Kentucky Transportation Center Research Report
The Extended-Weight Coal Haul Road System, created by the Kentucky Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A research study was initiated in July of 1992 to analyze the impacts of the extended-weight system.
Analyses in this report are based on the following: historical data on coal production and transportation: data from coal decal applications; interviews of legislators. transportation officials. coal company representatives. and coal trucking representatives: newspaper …

The long range transportation planning process is examined, with explicit consideration of the real uncertainties. Examples of the performance of transportation planning models are presented. Errors in input data, as well as socio-political bias are presented. Fi nally, a series of principles and methods for bett er reflecting the real uncertainties into transportation planning are presented.

Transportation is one of the most frequently cited problems of people with disabilities living in rural areas. This includes transportation to and from work, personal and social obligations in and around small communities, and transportation from home to larger communities where services are available. Cutbacks in air, rail and bus services to rural areas have made these problems even more challenging for those with severe disabilities who often have low, fixed incomes. While many larger communities may have one or more major social service agencies, such as an aging services program, that cooperate to provide transportation services under various regulations, …

Pursuant to the enactment of federal legislation, the U.S. Department of Energy (DOE) is presently evaluating Yucca Mountain as a candidate site for a repository to store spent nuclear fuel (SNF) and high-level radioactive waste (HLRW). Risk analyses could be used to support transportation decisions (such as route and mode selection) pertaining to the repository program; The purpose of this study is to develop a procedure to facilitate comparative transportation risk assessment. Hazardous materials transport is a significant economic activity. Routing is one of the key issues in hazardous materials transport. Cost and risk are primary factors influencing routing. Emergency preparedness is an issue that is common to all of these. Traditionally, risks and emergency preparedness have been addressed as two interdependent issues, but the interactions between them have not been addressed explicitly. This often results in risk estimates that ignore the effect of emergency preparedness; This research presents a framework for quantifying effects of emergency preparedness on risk of hazardous materials transportation.
