Martin Saxer was a Clarendon scholar at Oxford and received his doctorate in 2010. He conducted extensive fieldwork in Siberia, Tibet and Nepal. He currently leads a 5-year research project under the title ‘Remoteness & Connectivity: Highland Asia in the World’, funded by the European Research Council. Martin also directed two feature length documentary films and runs the visual ethnography blog theotherimage.com.

Illicit trade in tobacco is a substantial and growing problem in the U.S., causing loss of tax revenue, damage to public health, and threats to public safety. Decisions about enforcement against ITTP involve tradeoffs among competing objectives. Good policy design can improve the terms of those tradeoffs but cannot eliminate them. We examine questions about the allocation of enforcement resources against ITTP, and its distribution across activities, individuals, and organizations: in particular, whether and how to differentially target ITTP that involves violence or support for terrorism. We consider the problem of developing effective strategies for enforcement, applying both lessons from …

EU trade and investment policy is in flux. The rate at which the global trade and investment architecture is evolving through the mega-regional Free Trade Agreements (“FTAs”) is unprecedented. In this context, we explain how European lawyers and trade negotiators are addressing the newly acquired investment competence, while at the same time reforming investment arbitration and proposing new systems of dispute resolution at the international level. EU trade negotiators have put forward transformative proposals for investment chapters in their FTAs to safeguard, above all, the autonomy of the EU legal order in its relationship with international arbitration law. This paper examines the United States Supreme Court case Brown v. Maryland, 25 U.S. (12 Wheat.) 419 (1827), which struck down Maryland’s licensing fee on wholesalers of imported goods. In doing so, the Court reaffirmed its commitment to a national economic policy, instead of a state-centric system. This paper explores the context of the decision, including profiles of the parties involved, the attorneys for both sides, the lower court decisions, and the majority opinion and dissent from the United States Supreme Court. A systematic study on obsidian tools in Calabria and Sicily carried out by the authors have revealed the uniqueness in the patterns of production, exchange and consumption of Lipari obsidian. The study has concentrated on the Middle Neolithic primarily, with other Neolithic and Bronze Age contexts recognised at a later stage in the research since many contexts, especially in Sicily, have been excavated by pioneering archaeologists, some over a century ago, or were mislabelled. The chronology is Early Neolithic to Early Bronze Age, with very few materials dating Middle Bronze Age. A review of chronological contexts is in progress, which …

This paper explores both the role that local content measures can play in advancing sustainable development, and the impact that trade and investment treaties concluded over the past 20 years have had and will continue to have on the ability of governments to employ those tools. Certain local content measures had been restricted under the WTO due to wide agreement by negotiating parties that their costs outweigh their benefits. As marijuana regulation at the local level becomes at odds with federal policy, an interesting question arises regarding the drug’s potential classification as an article of commerce. Resulting of this potential shift is the existence of an unexpected legal question as to whether the U.S. International Trade Commission, via the agency’s section 337 investigatory and remedial authorities, may regulate marijuana that has been illegally imported into the United States. This paper tests the predictions of the Stolper-Samuelson Theorem in India after it underwent major trade reform in 1991. Using industry level tariff data, the paper empirically examines trade liberalization’s effect on the wages of high-skilled labor relative to low skilled labor within firms. The study finds empirical evidence to support growing wage differentials within firms, which contradict the predictions of the Stolper-Samuelson Theorem. Additionally, when controlling for firm size and the effects of the global financial crisis, these results remain robust. This paper will identify the relationship between financial openness and trade volatility in Argentina. Data spanning 1970-2011 provided by the IMF, WTO, and INDEC will be used to construct a panel dataset for both a global analysis and a sectoral analysis for the Argentine economy. The application of established and accepted techniques to the constructed dataset will show a negative correlation between trade volatility and financial openness; thus, financial openness acts as a stabilizing mechanism for trade. We review and synthesize information on invasions of nonnative forest insects and diseases in the United States, including their ecological and economic impacts, pathways of arrival, distribution within the United States, and policy options for reducing future invasions. Nonnative insects have accumulated in United States forests at a rate of ~2.5 per yr over the last 150 yr. Currently the two major pathways of introduction are importation of live plants and wood packing material such as pallets and crates. This paper will discuss the National Treatment (NT) obligation contained in Article III of the General Agreement on Tariffs and Trade (GATT) 1994 as applied in precedential tax discrimination cases. Case law has not taken a firm stance on the economic versus legal interpretation of the likeness/directly competitive or substitutable (DCS) criterion or the principle of “so as to afford protection” (SATAP) captured in Article III.2. After examining the case law on discriminatory taxation, I conclude that the NT obligation in trade agreements is imperfect. Despite the relative notoriety and miraculous level of preservation of the Dead Cities of Syria, fundamental questions of economic and subsistence viability remain unanswered. In the 1950s Georges Tchalenko theorized that these sites relied on intensive olive monoculture to mass export olive oil to urban centers. Later excavations discovered widespread cultivation of grains, fruit, and beans which directly contradicted Tchalenko’s assertion of sole reliance on oleoculture. However, innumerable olive presses in and around the Dead Cities still speak to a strong tradition of olive production. This paper studies the impact of a wide set of energy price shocks on exter- nal balances using a two-country framework comprising multiple sectors and en- dogenous energy production with convex costs. The paper disentangles different demand and supply shocks in the energy market through their distinct impact on external balances. It provides a theoretical confirmation of Kilian et al. (2009) and a theoretical foundation to the determining role of the non-energy trade balance in the transmission of energy price shocks. The presence of durables also highlights the immediate channel through which energy prices impact the non-energy trade balance.

Scholars have long been making the case for expanding transparency in the international commercial arbitration system, but recently these proposals have taken on a greater sense of urgency and an apparent willingness to forcibly impose transparency reforms on unwilling parties. These new transparency advocates exhort the general public's stakehold in many issues being arbitrated, which they contend necessitates transparency reforms, including compulsory publication of international commercial arbitration awards. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. The Arochukwu people, popularly known as the Aro, are the most debated sub-cultural group in Igboland. The Aro, whose ancestral home is near the Cross River, and their co-Igbo neighbors were an integral part of the early history of the hinterland of the southeastern region of Nigeria. The Aro dominated commerce, politics, and religion in the region in precolonial times. With the introduction of the Atlantic slave trade in the fifteenth century, they emerged as significant players. The Aro’s role in the region in both precolonial and colonial times has shaped the way they are perceived in contemporary Igbo society. …

This paper quantifies the CO2 emissions embodied in bi-lateral trade between Australia and China using a sectoral input-output model. The results revealed: (1) that China performs lower than Australia in clean technology in the primary, manufacturing, energy sectors due to their overuse of coal and inefficient sectoral production processes, and (2) that China had a 30.94 Mt surplus of bi-lateral CO2 emissions in 2010-2011 and (3) overall global emissions were reduced by 20.19 Mt through Australia-China trade in 2010-2011.
