The protection of critical infrastructures and the choices made in terms of priorities and cost, all impact upon the planning, precautions and security aspects of protecting these important systems. Often the when choices made is difficult to assess at the time the decision is taken and it is only after an incident that the truth of the choices made become fully evident. This paper investigates the implications of the Australian Government’s proposed Internet filtering system in the light of Australia’s blanket prohibition of ‘child pornography’ (including cartoons, animation, drawings, digitally manipulated photographs, and text) for Australian fan communities of ACG and slash. ACG/slash fan groups in Australia and elsewhere routinely consume, produce and disseminate material containing ‘prohibited content’ (i.e. featuring fictitious ‘under-age’ characters in violent and sexual scenarios). Moreover, a large portion of the fans producing and trading in these images are themselves ‘under age’. Focusing specifically upon the overwhelmingly female fandom surrounding Japanese ‘Boys’ Love’ (BL) manga, the paper argues that …

The teaching-research nexus (TRN) has become an important process in the modern University, providing both identity to university scholarship and a device for the integration of academics’ work. Over the last decade many reports have identified the need to both establish institution-wide processes to embed and support TRN, and assist in academic professional development in adopting TRN. This case study reports one such institutional project, focussing on one element of the staff development program, a TRN panel discussion by academics who have engaged TRN. With entitlement spending dramatically increasing, poised for further increases, healthcare has been placed at the forefront of economic domestic policy. In surveying the international landscape, few countries have successfully sustained an efficient and equitable healthcare industry. In this sense, nexus question in the health care debate becomes balancing the desire for cost-effectiveness & efficiency with equity. As such, this article will describe the historical and economic developments that contributed to the development of the American medical system. The article will also examine the success of Australia’s two tiered health care system and provide policy recommendations based on the findings.

The emerging international human rights norm of “defamation of religion,” an ongoing flashpoint in debates at the United Nations (UN) and elsewhere, merits the attention of all parties playing a role in the drafting of new bills of rights. This article uses the case study of defamation of religion, as an emerging norm and the current debate over a possible Australian bill of rights, to argue that a well-rounded drafting process. In Australia in February 2009, the Victorian Bushfires claimed 173 lives, the worst peace-time disaster in the nation’s history. As Dirk van Damme suggested (van Damme, 2009), the effects of the global financial crisis (GFC) have been manifold and complex and affected countries differently. Australia and Ireland have fared very differently in the GFC so choices will inevitably have been influenced by their relative capacity to spend on higher education. Since 1988 Australia has had a unitary, government-regulated but independent higher education system with block funding from a combination of government allocations and student contributions. In contrast, Ireland retains a government-regulated binary system dependent upon public investment and direct government control of staffing budgets. In recent years, both countries …

"Discovery of diverse terrestrial invertebrate assemblages in subterranean habitats associated with iron-ore bearing rocks in the Pilbara region has driven a spate of troglofauna surveys as part of pre-mining environmental impact assessment. We present the results from recent surveys undertaken by mining companies which contribute new understanding towards this remarkable hidden element of biodiversity in Western Australia's arid regions. Patterns in the systematic composition, species richness and abundance of troglofauna assemblages collected from mining exploration drill holes are described. Southwest Western Australia has experienced an unparalleled climate shift since the mid 1970's, characterised by reduced rainfall which has contributed to declining groundwater levels. Climate modelling attributes part of this change to atmospheric greenhouse gases, and predicts the drying trend will increase over coming decades. Groundwater pools and streams in limestone caves at Yanchep and the Leeuwin- Naturaliste region are habitat for assemblages of stygofauna associated with tree roots which grow in the cave pools and streams. West Australian groundwater supports diverse faunas (stygofauna) that include many obligate groundwater-dependent species (stygobites), often belonging to relictual lineages, and which are typically short range endemics. These characteristics make stygofauna vulnerable to habitat changes, particularly reduced water quantity, which is a key stressor linked with climate change. In southwest Western Australia, a drying climate trend experienced over the past three decades has contributed to declining groundwater levels in the limestone caves at Yanchep and the Leeuwin-Naturaliste region. The widespread adoption of mandatory unbundling in telecommunications markets has led to growing interest in mandatory "functional separation," i.e., separation of upstream network operations from downstream retail operations. Since 2002, vertical separation has been implemented in five OECD countries: Australia, Italy, New Zealand, Sweden, and the United Kingdom. In 2008, the International Telecommunications Union noted "a tremendous amount of interest" in functional separation around the world; and, in April 2009, the European Parliament held its second reading on a new regulatory framework that embraces functional separation as an "exceptional measure." For twenty years I supplemented my activist work, with its concomitant high social capital but limited financial rewards, with sex work, which provides financial rewards accompanied by significant stigma. American diplomatic historian’s consideration of the role of ideology in the formation of American foreign policy has only recently begun to receive more attention. Traditional focuses on economics and relations among great nation-states have predominated the historical literature. This work examines the powerful effect that ideology, particularly race and anti-communism, played in developing the U.S.’s relationship with a small power nation-state, Australia, between 1933 and 1953. This thesis investigates nineteenth-century Australia as a frequently disregarded site of colonial discourse where men and women were able to create wealth but unable to transform economic gains into social currency upon return to England and irrevocably weakened English patriarchal authority when they attempted to do so. Unlike many of the other British colonies such as India and Africa, due to its demographics the Australian colonies by and large remained absent from nineteenth-century racial violence, thus allowing greater possibilities for economic advancement and social rehabilitation of disenfranchised English populations. Black And White On Black: Whiteness And Masculinity In The Works Of Three Australian Writers - Thomas Keneally, Colin Thiele, And Patrick White., Matthew Israel Byrge

White depictions of Aborigines in literature have generally been culturally biased. In this study I explore four depictions of Indigenous Australians by white Australian writers. Thomas Keneally's The Chant of Jimmie Blacksmith (1972) depicts a half-caste Aborigine's attempt to enter white society in a racially-antipathetic world that precipitates his ruin. Children's author Colin Thiele develops friendships between white and Aboriginal children in frightening and dangerous landscapes in both Storm Boy (1963) and Fire in the Stone (1973). Based on a study of caves in southwest Western Australia, this presentation explores the form-process linkages between geology, hydrology and ecology (eco-hydrogeology), and their relationships with climate. This case study demonstrated the impacts and ongoing threat that climate change poses to geo-processes and biodiversity, which has implications for geo/ecotourism globally. Cave geotourism has been practised in southwest Western Australia for more than 100 years. One of the major attractions for visitors to these caves is their spectacular underground lakes and streams. This Article compares the modern corporate regulatory environments in the United States and Australia, including an analysis of the climate for Directors & Officers (D & O) liability coverage. This Comment’s analysis requires a few necessary assumptions. First, the feasibility of large-scale deployment of geologic CCS technology for the purposes of permanently storing CO2 is assumed. Second, the establishment of a regulatory framework with incentives to mitigate or offset GHGs is assumed. Third, the carbon-capture technology retrofitting of point-source emitters is assumed.
