One of the central controversies of the targeted killing debate is the question of who can be targeted for a summary killing. The following chapter employs a novel normative framework: how to link an individual terrorist with a non-state group that threatens a nation-state. Six linking principles are catalogued and analyzed, including direct participation, co-belligerency, membership, control, complicity and conspiracy. The analysis produces counter-intuitive results, especially for civil libertarians who usually eschew status principles in favor of conduct principles. The concept of membership, a status concept central to international humanitarian law, is ideally suited to situations, like targeted killings, that …

Essays On Battle Clusters In Internal Armed Conflicts And Insurgencies: Concept, Causes And Consequences, Chifeng Liu

With the purpose to re-conceptualize the intensity of internal armed conflicts, I argue that the characteristics such as location, scale and duration of “major battlefields,” i.e. the spatio-temporal clusters of combat events are important in the evaluation of impact of modern civil wars and insurgencies. I start with elaborating and constructing a new concept of conflict magnitude with battle clusters using up-to-date geo-referenced data and spatial statistic methods. In the second article, I first explain the location and duration of major battlefields. The findings indicate that an area with multiple non-state armed groups (NSAGs) is more likely to become main …

In the wake of 9/11, a defining moment in the young 21st century, Spielberg’s thematic concerns undergo a marked evolution. As film historian Joseph McBride noted, “(n)o other American artist confronted the key events of the first decade of the century with such sustained and ambitious treatment” (450). Together, Spielberg’s War of the Worlds (2005), Munich (2005), and Minority Report (2002) create an informal trilogy, each exploring a different facet of American shock and anxiety in the War on Terror era.

Measuring public opinion is an undertaking requiring precise methods and a clear vision, and even then results can be inconclusive. Yet, understanding how and why a democratic public thinks the way it does, and to what extent those thoughts influence policymakers, is essential to a democracy. This paper will use data from the American National Election Survey to discuss the relationship between level of support for the war on terror and level of perceived effectiveness. Values, political sophistication, knowledge, and self-efficacy can each be used to predict the level of support an individual has for the war on terror, and …

This article does more than describe British and American anti-terrorism laws; it shows how those laws go through conflicted government branches and the bargains struck to create the anti-terrorism laws that exist today. Instead of taking these laws as given, this Article explains why they exist. More specifically, this article focuses on the path anti-terrorism legislation followed in the United States and the United Kingdom, with particular focus on each country’s ability (or lack thereof) to indefinitely detain suspected non-citizen terrorists. Organisation operating in the tourism industry are high priority targets for terrorists. In the aftermath of the 9/11 attacks tourism destinations, hotels and modes of public transportation have regularly been targeted by terrorists seeking to convey their violent message. As such, leaders and managers in the tourism industry carefully plan their security and counter-terrorism responses, often involving the hiring of security guards. It is here that I believe a significant gap in counter-terrorism preparedness exists. The terrorist attacks in Nairobi Kenya have been widely disseminated by the world media, thus, affecting the long-term interests of stakeholders. The tourism industry is made up of a vast number of these stakeholders, with the operating sector alone including the accommodation, tourism services, transportation, entertainment, food services, adventure and outdoor recreation, attractions, meetings, incentive, conventions, and exhibitions (MICE), and travel trade sectors. Tourism And Terror: A Case Study: Israel 1948-2012, Erik H. Cohen

Israel is a popular tourist destination which has by afflicted by varying levels of terrorism against civilians over the course of its history. A longitudinal analysis of data pertaining to tourism and terrorism is undertaken to examine how terrorism affects patterns of tourism. It is found that on the macro-level, tourism to Israel continues to grow although it experiences periodic declines corresponding with times of high terrorist activity. National and religious subpopulations of tourists react differently terrorism at the destination. Overall, Jews are proportionally more likely than non-Jews to continue to visit Israel during times of conflict, but this varies …

When the world seems poised on the brink of a never ending cycle of terrorism, the present paper polemically explores some of its historical roots. The first anarcho-terrorists in 19th century, fought to improve the working conditions of people. Some of them used violent tools, hosting civilians as targets. Others, convinced by the futility of their efforts to change the order, opted for organizing workers in factories. It is widely accepted that tourism came from the social, political, technological developments in the nineteenth century. Following America’s “War on Terror,” al-Qaeda and its affiliates became highly decentralized in terms of organizational and media operations. Though mass media outlets continue to play a significant role in drawing attention to al-Qaeda’s transnational campaign, Salafi Jihadists have recently begun to rely on new media for purposes of legitimization and promotion. The Internet serves as a suitable platform for these groups’ media objectives since it is inherently anonymous and absent of censorship. Saito draws parallels between the internment of Japanese Americans during WWII and the current actions being taken by the US government as it seeks out terrorists in the post-9/11 world. The action of unequal prosecution of citizens based on race has roots that extend far back in American history, and the unfair internment of citizens in the 20th century should not be considered an aberration of public policy.

This paper analyzes the changes in immigration policy since the terrorist attacks of September 11, 2001 in terms of how immigrants are viewed in the United States. The goal is to address the recent criminalization of immigration in that the perceptions of terrorists and immigrants have become relatively synonymous since 2001. Although deportations have decreased, immigrant detention has increased significantly. Detention centers pose threats to the basic human rights of the immigrants residing in them, as well as perpetuate the culture of fear enveloping recent immigrants, whether they are legally or illegally in the country, and native United States citizens …
