In the early 1990s, a group of Russian and American scholars teamed up to investigate the impact of Gorbachev’s reform on Soviet society, focusing especially on the role the intelligentsia played in fomenting glasnost and perestroika. Results of this collaborative study were published in a volume Russian Culture at the Crossroads: Paradoxes of Postcommunist Consciousness (Shalin, 1996a). The contributors worked on the assumption that perestroika was an irreversible achievement, that distortions the reforms wrought in Russian society would be smoothed out over time. This article examines the dogmatic celebration of Banned Books Week in libraries in the United States through Foucault's notion of the speaker's benefit and the repressive hypothesis. Given that the books featured during Banned Books Week are not legally banned, but actually widely available, it appears this celebration does more for the identity of the field of librarianship than it does to fight censorship.

This is an analysis of the countries of Argentina, Chile, and Uruguay which argues that public support for democracy and the rule of law in these countries is impacted by the institutional reform processes which are mediated by the social cleavages within these states. The paper begins with a qualitative overview of each country’s experiences before, during, and after military dictatorship. The overview assesses the degree to which each country underwent successful institutional reform at the time of transition to democracy, and how institutional reform impacts public perceptions. The reviewed article, “The Impact of Student Political Identity Over the Course of an Online Controversial Issue Discussion,” represents a timely response to the eye-opening influences of social media in modern political climates. Particularly, the project provides a useful model and relevant findings for future teachers and teacher educators to incorporate online political discussions. The study clearly demonstrates the value of online discussions, especially in mixed partisan groups. Based on the findings, three additional considerations were identified and elaborated on within this response. The U.S. Supreme Court struck down the coverage formula of the Voting Rights Act (VRA) in Shelby County. v. Holder in 2013. Members of Congress have attempted to renew the VRA with an updated coverage formula through the Voting Rights Advancement Acts of 2015 and of 2017. Unfortunately, Congressional Republicans have not supported either bill. Even if passed in its current form, the Supreme Court is likely to strike down the Voting Rights Advancement Act of 2017 (VRAA) for violating the principle of “equal sovereignty between the States” as set forth by the Court in Shelby County. Candidate-Centric Systems And The Politicization Of Ethnicity: Evidence From Indonesia, Colm A. Fox

When and why do electoral candidates politicize ethnicity? From the literature, we might expect this behaviour to occur during democratic transitions or under proportional rules. However, empirical support for these arguments is mixed. This article presents a new approach, arguing that candidate-centric rules offer candidates incentives to politicize ethnicity. The argument is tested in Indonesia with empirical evidence drawn from coding newspaper reports on campaign events, endorsements and group appeals. Indonesia used party-centric rules from 1997 to 2004, and even though the country democratized during this period, the politicization of ethnicity actually declined. Civil Disobedience And The Duty To Obey The Law: A Critical Assessment Of Lefkowitz's View, John Pizzato

In this paper I critically assess David Lefkowitz’s view that the right to political participation encompasses a right to suitably constrained civil disobedience. I claim that his argument is not successful because it has an explanatory gap. I then examine two strategies for repairing his argument. The first attempts to show that acts of civil disobedience fulfill the duty to obey the law. The second attempts to establish that the moral value of civil disobedience outweighs the moral value of obeying the law. I argue that both strategies may be successful—to a certain extent—but only the latter can establish a …

Public reason liberals appeal to public deliberation to ensure that a legal order can be publicly justified to its citizens. I argue that this voice mechanism should be supplemented by exit mechanisms. By allowing citizens to exit legal orders they believe cannot be publicly justified, citizens can pressure states to change their laws. This exit pressure is sometimes more effective than deliberation. I explore federalism as an exit mechanism that can help public deliberation establish a publicly justified polity.

Despite its global rise in popularity, a significant number of people still oppose democracy. The present study evaluates three competing theories of opposition to democracy—developmentalist, culturalist, and elitist—using a series of multilevel regression models that combine individual- and country-level variables. Results of our statistical analyses suggest that (1) country-level indicators of social, political, and economic development are unrelated to individual support for democracy; (2) macro-cultural factors have mixed effects on individual support for democracy; and (3) individual income and education have strong effects on individual support for democracy, but this relationship is mediated by country-level economic development. Donald Trump has brought new attention to the mendacity of politicians. Both major national newspapers have reported tallies of Trump's false and misleading claims. On November 14, 2017, The Washington Post reported that in the 298 days that President Trump has been president, he had made 1,628 false or misleading claims, telling them at a rate of nine per day in the thirty-five days prior to November 14. Trump, the Post reported, has made fifty false or misleading claims “that he as repeated three or more times.” The Post also catalogued scores of “flip-flops” from Trump. In general, from 2016 …

The infusion of market-logic has undermined American universities as democratic institutions. This issue was examined through an analysis of what role universities play in democratic governance. As a philosophical inquiry, the data were seminal texts from political science, education, and philosophy, such as those by Alexis de Tocqueville, John Dewey, and Henry Giroux. The most salient theme unveiled by this study was how central universities are to functional democracy, both as key fixtures and critics. However, universities have adopted market-logic ideologies, which inhibit universities’ abilities to function as democratic institutions. The study concludes by calling for a reinvigoration of the …
