This essay is a personal inquiry into the nature of media technology, law, and ethics in an era marked by the convergence of media that have been largely separate-print, broadcast, cable, satellite, and the Internet-and by the consolidation of ownership in all of these media. What inventions, practices, and norms must emerge to enable us to take advantage of this vast new information-based world, while preserving such important professional values as diversity, objectivity, reliability, and independence?
The right to know belongs not only to individuals, but to the public at large, it can (or, perhaps, must) be vindicated by government …

Those who know and love the region of Hampton Roads wish to make it an even better place to live than it is currently. In order for us to achieve that end, we must know literally "where we are" in critical areas. This first "State of the Region" Report is designed to provide citizens with a detailed, though not burdensome, look at several critical aspects of the lives we live in Hampton Roads. The Report focuses on topics such as the regional economy (including the tourist and military sectors), the workforce, K-12 education, technology, and of course, government and regional …

Technology Assisted Advocacy, Julia R. Gordon
University of the District of Columbia Law Review
This paper creates a technology assisted advocacy scenario. It follows the events in the client access scenario paper by Mike Genz, taking the client Maria into a case requiring the full services of an advocate. Each step in the scenario is followed by a discussion that explores some of the work that would need to be done to make this scenario a reality.
Technology And Client Community Access To Legal Services - Suggestive Scenarios On Community Legal Education, Intake And Referral And Pro Se, Michael Genz
University of the District of Columbia Law Review
The papers prepared for the Conference provide a broad perspective on emerging technologies and the potential they offer Legal Services. This paper, building on those perspectives, first offers a real world scenario showing how these technologies might be deployed to maximize client and community access to Legal Services resources. For each scenario, the paper then lays out what needs to be in place - technologically, managerially and institutionally, for the scenario to be made real.
An Instructional Design Framework For Authentic Learning Environments, J. Herrington, R. Oliver
An Instructional Design Framework For Authentic Learning Environments, J. Herrington, R. Oliver
Faculty of Education - Papers (Archive)
The instructional technology community is in the midst of a philosophical shift from a behaviorist to a constructivist framework, a move that may begin to address the growing rift between formal school learning and real-life learning. One theory of learning that has the capacity to promote authentic learning is that of situated learning. The purpose of this three part study was firstly, to identify critical characteristics of a situated learning environment from the extensive literature base on the subject; secondly, to operationalise the critical characteristics of a situated learning environment by designing a multimedia program which incorporated the identified characteristics; …
Citizen Participation In The Digital Age: An Evaluation Of The Potential Of A Website To Encourage Community Involvement In School Board Issues, Scott Chambers
Citizen Participation In The Digital Age: An Evaluation Of The Potential Of A Website To Encourage Community Involvement In School Board Issues, Scott Chambers
MPA Major Research Papers
This paper examines the potential for school board websites to engage the public by promoting a greater understanding of school board issues and accepting feedback and recommendations from the local community. An analysis of school board websites in Ontario was conducted to measure the effectiveness of existing websites as a method for communication. The findings reveal that until school boards provide an incentive for citizens to visit their websites on a regular basis, they will not become a strong way to connect to the community.
The Effectiveness Of Using Technology To Teach English As A Second Language, Rita Yuk Kwan Ng
The Effectiveness Of Using Technology To Teach English As A Second Language, Rita Yuk Kwan Ng
International Vocational Education and Training Association (IVETA) Conference
This study focuses on the effectiveness of using technology such as e-mail and websites in teaching and learning English. Around 50 in-depth interviews were made with teachers and students in the College to examine the effectiveness of using technology, such as e-mail, websites as teaching tools. Through such analysis, we can develop a better understanding on the students' and teachers' perception of their language abilities and effectiveness of using e-mail and websites for teaching. If there is a wide discrepancy between teachers and students' perception, it is better to equip our teachers with better understanding of the students' problems when …

Knowledge Development At The Interface Of Research, Policy And Practice: Support For Knowledge Development Within The Cedefop Research Arena (Cedra), Graham Attwell, Alan Brown
International Vocational Education and Training Association (IVETA) Conference
This paper outlines the underpinning theory and technology supporting processes of knowledge development within the CEDEFOP Research Arena (CEDRA). The support for dispersed communities of practice has been developed using web-based collaboration and knowledge sharing tools. These provide a comprehensive telematic platform for interactive and focused knowledge sharing and transformation for practitioners, policy makers, and researchers interested in vocational education and training in Europe. Note some details of how these tools work in practice, in the context of careers guidance, is given in the linked paper of Brown and Attwell (2000).

