The paper presents the results of measurements of the concentration of hydrogen chloride (HCl) and fluoride compounds (as HF) in raw and purified combustion gases discharged from the incineration of selected hazardous wastes. The study included two installations operating on an industrial scale: a multiple hearth furnace and a rotary kiln incinerator equipped with a single wet flue gas cleaning systems. In the multiple hearth furnace was being incinerated sludge from coke industry. In the rotary kiln were being incinerated coal (coke) tars, contaminated cleaning rags, sawdust, used gloves, outdated pharmaceuticals and medicines, hospital waste, waste paints, varnish and lubricant, …

The work presents the problem of management and thermal treatment of medicines and hospital wastes and investigation results of incineration of these waste in the full-scale rotary kiln with wet gas cleaning equipment (alkaline scrubber). On the basis of measurements of air pollutant concentrations in combustion gases, maximum dose of these wastes in the feed to the kiln was specified in order to ensure a relatively low stack emissions using the hypothetical high-efficiency flue-gas treatment system.

This article discusses the statutory procedures and the case law regarding the adjudication of the rights of third parties in property that a defendant has been ordered to forfeit in a criminal case. In particular, it discusses the ancillary proceeding governed by 21 U.S.C. 853(n) in detail. The case law references are now outdated and have been superceded by the discussion in Chapter 24 of the author's treatise, Asset Forfeiture Law in the United States. Nevertheless the article provides a good introduction to the topic.

Taxonomic Status Of The Enigmatic Cryptotis Avia (Mammalia: Insectivora: Soricidae), With Comments On The Distribution Of The Colombian Small-Eared Shrew, Cryptotis Colombiana, Neal Woodman

Cryptotis avia G. M. Allen 1823, from the Eastern Andean Cordillera of Colombia, is a small-eared shrew previously known from, at most, five specimens. Review of the holotype, consisting of an understuffed skin and a partial skull, and three potential topotypes indicates that they are refereable to Cryptotis thomasi Merriam, 1897, and C. avia should be considered ajunior synonym of that name. Cryptotis thomasi is restricted to highlands around Bogotá in the Eastern Cordillera. Another specimen previously referred to C. avia is the second known specimen of Cryptotis colombiana Woodman & Timm 1993. This second record expands the known distribution …

Independent Singapore, which has a tradition of free trade, has implemented large doses of Henry George's prescriptions. It has successfully captured land rents for redistribution through its land acquisition, public housing and other programs. These policies have been instrumental in the successful economic development of the island city state. Industrial estates on state-owned land were leased to foreign multinationals for export-oriented manufacturing which created the bulk of jobs in the sector. Commercial developments are built by the program. Affordable 99-year leasehold housing, built by the state, provided added economic incentives for employment, and helped keep inflation and wages down. Private …

Using co-authored scientific papers as indicators of research collaboration the pattern of research linkages in the UK during the 1980s is analysed. All sectors collaborate with each other at a rate proportional to publishing size to a first approximation. However, there are deviations from this pattern. Analyzing these deviations, two groups of sectors are found that collaborate with each other more than expected: the GIPU group composed of government, industry, polytechnics and universities, and the HSNR group composed of hospitals, special health authorities (SHAs), non-profit organisations and research councils. The relative cognitive impacts on Black students' attendance at historically Black versus predominantly White colleges were investigated. Controlling for individual precollege ability, average precollege ability of the students attending each institution, gender, socio-economic origins, academic motivation, age, credit hours taken, work responsibilities, place of residence, and types of coursework taken, Black students attending the 2 Black colleges did as well or better than their counterparts at the 16 predominantly White institutions on standardized measures of writing skills and science reasoning administered at the end of the second year of college.

Emergence patterns and population levels of Douglas-fir beetles (DFB), Dendroctonus pseudotsugae Hopkins, in the seventh year of infestation following the Clover Mist Fire were evaluated on the Clarks Fork Ranger District of the Shoshone National Forest. Adult emergence in 1995 returned to a single peak beginning in mid-June, about a week later than normal likely due to cold, wet spring weather. Adults of both the '93-'94 and '94-'95 generations emerged, demonstrating for the second year in a row that DFB can extend its life cycle up to two years. This paper employs individual household data to estimate the effect of per-unit pricing on the weight of garbage, the number of containers, the weight per can, and the amount of recycling. We also provide two indirect measures of illegal dumping. The data are based on a natural experiment that provides a unique opportunity to study human behavior in response to a change in price. On July 1, 1992, the City of Charlottesville, Virginia, implemented a program to charge $0.80 per 32-gallon bag or can of residential garbage collected at the curb. Before and after the implementation of this program, we …
