Validation Of The Risk And Needs Assessment Used In The Classification For Parole And Probation Of Virginia's Adult Criminal Offenders, George Michael Yacus

This study analyzes the effectiveness of risk-needs assessment used in the classification of probation and parole for adult criminal offenders in the Commonwealth of Virginia. The use of risk-needs classification instruments dramatically increased in the 1980's and 1990's, but some research has indicated that these instruments do not have universal applicability and must be validated to the population to which they are applied. The research selected a useable cohort (n = 13,011) of probationers/parolees in the Commonwealth of Virginia from the 20, 647 cases opened in 1994 and tracked them for three years, using Virginia Department of Corrections records, to …

The launch services that the USAF procures to carry DOD payloads into orbit are characterized by high risks and high costs. If a launch vehicle experiences a catastrophic failure, the cost of the entire launch vehicle, the launch processing, and the payload are completely lost (often in excess of 1,5 billion dollars.) Despite this enormous risk for the payload customer, and indeed the launch provider, launch success rates around the world are not much above 90 percent. When strict products liability first appeared on the scene some thirty-five years ago, it was heralded as a boon to consumers whose claims to compensation had hitherto been frustrated by the law of sales. Warranty law, it was said, worked fairly well in purely "commercial" transactions, but tort law did a better job in cases where ordinary consumers suffered personal injuries or property damage from defective products. To be sure, defenders of warranty law pointed out that the newly-drafted Uniform Commercial Code (the "Code" or "U.C.C.") was much more consumer friendly than the old Uniform Sales Act. A properly installed and maintained system for treating and disposing of household wastewater will minimize the impact of that system on groundwater and surfacewater. State and local codes specify how wastewater systems must be designed, installed, and maintained. For example, Title 124 regulates the design, operation, and maintenance of septic tank systems in Nebraska. In addition, federal and state regulations guide the stabilization and land application of wastewater septage.

Proper handling and application management of pesticides are important to protect you and to protect surface and groundwater from contamination. Why should I be concerned? Silage is an important feed for livestock-based agriculture. When properly harvested and stored, silage poses little or no pollution threat, but improper handling can lead to a significant flow of silage juices (or leachate) from the silo. Leachate is an organic liquid that results from pressure in the silo or from extra water entering the silo. It is usually a problem only when silage is fresh, or just after storage. This loss of leachate represents a loss of nutrient value from the silage.

Economics, energy and the environment are three primary reasons to be concerned about nutrient management, especially nitrogen (N) management. Nitrogen ranks high on a list of sixteen nutrients needed for the health of most plants, but unfortunately it also ranks high as a contaminant of Nebraska’s surface and groundwater. Most other nutrients occur naturally in the soil. Besides nitrogen, phosphorus and potassium are the nutrients most often added to Nebraska soils.

Why should I be concerned? Aboveground and underground storage of liquid petroleum products such as motor fuel and heating fuel presents a threat to public health and the environment. Nearly one out of every four underground storage tanks in the United States may now be leaking, according to the U.S. Environmental Protection Agency. If an underground petroleum tank is more than 20 years old, especially if it’s not protected against corrosion, the potential for leaking increases dramatically. Newer tanks and piping can leak, too, especially if they were improperly installed.

While these systems are generally economical and safe, household wastewater can contain contaminants that degrade water quality for uses such as drinking, pet and stock watering, food preparation, and cleaning.
