This paper estimates the renewable energy potential of Maine’s forest resources, and how much energy these resources could potentially provide the state. Using the most recent state-specific data available, and a methodology similar to the Billion Tons Report, we find that ethanol production from Maine’s forest residues could potentially provide 18% of Maine’s transportation (gasoline) fuels with a fermentation wood to ethanol process. Making Fischer-Tropsch diesel (F-T diesel) using forest residues can replace 39% of Maine’s petro-diesel consumption. Actual levels of biofuels that can be produced will depend on conversion factors and forestry residue removals that are subject to uncertainty.

As energy prices rise and there is a push for energy to be produced from renewable resources, the contribution of Indiana’s corn and soybean industry often overshadows the impact that wood residues can have in response to these demands. Reports show that the wood products industry is the largest, by paid wages, of any agricultural industry in Indiana and employs 47,000 Hoosiers (Biocrossroads 2005). In fact, Indiana has more than 4.5 million acres of forest land (USDA FS, FIA 2005) compared to about 12.3 million acres of crop land (NASS 2006). In late April, the Chamber of Deputies approved legislation to promote the creation of an ethanol industry in Mexico, but critics are concerned about repercussions on the country's corn and sugarcane production. The ethanol provision in the bioenergy law (Ley de Promocion y Desarrollo de los Bioenergeticos), approved primarily with the support of the governing conservative Partido Accion Nacional (PAN) and the opposition Partido Revolucionario Institucional (PRI), garnered 243 votes. All other parties, including the environmentally oriented Partido Verde Ecologista Mexicano (PVEM) and the center-left Partido de la Revolucion Democratica (PRD), opposed the initiative but obtained only 127 votes. My research seeks to understand investment decision making in the electric power sector as it relates to wind energy and, ultimately, other forms of renewable energy, by investigating investor attitudes, preferences, and behavior. One strand of my research focuses on industry response to political uncertainty. One piece of this research addresses current policy incentives for wind energy. The primary source of current support for renewable energy, the federal production tax credit (PTC), typically gets renewed on a short-term basis (one to two years at a time), creating regular intervals of uncertainty about future policy. This paper suggests that a mixture of measures may be needed to encourage renewable energy under the Kyoto Protocol. It explains that the goal of maximizing short term cost effectiveness tends to conflict with the goal of encouraging the long-term technological development that the world will need to move away from fossil fuels. Because of this tension, policy-makers should not, and generally have not, regarded global emissions trading as a panacea. This article analyzes the international emissions trading regime at the heart of the world's effort to address global warming as a means of exploring broader international governance issues. The trading regime seeks to marry two models of global governance, market liberalism, which embraces markets as the model of global governance, and sustainable development, which seeks to change development patterns to protect future generations.