...information content providers who depend heavily on copyright law are growing increasingly wary of advances in digital technology that allow manipulation of their content and potentially diminish the effectiveness of their copyright protection. Technology firms, on the other hand, are looking more and more at developing products which provide low-cost, high quality access to content without restriction. Thus, as technologists work feverishly to find new ways to free up information, content providers are fighting just as hard to constrain access in order to prevent market-killing duplication and distribution of their works. These two codependent yet clashing interest groups recently met …
Telemedicine: Rx For The Future Of Health Care, Susan E. Volkert
Telemedicine: Rx For The Future Of Health Care, Susan E. Volkert
Michigan Telecommunications & Technology Law Review
Quite simply, telemedicine symbolizes and catalyzes the clash between the reality of our legal and political approach to health care and the American dream of bringing health care to all patients. Telemedicine, like our health care delivery systems, is regulated by many layers of government. Unlike other issues, telemedicine cuts through and challenges the traditional controls of access and cost. As such, telemedicine is a microcosm of our health care delivery system and a lens through which one may analyze the obstacles to access in the current system. This article examines these issues, proposes that telemedicine's goal should be to …

Biting insects, inaccessible terrain, impenetrable bamboo thickets and thorn bushes. Mine clearance in Cambodia is a hot, sweaty business at the best of times. Because tripwires hidden in the undergrowth could trigger explosions, the vegetation has to be cleared by hand before mine detection can start. It is a tedious matter and can occupy two-thirds of a mine clearer's working day.

High Profile Cases In A Technological Age, Susan Webber Wright
High Profile Cases In A Technological Age, Susan Webber Wright
Missouri Law Review
What I will try to describe this afternoon is the confluence of these two developments: the increased interest in courts, particularly the high-profile case, and the development and spread of sophisticated technology. As a social and public institution, the courts are obligated to address public demands not only by providing a forum for the administration of justice, but also by providing the means by which interested members of the public can observe court proceedings and gain access to public documents. I will describe some of the things courts are doing to respond to these demands. Next, I will try to …

After Typology: The Suffering Of Diagrams, William Braham
William W. Braham
In an examination of the diagram as a generator of architectural form and process, William Braham looks at how building typology has historically provided the dominant model for architectural working methods. In addition, he asks why dynamic diagramming and non-linear processes are now being adopted by the neo-avant-garde but neglected by mainstream practice.

Reflections On Science And Technology, Ursula Goodenough
Reflections On Science And Technology, Ursula Goodenough
Biology Faculty Publications & Presentations
Science and technology are frequently confused. This essay points out the bases for this confusion and then focuses on a basic distinction, namely, that whereas science brings us information that we have little choice but to absorb and reflect upon, technology is something that humans elect to do and, hence, can also elect not to do. It is proposed that technological ethics are most cogently undertaken with scientific understanding as the linchpin and religious/artistic sensibilities as the muse.

Copyright Misuse And Modified Copyleft: New Solutions To The Challenges Of Internet Standardization, Chip Patterson
Michigan Law Review
The Internet is a truly global community within which myriad economic, social and technological forces interplay to cause its standardization. Much of the competition in the industry has revolved around which product will become the standard for a given market sector. Some markets have seen victors; for example, TCP/IP is the Internet communication protocol, MP3 appears to be dominating music compression, and Microsoft Corporation's Windows ("Windows") is clearly the standard operating system. Similarly, the Internet must adopt a standard for web browsing and searching, for email, and for web programming. In many cases, the competition for this standard will be …

The Actuator: Demining Innovations, Lee Felsenstein, Steven E. Saunders
The Journal of Conventional Weapons Destruction
This approach to humanitarian demining differs from generally accepted methodology. It has not yet been tried, and the purpose of this article is to ensure that the general concept is placed in the public domain, where it may be debated and modified without considerations of intellectual property. Interval Research Corporation, where this idea originated, is not in the business of mine clearance, or of manufacturing mine clearance systems, so the idea is being passed along to the community best capable of analyzing it.

Developing New Technology For Humanitarian Demining, Russell Gasser, Terry Thomas
The Journal of Conventional Weapons Destruction
Despite the spending of hundreds of millions of dollars on high-tech research over the last few years, local humanitarian deminers still use traditional prodders and metal detectors. The biggest recent technical innovation has been mechanical vegetation clearance which was mostly developed in the field and bypassed the research route.

Dwell Fatigue I : Damage Mechanisms, Tarun Goswami
Biomedical, Industrial & Human Factors Engineering Faculty Publications
The mechanisms controlling deformation and failure under high temperature creep-fatigue conditions of materials are examined in this paper. The materials studied are solder alloys, copper alloys, low alloy steels, stainless steels, titanium alloys, and Ni-based alloys. The deformation and failure mechanisms were different (fatigue, creep, oxidation and their interactions) depending upon test and material parameters employed. Deformation mechanisms, such as cavity formation, grain boundary damage, intergranular (IG) and transgranular (TG) damage, oxidation, internal damage, dislocation cell concentration, and oxide mechanisms are very important in order to gain more knowledge of fatigue behavior of materials. The observed mechanisms can be categorized …

State of the Region Reports: Hampton Roads
(First Paragraph) Few things are more important to adults in Hampton Roads than the quality of their K-12 schools. These schools, and the students within their classrooms, represent the fondest hopes of this generation for a prosperous future. Many citizens and parents are willing to expend countless hours helping to maintain the quality of their schools and, to the extent they are able, make them even better. Pity the political leader who comes to be viewed as "anti-education." From the latest related statewide initiatives to more localized concerns, K-12 schools are always a focal point of the news in Hampton …
