of food-borne illness. The 4-H Cutting Board Challenge is designed to give participants a hands-on learning experience related to food preparation and food safety procedures and an opportunity for team building and critical thinking. The objectives of the program include researching food preparation techniques, identifying common food pairings and recipes, learning to create a main dish and a dessert dish for evaluation, increasing knowledge of food safety procedures, and working in teams.

Foodborne illness is a serious and preventable public health problem affecting 1 in 6 Americans with cost estimates over $50 billion annually. Local health departments license and inspect restaurants to ensure food safety and respond to reports of suspected foodborne illness. The City of St. Louis Department of Health adopted the HealthMap Foodborne Dashboard (Dashboard), a tool that monitors Twitter for tweets about food poisoning in a geographic area and allows the health department to respond. Biofilm phenotypes were studied in 32 Staphylococcus aureus strains isolated from store-bought meats and 22 from diseased patients in hospitals. Of the meat-associated strains, 21 were methicillin-resistant Staphylococcus aureus (MRSA) and 11 were methicillin-susceptible Staphylococcus aureus (MSSA). The hospital-associated strains included 15 MRSAs and 7 MSSAs. We studied the robustness and composition of the biofilms produced by these strains. We found that on average hospital-associated strains form more robust biofilms than meat associated strains. The model often used to describe S. aureus biofilm composition includes two biofilm types defined by the presence or absence of polysaccharide intercellular adhesin (PIA), PIA-dependent …

This Article examines the question of whether an unsuspecting consumer who dies from an allergic or toxic reaction to an undisclosed biotech ingredient in food can recover damages through the tort system. The surprising answer is that recovery is very unlikely. This Article outlines why this is the case, then evaluates the merits of several potential solutions to this problem including the possible creation of a common law 'duty to identify' biotech ingredients in food.

There has long been tension between rural and urban communities, often referred to as the urban-rural divide. Donald Trump’s presidential campaign has exacerbated this divide. However, urban and rural groups rely on each other; farmers need eaters in densely populated areas for markets and eaters need farmers for food. In recognition of this codependency, this essay proposes a coalition of farmers, food consumers, and environmentalists to lead agricultural policy and stop the divide between farming and eating.

In keeping with Donald Trump’s campaign promises of cutting burdensome regulations, this essay recommends two Food Safety Modernization Act (FSMA) regulations that should be removed or altered. The two regulations are for irrigation water quality standards and third-party audits. This essay argues that these regulations are unnecessary in keeping with the goals of FSMA and are burdensome for farmers of all scales, but especially small and very small scale farmers.
