Synchrophasor has been becoming the foundational element of power grid wide-area measurement system (WAMS) since first developed in 1980s. By utilizing global positioning system (GPS) time synchronization technique, synchrophasors offer highly accurate time-synchronized phasor measurements that can provide system operators with real-time information of operation status.

Frequency disturbance recorders (FDRs) are installed on the distribution level to measure power system dynamics and considered as a type of single-phase synchrophasors. In this dissertation, a detailed procedure for the FDRs’ calibration is summarized and a preliminary test of their dynamic performance is carried out. Consumer adoption of renewable energies is an important step towards less carbon-intensive and more sustainable energy systems. But despite growing ecological awareness and articulated preferences for green products, renewable energies face slow rates of diffusion in consumer markets. This has been hard to explain given consumers’ favorability to the concept of products that lower one’s impact on the natural environment. This study uses data from 254 homeowners in Ireland to investigate the psychological process of adopting a renewable energy system – solar energy panels. For many people, though, the Mojave is missing from any list of America’s scenic wonders. The evolution in thinking about the Mojave’s aesthetics takes places in two acts. This article describes the recent development of renewable energy to examine environmental law’s three contrasting approaches to the green harms of green projects. Sometimes the law allows the green benefit regardless of the green harm. Sometimes the law prohibits the green harm regardless of the green benefit. And sometimes the law allows a balancing of all of the harms and benefits, green or not. Given these options, I argue that the law should not ignore or understate green harms even if they are caused by green projects. There are some types of green harms that no benefit can justify. By reducing the demand for fossil fuels, climate policy can reduce scarcity rents for fossil resource owners. As mitigation policies ultimately aim to limit emissions, a new scarcity for “space” in the atmosphere to deposit emissions is created. The associated scarcity rent, or climate rent (that is, for example, directly visible in permit prices under an emission trading scheme) can be higher or lower than the original fossil resource rent. In this paper, we analyze analytically and numerically the impact of mitigation targets, resource availability, backstop costs, discount rates and demand parameters on fossil resource rents and the climate rent. …

Despite the many societal benefits associated with renewable energy, it is used to generate only about 5 percent of our nation's electricity needs. The bulk of governmental efforts to rectify this situation have disproportionately impacted private actors. This Article argues that the federal government should expand its efforts to more fully capture the gains that can be achieved by targeting both private and public actors, particularly federal agencies. Federal agencies have enormous purchasing power that can be channeled toward using electricity and fuels derived from renewable energy. However, further increases in renewable power use have been stymied by the continued mismatch between the national interest in connecting consumers with utility-scale wind and solar installations and state and local control over the siting of electrical transmission lines. The Play Park Human Powered Generator project addresses various ways of generating power. More specifically, this project entails the design and construction of the Swing Power Generator to provide electrical power from mechanical energy. The swing generator will eventually be used as part of the human-powered generators utilized in the DC House project.

A swing generator prototype was built for this project, which demonstrates the feasibility of its use for electrical power source. Detailed design and construction of the swing generator is presented in this report along with results from hardware testing.

The hypothesis tested was that a site in Leflore County, Mississippi, located on the bluff above the Mississippi River flood plain (the Delta) would experience wind speeds adequate for power generation. Wind measurements were collected at a height of 55 m (above ground level) between October 2011 and October 2012. Winds at this height were predominately southeasterly with a mean wind speed less than 4 m/s. Winds did not accelerate above this bluff. Low surface friction of the Delta was not beneficial due to the predominant wind direction. To better understand Delta wind patterns, an S-mode varimax-rotated principal component analysis …

Linking land use with climate change and sustainability topped state legislative land use reform agenda in 2008. The only discernible state land use reform trends in 2008 have focused primarily on themes surrounding sustainability. Many states pursued statutory reforms to address the strong linkages between land use and climate change, green development and affordable housing. Only one state, Michigan, focused on recodification of its planning and zoning enabling acts.

Many factors support the likelihood of major wind power deployment in the Upper Midwest of the U.S. over the next two decades. This paper specifically considers the dilemma faced by the existing rural electric co-ops (RECs), to whom wind development poses simultaneously a threat and an opportunity. We argue that the threat can be ameliorated through more appropriate tariff strategies, and that there is an efficient-contracting rationale for RECs to take the lead in future development of the wind resource.

This article outlines a commemorative anti-mining march in Panama that took place early February 2013. The march marked the one year anniversary of Ngãbe Buglé indigenous community protests against the elimination of an article in a mining bill that outlawed mineral extraction on the Ngãbe Buglé reservation. They were also protesting the construction of the Barro Blanco hydroelectric project without an environmental impact assessment and prior consultation (as stipulated in ILO Convention 169). The article examines the Martinelli government's response to the protests, in addition to their failure to consult with the indigenous community on either of the projects.

This articles discusses the critical developments with regards to the situation of Brazil's indigenous peoples. The article outlines recent events, such as the razing of a Rio de Janeiro building that house indigenous families; the death of three indigenous children as a result of becoming stranded in poor urban living condition; and threats of collective suicide as an alternative to being driven off their ancestral lands. The article describes in-depth the issue of suicide within indigenous communities, also documenting the support and solidarity they have received from various Brazilian religious agencies and figures--namely, Catholic bishops.

The study reported here surveyed Extension educators' awareness and knowledge of woody biomass energy and assessed their desire and ability to reach out to family forest owners—a critical feedstock source. The results indicate Extension educators are aware of the potential of woody biomass to serve as a renewable source of energy. Respondents representing forestry/natural resources disciplines registered higher awareness and willingness to diffuse scores than agriculture, horticulture, and community development educators. The study provides a baseline measurement of awareness and knowledge of woody biomass as an energy source, and desire to promote forest management for woody biomass to FFO.
