Population Dynamics Of The Louisiana Black Bear In The Upper Atchafalaya River Basin, Kaitlin Christine O'Connell

The Louisiana black bear (Ursus americanus luteolus) is listed as Threatened under the Endangered Species Act as a result of habitat loss and human-related mortality. Two of the 3 sub-populations must be viable for delisting to occur. I collected hair samples from 2010 to 2012 in a DNA mark-recapture study to augment data collected from 2007 to 2009 in the Upper Atchafalaya River Basin (UARB) to estimate abundance (N), growth rate (λ), and apparent survival rates (φ) to ultimately be used in a population viability analysis. Unemployment insurance (UI) is a federal-state program designed to provide adequate partial income replacement to workers during temporary periods of involuntary joblessness. The UI system acts as an automatic macroeconomic stabilizer, increasing spending during recessions and reducing aggregate spending during recoveries. The program helps prevent recipients from slipping into poverty during unemployment.

This report reviews the recent history of financing regular UI benefits in Louisiana, assesses the adequacy of financing, and suggests areas where the financing system could be improved. Associated with larger trends toward the financialization of ecosystem services, wetland banking acts as a mode of social regulation while stabilizing a particular regime of accumulation. Its use by the Army Corps of Engineers and the Environmental Protection Agency to regulate the development of wetlands has certain implications for the distribution of and access to land, water, and capital. Evaluation Of The Impact Of The Deepwater Horizon Oil Spill And Hurricanes On Wildfires In Southeast Louisiana, Richard Carley

Remotely sensed MODIS fire detections were used to examine wildfire variability from 2003-2011 in southeast Louisiana, and to determine if the Deepwater Horizon oil spill and hurricanes may have impacted fire frequency and intensity. Despite low wildfire detection rates, around 60% for fires at least 1 km2 or greater, the MODIS fire product provided a consistent and reliable source of wildfire data. As a result of Hurricane Katrina, wildfire detection frequencies doubled their average numbers during the fall of 2005 in inland areas and during the spring of 2006 in inland and coastal marsh areas. Unlike other players in the land use decision making process members of local legislative bodies and land use boards have no specific education or training in land use matters prior to their election or appointment putting them in the position to learn solely from “on the job training”. Over the past three decades there has been a rapid increase in the number of disasters occurring worldwide that affect communities, households and individuals. The increase in disasters and the associated impacts are evident in our society. The impact of disasters can have more chronic impacts generating social and economic hardship, loss of employment, dissolution of personal relationships, and the long-term decline of physical and mental health. A study was undertaken to develop an understanding of the predictors of individual social vulnerability on individuals nested within communities. The article discusses the constitutional authority granting appellate courts in Louisiana the jurisdiction to review the record of a civil jury trial as well as to issue its own judgment contrary to the verdict of the jury. It presents several cases in which jury decisions were reversed including Brewer v. J.B. Hunt Transport, Inc., Menard v. Lafayette Insurance Company, and Fontenot v. Patterson.

This thesis explores the building history of Lafayette Cemetery No. 1, established 1833. The historic cemetery, located in what is now the Garden District of New Orleans, Louisiana, was listed on the National Register of Historic Places in 1972, but has continued to experience preservation issues concerning its traditional above-ground tombs and other landscape features.
By investigating the building methods and background of the historic craftsmen who helped develop Lafayette No. 1, the cemetery will be better understood and, thus, better preserved. This chapter is not an attempt to join the fractious debate over philosophical first principles or juridical first usages of the term 'dignity'. Instead, it explores the tight connection between the institution of slavery and the giving of specific meanings to the concept of dignity, in particular times and particular places. To explore the dynamics of the intertwined process of creating and drawing upon meaning for the terms 'dignity' and 'slavery', I examine two historical movements that emerged after formal abolition.

Little is known about movements and habitat use of Brown Pelicans (Pelecanus occidentalis) in the northern Gulf of Mexico. We attached satellite transmitters to 18 adult Brown Pelicans (nine males, nine females) that were captured on Grand Isle along the Louisiana coast during 31 August-2 September 2010. Their movements and habitat use were tracked between September 2010 and March 2012. Nine of the Brown Pelicans remained proximate to the Louisiana coast; four ranged along the coasts of Alabama, Mississippi, and Louisiana; three moved from Louisiana to Texas; and two migrated across the Gulf of Mexico to the Yucatan Peninsula. …

Water and energy are indivisibly linked and interwoven into every aspect of our culture and lifestyle. Large quantities of water are required to generate energy, and energy is required at all stages of the water supply process. Population growth and corresponding demand create significant community consequences including energy blackouts and water shortages. In order to help avoid these unintended consequences, appropriate planning must be done on the local, state, and federal level.

Predictive Validity Of The Savry Within A Diverse Population Of Juvenile Offenders, Scarlet Paria Woods

The current study examined the predictive validity of the SAVRY in African American and White recently adjudicated juvenile offenders in Louisiana. The sample consists of 267 community-based, male juvenile offenders, whom were tracked for an average follow-up period of 18 months. Receiver operating characteristic (ROC) analyses on the overall sample and African Americans, specifically, showed the numeric score predicted recidivism. Chi-square analyses found the SRR did not have a significant relationship with reoffending for general recidivism petitions. However, it was significant for all other forms of recidivism in the overall sample and African Americans. Hierarchical Cox regressions identified significant differences …

Human activities have increased the supply of nitrogen (N) and phosphorus (P) to coastal waters worldwide, threatening coastal wetlands with excess nutrient loading and subsequent eutrophication. In this dissertation, I present results from two decade-scale fertilization experiments in a Sagittaria lancifolia dominated oligohaline marsh that examined the species-, community-, and ecosystem-level effects of nutrient enrichment. My objectives were to determine (1) which nutrient limits primary production, (2) how increased supply of the limiting nutrient affects plant community structure and function, both above- and belowground, and (3) whether nutrient over-enrichment compromises ecosystem stability. The production of wild oysters is variable due to anthropogenic and environmental factors that affect recruitment, growth and survival. During the five decades between the War of 1812 and the end of the Civil War, southern Louisianans developed a society unlike any other region. The vibrant traditional image of moonlight and magnolias, the notion that King Cotton dominated the South’s economy as Anglo-Saxon masters lorded over their enslaves African-American workers still dominates the image of the American South. This image of a monolithic South, however, does not give a clear indication of the many sub-regional distinctions that both challenged and rewarded the inhabitants of those areas and provides exciting ways to understand slaveholding society culturally. The lepidopteran stem borer complex attacking rice in the southern U.S includes stalk borer Chilo plejadellus Zincken, sugarcane borer (SCB) Diatraea saccharalis (F.) and Mexican rice borer, Eoreuma loftini Dyar. With the increasing impact of stem borers in Louisiana, an urgent need exists to develop strategies for management. As such, new technologies are being explored for lower temperature systems which would open new areas for exploration in Louisiana.
