Donald Trump won Ohio’s 18 Electoral College votes by a margin of more than 446,000 ballots (2,841,005 for Trump versus 2,394,164 for Clinton). Some observers have suggested that low voter turn-out among African American and Hispanic/Latino residents in urbanized counties played an important role in Trump’s Ohio victory.

The election of Donald Trump to the Presidency of the United States has further divided an already deeply divided country. Specifically, the question of how, precisely, to respond to the election result has fractured a large group of deeply despondent progressives. One segment of this population maintains that the behavior of Donald Trump, not only during the election, but also throughout his entire lifetime, demonstrates a profound lack of respect and regard for the well-being of women, racial and ethnic minorities, immigrants, Muslims, impoverished individuals, and members of the LGBTQ community. More than fifty years ago, Congress enacted a prohibition against political campaign intervention for all charities, including churches and other houses of worship, as a condition for receiving tax deductible contributions. Yet the IRS has never taken a house of worship to court for alleged violation of the prohibition through political comments from the pulpit, presumably at least in part because of concerns about the constitutionality of doing so. This decision is surprising, because a careful review of Free Exercise Clause case law - both before and after the landmark Employment Division v. Smith decision - reveals that the prohibition …

The rule that charities are not allowed to intervene in political campaigns has now been in place for over fifty years. Despite uncertainty about the exact reasons for Congress' enactment of it, skepticism by some about its validity for both constitutional and public policy reasons, and continued confusion about its exact parameters, this rule has survived virtually unchanged for all of those years. Yet while overall noncompliance with the income tax laws has drawn significant scholarly attention, few scholars have focused on violations of this prohibition and the IRS' attempts to enforce it. This thesis is an analysis on the effects of a low cost get out the vote (GOTV) effort through direct mail on a low interest, off year election. By conducting a field experiment divided into two stages, this project measures the effects of direct mail contact on voter turnout in the state of Kentucky. Postcards were sent during the final week of both the 2015 primary and general elections. The expectation is that those who received a postcard will be more likely to vote than non-recipients. Using data provided by the Kentucky Board of Elections, a data set was created …

Why Doesn't Worcester Vote?, Molly B. Kazin

This research presents findings from a study of voter turnout and registration in Worcester, Massachusetts and takes steps to examine possible reasons why turnout has been consistently low in municipal elections. Specifically, it assesses educational attainment, income, race and ethnicity, and types and function of municipal government as reasons for the minimal turnout. Drawing on literature, case studies throughout the United States, and census and city clerk data, this paper will discuss reasons for voters’ lack of involvement, a comparison of seven municipalities throughout Massachusetts, and recommendations for creating a more civically engaged community in Worcester.

A century ago, Tennessee lent her signature to the ratification of the Seventeenth Amendment, which altered how a United States senator was chosen from legislative appointment to popular choice.' Today, some political factions are calling for a complete repeal of the amendment, while others are taking smaller steps toward entrenching more power within state legislatures at the expense of the power granted to the voting public under the Seventeenth Amendment.

In recent years, the United States Supreme Court has taken what many regard as a doctrinaire approach to campaign finance regulation. It has seized on the indisputable proposition that limits on campaign expenditures and contributions implicate important First Amendment values and, pressing the proposition to logical extremes, invalidated a number of federal and state laws that had imposed such limits.
This newspaper editorial discusses recently proposed legislation in the state of New Hampshire that would collect fees on expenditures made by individual political candidates, PACs, and Super PACS. The collected fees would be used to help the state justice department …
