Community Economic Development And The Latino Experience, Edwin Melendez, Michael A. Stoll Dec 1995

Community Economic Development And The Latino Experience, Edwin Melendez, Michael A. Stoll

Gastón Institute Publications

Just as people had high expectations for the Great Society programs instituted to address poverty after the Watts riots of 1965 so, too, did people have high hopes for a turning point in federal initiatives to address the plight of the urban poor after the Los Angeles rebellion of 1992. Indeed, both analysts and community activists were hopeful that a more sympathetic administration would be able to capitalize on the political momentum that resulted from their electoral victory and implement somewhat unpopular programs in Congress. This could not have come at a better time for blacks and Latinos in the …

Assassination And The Death Of Politics, Steven Alan Samson Dec 1995

Assassination And The Death Of Politics, Steven Alan Samson

Faculty Publications and Presentations

The assassination of Israeli's prime minister, Yitzhak Rabin, moments after speaking of his hopes for peace at a large public rally in Tel Aviv gives his death the added poignancy of the image of an old soldier giving up his life in the pursuit of peace. But the assassin's bullets were also aimed at the heart of an entire nation.

It may indeed be true, as Simone Weil observed, that the destruction of a city is the greatest calamity that can befall the human race. The scope of the horrors that have accompanied twentieth century warfare and ethnic strife is …

A Review Of Ministerial Policy Guidelines For Rock Lobster Processing In Western Australia From The Working Group Appointed By The Minister For Fisheries And Chaired By Peter Rich, Peter Rich Dec 1995

A Review Of Ministerial Policy Guidelines For Rock Lobster Processing In Western Australia From The Working Group Appointed By The Minister For Fisheries And Chaired By Peter Rich, Peter Rich

Fisheries management papers

The rock lobster processing industry in Western Australia has a long history of management. Whilst management of the industry through the Fisheries Department has obviously been successful in helping to build the rock lobster industry into one of the State's major export industries, this approach is not without problems. With the introduction of the Fisheries Management Act 1994, the Minister for Fisheries deemed it appropriate to appoint an expert group to review the existing regulation of the rock lobster processing sector, draft the necessary guidelines to assist the Executive Director of the Fisheries Department make decisions on rock lobster processing …

Coresidence With An Older Mother: The Adult Child's Perspective, Beth Soldo, Douglas A. Wolf, Vicki A. Freedman Dec 1995

Coresidence With An Older Mother: The Adult Child's Perspective, Beth Soldo, Douglas A. Wolf, Vicki A. Freedman

Center for Policy Research

We estimate models of coresidence between adult children and their elderly unmarried mothers, using data from the National Survey of Families and Households. The models include controls for women’s wages, along with other variables representing competing demands on their time. Among married couples we explicitly represent the “competition” for residential space between a child’s mother and mother-in-law. The information necessary to identify the observations of interest— respondents with a living, unmarried older mother— is missing in most cases. We address this problem using a multiple imputation strategy. The results indicate that wages, income, and parental health are related to parent-child …

What We Know About Multifamily Mortgage Originations And Why We Care, Amy D. Crews, Robert M. Dunsky, James R. Follain Dec 1995

What We Know About Multifamily Mortgage Originations And Why We Care, Amy D. Crews, Robert M. Dunsky, James R. Follain

Center for Policy Research

The three publicly available data sets on multifamily mortgage originations are examined and compared in an attempt to resolve the more than $20 billion discrepancy between the published estimates of the size of the conventional conforming multifamily lending market. The data are from the Survey of Mortgage Lending Activity, the Home Mortgage Disclosure Act data, and the 1991 Residential Finance Survey. The analyses show that all three data sets have substantial weaknesses, and that the primary source of the differences in estimates is due to differences in the populations covered. The 1993 multifamily mortgage originations volume is estimated to be …

The demining platoon had "cleared 5,1602 metres and eight mines at Homoine before the accident". The mines were laid in a narrow belt but not in a pattern. The mines found before were PMN, PMN-2, PMD6 and POMZ2M. The victim was in a crouching position with his arm outstretched (holding a trowel) when he initiated a PMN with his right foot. He was not using his detector (which was 12 metres away). He was taken to hospital at 09:35 and arrived at 10:05. A blood shortage meant that other deminers had to donate three litres of blood.

The victim lived 400 metres from the working area. While walking home from work he found an MVZ57 fuse [believed to be an MV-5 fuse]. He took it home for safekeeping. Before work the next morning he was examining it on a concrete table outside his home when he accidentally dropped it 20cm onto the table and it detonated. He contacted the platoon medic by radio and asked for assistance.

