This court case, decided on September 28, 1992, established that the northeast quadrant of the Fort Berthold Reservation was part of the Reservation (therefore within tribal jurisdiction) but found that the Three Affiliated Tribes did not have taxation and employment authority over the gas and oil companies operating in that quadrant. Per Tribal Tax Code, any property on the Reservation used for business or profit is subject to a one-percent taxation and per the Tribal Employment Rights Office Ordinance (TERO), any employers within the Reservation must give preference to Native American workers. The perturbation theory of intermolecular forces in conjunction with the supermolecular Møller–Plesset perturbation theory is applied to the analysis of the potential‐energy surfaces of Kr–H2O and Kr–NH3 complexes. The valleylike minimum region on the potential‐energy surface of Kr–H2O ranges from the coplanar geometry with the C2 axis of H2O nearly perpendicular to the O–Kr axis (T structure) to the H‐bond structure in which Kr faces the H atom of H2O. We study the phenomenon of slip length using molecular dynamics and direct simulation Monte Carlo simulations of a dilute gas. Our work extends the range of Knudsen numbers that have been previously studied. In a recent paper, Bhattacharya and Lie [Phys. Rev. 43, 761 (1991)] suggest a logarithmic dependence of slip length on Knudsen number. By a simple redefinition of the mean free path, we obtain good agreement between simulation results and Maxwell theory for slip length. The anomalies seen by Bhattacharya and Lie appear to be due to their definition of the mean free path.

This Final Environmental Impact Statement was conducted to analyze what lands on the Medicine Bow National Forest, Thunder Basin National Grassland in northeast Wyoming could be available for leasing and what conditions could be attached to future leases. Seven alternatives are described, and potential effects are disclosed and evaluated. These alternatives represent possible ways to manage oil and gas leasing on 520,000 acres that are available for leasing. Characteristics of soil-applied herbicides are discussed, including site of uptake by weeds, solubility, adsorption, persistence, leaching potential, photodecomposition, and volatility. For best performance, preemergence and preplant herbicides must be placed in the top 0 to 3 inches of soil. Placement is important because the herbicide must enter the germinating weed seedling in order to kill it. Herbicides can be blended into the soil by mechanical incorporation, rainfall, or sprinkler irrigation, depending on the herbicide. Herbicide characteristics that determine their performance are site of uptake by weeds, solubility, adsorption, persistence, leaching potential, photodecomposition, and volatility.
