Given growing interest in accountability and outcomes, the North Central Association's Higher Learning Commission developed a new path for accreditation, the Academic Quality Improvement Program (AQIP). The goal is to infuse continuous improvement and quality in the culture of higher education, and to blend traditional accreditation with the philosophy and techniques of the Baldrige Performance Excellence Program. Yet, little is known about the key performance indicators (KPI) that colleges and universities are using to improve their quality and continuous improvement processes.

High performance organizations desire to provide services in an effective and efficient manner with positive outcomes; therefore measures of performance and cost can be utilized to gauge such success. Through comparative research and analysis of local governments that have and do not have collective bargaining for law enforcement, findings and results can determine if there is any correlation between employee workforce classification (in collective or non-collective bargaining workplaces), high performance traits, costs and high performance return on costs (HPRC) for law enforcement. Frontiers in Public Health Services and Systems Research
Quality improvement (QI) in public health departments is a focus in this sixth issue of Frontiers. Data is important to the development of quality improvement efforts. As we see growth of and meaningful use of electronic health records, the health department is in a position to take the lead as a data hub and to use this information wisely to both improve their QI efforts and link that QI to outcomes.

The following is a doctoral dissertation that studied administrators’, teachers’, and parents’ perceptions and attitudes related to an early childhood center/preschool accreditation experience. A qualitative case study of one preschool center focused on the influence that the decision to pursue accreditation and implement the National Association for the Education of Young Children (NAEYC) self-study process had on administrators, teachers, and parents. Interviews with administrators, teachers, and parents explored (a) issues that motivated the pursuit of NAEYC accreditation; (b) the NAEYC guidelines and their experience of the self-study and quality-improvement process; and (c) their perception of outcomes following accreditation. My aim in this this study was to investigate graduate students’ perceptions about the concepts of standard and accreditation and their views on the problems of accreditation in Turkey. I conducted research on 26 graduate students in Eskisehir Osmangazi University, Turkey. I administered an open - ended questionnaire consisting of four questions to collect the data. To analyze the data I used content analysis technique. The internal consistency of the study was found 0.81. Early childhood is a critically formative stage of human development and the educational experiences of children at this young age impact their cognitive, social, emotional, and physical competencies. In the U.S., early childhood education has grown dramatically since the 1960s, both in federal and state dollars invested and in terms of overall enrollment. When creating an assessment plan to measure writing outcomes for a university-wide writing across the curriculum (WAC) program, administrators considered multi-layered evaluation methods for benchmarking and measuring internal growth of students. Although assessment plans must address these needs, the actual assessment practices must be flexible, accessible to faculty, and feasible--based on existing technological structures and data systems at an institution. The writing assessment that is provided addresses all of these elements and is offered as a model for other programs.

Reducing harmful, wasteful, and inequitable variation in public health delivery is a central objective for administrative and policy decision-makers in public health, and is embedded in the national accreditation movement. The challenge lies in accomplishing this objective while preserving the benefits of customization in public health delivery that accrue through tailoring and targeting of resources to unique community needs and risks. Public health services and systems research (PHSSR) can help determine the optimal balance between standardization and customization in public health delivery.

With the launch of a voluntary national accreditation program for public health agencies, the field requires an expanding evidence base concerning which public health strategies work best, for which populations, and under what circumstances. The field of public health services and systems research (PHSSR) and practice-based research networks (PBRNs) are producing applied studies that can inform the future development and implementation of accreditation standards, and evaluate the impact of accreditation on the field of practice.

Institutional accreditation in higher education presents a dual reality: Accreditation is intended to hold colleges and universities accountable through external evaluation and, at the same time, accreditation constitutes an opportunity for higher education leaders to assess, improve, and communicate the quality of their undertakings. In an increasingly global field of higher education, quality practices become diffused across national boundaries. U.S. institutional accreditation is one of the quality practices embraced around the world; institutions of higher education, particularly in the Global South, aspire to obtain U.S. institutional accreditation. Successful navigation through the accreditation process developed by the Public Health Accreditation Board (PHAB) requires strong and effective leadership. Situational leadership, a contingency theory of leadership, frequently taught in the public health classroom, has utility for leading a public health agency through this process. As a public health agency pursues accreditation, staff members progress from being uncertain and unfamiliar with the process to being knowledgeable and confident in their ability to fulfill the accreditation requirements. Research Objective: To examine the nature of relationship between LHDs’ intentions to seek Public Health Accreditation Board (PHAB) accreditation in the future and having completed within five years the three PHAB pre-requisites: community health assessment (CHA), community health improvement plan (CHIP), and the agency-wide strategic plan.

Accreditation has been identified as a crucial strategy for strengthening the public health infrastructure. As agencies prepare for accreditation, it is important to understand how intentions to seek accreditation are related to the current level of readiness based on the three Public Health Accreditation Board (PHAB) prerequisites. Using the National Association of County and City Health Officials’ (NACCHO) 2010 Profile Study, we examined the relationship between the PHAB accreditation prerequisites and local health department (LHD) intentions to seek PHAB accreditation using multinomial logistic regression. Our Self-Study tells a story of institutional transformation. It is not a story driven by accidental circumstances, historical necessity, external forces, or the will of an individual—though each has played a role—but by collective and deliberate analysis of the College’s position in 2005, followed by thoughtful consideration of the future. Institutional change is often, if not always, difficult, but we have learned to pay constant attention to the ever-changing environment and the fixed destination. We have taken advantage of the opportunity offered by the Self-Study to reflect on the past and look toward the future.

The State of Florida legislatively authorizes Florida community colleges to confer workforce-oriented bachelor’s degrees. As part of the legislation, community colleges are required to achieve Level II (baccalaureate-granting) status through Florida’s regional accreditor, the Southern Association of Colleges and Schools-Commission on Colleges (SACS-COC). When moving from SACS Level I to II, former community colleges need to meet the SACS CS 3.7.1 (Qualified Faculty), which requires that faculty who teach baccalaureate courses hold the minimum of a master’s degree in field. Further complicating matters, as baccalaureate granting institutions, colleges must also comply with CS 3.5.4, requiring 25% of course hours in …