A senior official with the demining group reported in informal discussions during December 1998 that an accident had occurred at Luchimba (spelt phonetically) Bridge in Malanje in 1995. In this accident an expatriate Technical Advisor was using a Schiebel detector in an uncleared area and detonated a Type 72 blast mine. It did not have a booster charge so he only initiated the percussion cap and escaped unhurt. He left Angola soon afterwards.

Intelligent Control Of Vehicles: Preliminary Results On The Application Of Learning Automata Techniques To Automated Highway System, Cem Unsal, John S. Bay, Pushkin Kachroo

Electrical & Computer Engineering Faculty Research

We suggest an intelligent controller for an automated vehicle to plan its own trajectory based on sensor and communication data received. Our intelligent controller is based on an artificial intelligence technique called learning stochastic automata. The automaton can learn the best possible action to avoid collisions using the data received from on-board sensors. The system has the advantage of being able to work in unmodeled stochastic environments. Simulations for the lateral control of a vehicle using this AI method provides encouraging results.

Growth-Inflation Tradeoff In China, Hiroyuki Imai Nov 1995

Growth-Inflation Tradeoff In China, Hiroyuki Imai

CAPS Working Paper Series

The high growth and wide fluctuations of fixed investment are the main driving forces of the rate of inflation in China in the reform period. Investment expansion generates strong demand pressures in the consumption goods market. Its inflationary impact is magnified further as it brings about higher wage costs during a boom. An implied short-run tradeoff is derived from dynamic simulation of a small macroeconomics model. In a given year, each additional percentage point of economic growth or investment growth leads to, respectively, a 2.7 or a 0.9 percent increase in the rate of inflation that year.

Mutuality, Locality And Communitarianism, Roger A. Lohmann Nov 1995

Mutuality, Locality And Communitarianism, Roger A. Lohmann

Faculty & Staff Scholarship

What is the nature of the bonds among participants in nonprofit organizations and voluntary action, and between philanthropic givers and recipients, and how do these affect the behavior of third sector actors and those in other sectors? Mutuality accounts for the intermediary bulwark which offers a primary protection of the individual from the state. Except through Tocqueville, mutuality has had very little impact on American legal and political philosophy until quite recently. Mutuality is a principal concern of some communitarians, particularly Taylor, Sandel and Bell. Communitarianism is one of the few instances of focus on this important problem. This paper …

Using Recurrence Probabilities To Estimate The Volume Of Multifamily Mortgage Originations, Robert M. Dunsky, James R. Follain, Jan Ondrich Nov 1995

Using Recurrence Probabilities To Estimate The Volume Of Multifamily Mortgage Originations, Robert M. Dunsky, James R. Follain, Jan Ondrich

Center for Policy Research

This study uses recurrence probabilities to generate forecasts of the volume of multifamily mortgage originations for the period 1992-2002. The approach concentrates on predicting the volume of property sales using the baseline of a multifamily prepayment hazard estimation to generate the predicted cohort-specific proportion of calendar sales in a given year. The forecast for the volume of originations depends strongly on the definition of the relevant mortgage population. A definition that excludes assumptions but otherwise includes all properties selling between 1971 and 1991 in which a first mortgage was used in its acquisition yields a forecast of $47.2 billion for …

Estimating The Volume Of Multifamily Mortgage Originations By Commercial Banks Using The Survey Of Mortgage Lending Activity And The Home Mortgage Disclosure Act Data, Amy D. Crews, Robert M. Dunsky, James R. Follain Nov 1995

Estimating The Volume Of Multifamily Mortgage Originations By Commercial Banks Using The Survey Of Mortgage Lending Activity And The Home Mortgage Disclosure Act Data, Amy D. Crews, Robert M. Dunsky, James R. Follain

Center for Policy Research

Two public data sets on multifamily mortgage originations are used to resolve the $15 billion discrepancy between the published estimates of the size of the multifamily lending market covered by commercial banks. The data are from the Survey of Mortgage Lending Activity and the Home Mortgage Disclosure Act. The analyses show the primary sources of the differences in the estimates are differences in the populations covered, nonreporting biases, and the methods used to expand the reported values to aggregate values. The 1993 multifamily mortgage originations volume by commercial banks is estimated to be about $7-8 billion.

A director of the demining group was interviewed about this accident on 15th December 1998. From memory he reported that the victim was the Team Leader and had just made a radio report. He was returning to the working area and for some unexplained reason took a short-cut across a corner, stepping into an uncleared area. He trod on a Gyata-64 and lost his lower leg.
