This study examines the transportation of hazardous materials through Washington County, Tennessee. This study incorporates federal, state, and local data in assessing current transportation trends. Data gathering activities included local chemical inventories, hazardous materials transportation flow surveys, hazardous materials rail transportation trends, and hazardous materials incident data.
All data were compiled and then analyzed to identify hazardous materials transportation trends in Washington County, Tennessee. This information is pertinent to emergency planners for the preparation of hazardous materials transportation incidents. The data gathered further revealed the need for this type of study to identify changing trends in the transportation of hazardous …

The objective of this research was to describe transit priority techniques in Zürich and understand how the city implemented its program. Most transit priority improvements are relatively simple and inexpensive; however, they have proved to be difficult to implement and sustain. The research effort consisted of a case study with interviews and surveys. We interviewed many persons associated with the development and implementation of Zürich’s transit priority program. A survey to evaluate support of transportation decision-makers in Santa Clara County, California, illustrated transit improvements in a typical U.S. city. Urban dwellers navigate everyday journeys through a variety of transportation connections. Transportation planning can play an instrumental part in shaping livable community goals, as it is part of the built environment that citizens’ encounter on a daily basis. This report examines the role that the built environment plays in the shaping of an individual’s sense of community. Geographical Information Systems (GIS), can generate spatial maps of a citizens’s interaction with the transportation environment. Why Sprawl Is A Conservative Issue , Michael E Lewyn

This speech argued that conservatives should fight sprawl as a threat to conservative values such as limited government, freedom, lower taxes, and social stability. I explained how sprawl is the direct result of big government, education policies, and housing regulations that still favor suburban construction on previously undeveloped land. He will also discusses policies that could limit or mitigate sprawl and yet be consistent with conservative and libertarian values such as individual choice and free market activity.

The purpose of this study was to continue the efforts begun in 1997 to monitor Kentucky public opinion regarding the quality of the highway system and also includes a portion to measure satisfaction with the current drivers’ license and registration renewal processes. Kentucky’s 2000 public opinion is compared to data collected since 1997 to gauge Kentucky’s progress over the past years, and is compared to the NQI 2000 Survey done on the national level to show how Kentuckians’ opinions compare to those nationwide.

"Thou Shalt Not Put A Stumbling Block Before The Blind": The Americans With Disabilities Act And Public Transit For The Disabled, Michael E Lewyn

The Americans with Disabilities Act (ADA) ordered local governments to make bus and train systems more accessible to the disabled. The ADA imposed costly requirements upon local public transit systems but did not give local governments funds with which to satisfy this mandate. By reducing the funds available to transit systems, the ADA has sometimes forced cutbacks in transit service for everyone (including, ironically, the disabled to the extent that disabled people were able to use public transit before the ADA's enactment). Thus, the ADA has occasionally been counterproductive.

The objective of this study was to investigate the needs of and resources available to local public agencies to construct and maintain their transportation infrastructure. Components of the infrastructure included in this study are roads, bridges and culverts, traffic and traffic safety, and operational and administrative costs. The results of the study indicate there exists a significant shortfall in funding in most of these areas.

Solving the problem of highway congestion requires solutions that go beyond the capacity expansion of the roadway and towards effective capacity expansion though innovative operations of facilities. One such innovation is the implementation of congestion tolls in order to set volume levels at economically optimal levels. Transportation researches, for some time, have known the potential of congestion tolls as one solution to the congestion problem, and we are now seeing several cases of facilities operating under a congestion toll. This report provides summary documentation of the 45 “SPR” research projects funded at the Kentucky Transportation Center (University of Kentucky) from 1995 through 1999. Eleven of these projects were selected for highlighting with up-to-date information regarding results and benefits. They represent a diverse range of research and demonstrate considerable breadth in the implementation of results. Abstracts for all the projects are include in the appendix. A brief discussion of the need/purpose of research, the research process, and the program areas of research at the Kentucky Transportation Center is included.

Individuals struggling to move from welfare to work face numerous obstacles. This Article addresses one of those obstacles: lack of transportation. Without reliable transportation, many welfare recipients are unable to find and maintain jobs located out of the reach of traditional forms of public transportation. Professor Garnett argues that lawmakers should remove restrictions on informal van or jitney services, allowing entrepreneurs to provide low-cost transportation to their communities. This reform would not only help people get to work, but it could also provide jobs for low-income people.
