Service Reliability Impacts Of Computer-Aided Dispatching And Automatic Vehicle Location Technology: A Tri-Met Case Study, James G. Strathman, Kenneth Dueker, Thomas J. Kimpel, Rick Gerhart, Ken Turner, Pete Turner, Steve Callas, David Griffin

This paper presents findings on initial changes in service reliability following Tri-Met’s deployment of a new bus dispatching system using automatic vehicle location and automatic passenger counter technology. Changes in on-time performance, headway variation, run time variation, and run times were determined with respect to pre-deployment levels. Changes in headway variation and run times were also used to estimate the initial benefits of the new system with respect to operating costs, passenger waiting, and passenger travel time.

California Vehicle License Fees: Incidence And Equity, Jennifer Dill, Todd Mitchel Goldman, Martin Wachs

Most states tax the value of residents' motor vehicles. In recent political debates over the future of these levies, the relative effects of these taxes on different socioeconomic groups have been a prominent question. By linking data from the Nationwide Personal Transportation Survey with estimates of vehicle values from consumer vehicle pricing guides, the socioeconomic and demographic incidence of California's Vehicle License Fee is examined. After the effects of state and federal income tax deductions are taken into account, the fee is found to be as regressive as the state's sales tax.

A variety of alternate training strategies for implementing the Dual Heuristic Programming (DHP) method of approximate dynamic programming in the neuro-control context are explored. The DHP method of controller training has been successfully demonstrated by a number of authors on a variety of control problems in recent years, but no unified view of the implementation details of the method has yet emerged. A number of options are here described for sequencing the training of the Controller and Critic networks in DHP implementations. Results are given about their relative efficiency and the quality of the resulting controllers for two benchmark control …

Work In Progress: Automating Proportion/Period Scheduling, David Steere, Jonathan Walpole, Calton Pu

The recent effort to define middleware capable of supporting real-time applications creates the opportunity to raise the level of abstraction presented to the programmer. We propose that proportion/period is a better abstraction for specifying resource needs and allocation than priorities. We are currently investigating techniques to address some issues that are restricting use of proportion/period scheduling to research real-time prototypes. In particular, we are investigating techniques to automate the task of selecting proportion and period, and that allow proportion/period to incorporate job importance under overload conditions.

School District Enrollment Forecast Reports

This report provides a school Enrollment Forecast, including background demographic information and analysis, for the Eagle Point School District (Jackson County School District #9). Several factors that are likely to affect the District’s enrollment between 2000 and 2010 are considered and the geographical areas within the District (the cities of Eagle Point and Shady Cove, the unincorporated urban area of White City, and the rural unincorporated area) are examined. To account for different probabilities of demographic events, three scenarios of population, housing, and enrollment changes were developed. A New Numerical Model Of Coupled Inland Ice Sheet, Ice Stream, And Ice Shelf Flow And Its Application To The West Antarctic Ice Sheet, Christina L. Hulbe, D. R. Macayeal

We have developed a dynamic/thermodynamic finite element numerical model that couples inland ice sheet, ice stream, and ice shelf dynamics. This new model stands apart from other whole ice sheet models in its explicit treatment of ice stream flow. Additionally, the model accounts for both horizontal and vertical advection and diffusion of temperature in the flowing ice. In present day simulations of the West Antarctic Ice Sheet (WAIS), modeled ice velocity agrees well with observed ice flow. In particular, the model reproduces the pattern of speed variation across ice streams although the continuous downstream speed up of ice flow cannot …

The rapidity of change has left scant opportunity for investigation of the consequences of biotechnology adoption on long-term ecosystem or economic system functioning. Economic theory suggests that, if the "Biotechnology Revolution" is left to market forces alone, there will be neglected public goods. Theory and limited empirical evidence suggests that there are significant incentives for private firms to discount and neglect negative environmental impacts and to develop products that meet only the needs of those able and willing to pay. This article presents an income inequality analysis for all 1990 U.S. metropolitan statistical areas (MSAs). The analysis is concerned with whether public transportation has a detectable influence on levels of urban income equality. Because public transportation systems are generally designed to link residences with employment locations, higher levels of transit service provision, all other factors being equal, should be associated with higher employment rates and more uniform distributions of economic gains. We describe the implementation and performance of a genetic algorithm which generates image feature extraction algorithms for remote sensing applications. We describe our basis set of primitive image operators and present our chromosomal representation of a complete algorithm. Our initial application has been geospatial feature extraction using publicly available multi-spectral aerial-photography data sets. We present the preliminary results of our analysis of the efficiency of the classic genetic operations of crossover and mutation for our application, and discuss our choice of evolutionary control parameters. We exhibit some of our evolved algorithms, and discuss possible avenues for future progress.

This issue of Focal Point examines the ways in which families with employed caregivers and children with emotional and behavioral disorders manage to meet the demands of employment and family responsibilities. Finding a fit between the demands of work and family life is a struggle for every employed mother and father. For parents whose children have emotional, behavioral, or mental disorders, meeting this challenge can prove extremely stressful, particularly since supportive services are notably lacking. Regulatory agencies intervene in risky situations by outlawing practices that impose risks on society or by proscribing practices that reduce risk. Because public resources for enforcing regulation are limited, public policy has recently emphasized maximizing the benefit from enforcement by considering the risk reduction achievable from each intervention. This emphasis requires a shift of resources to monitoring situations in which regulatory violations are most likely, their welfare effects are most serious, and their detection is probable and relatively inexpensive. This article is a risk-based monitoring model applied to the Food and Drug Administration's (FDA) import monitoring program. Although some components …
