The following is a comparative case study analysis of the models of public service restructuring used in Jamaica, Barbados and Trinidad and Tobago. The model used by the Canadian government, Public Service 2000, among others, has also been reviewed. The purpose of this study is to examine the model being implemented in Trinidad and Tobago and to analyze its strengths and weaknesses, including a prognosis for its success. The first chapter provides background to the public service problems experienced in the three countries and the rationale for restructuring. All developing countries struggle to build administrative structures and institutions that have the capacity to facilitate national development. Countries in the Caribbean have learned from each other's experiences. These countries, including Belize, share a similar colonial history, similar social and economic development patterns and have adopted the same type of government and public administration. It was for this reason that this research examined the framework of management training in four Caribbean islands: Jamaica, Bahamas, Barbados and Trinidad and Tobago. The Canadian Council of Ministers of the Environment, the CCME, is an intergovernmental organization devoted to promoting the harmonization of federal-provincial environmental policies and regulations. The CCME is one of many institutional responses to the growing public concern over the environment. The importance of the CCME in the Canadian environmental policy community has risen and fallen in parallel with the importance of the environment as a public policy agenda issue. The historical development of federal activity in the income security system up to the early 1990s is examined in this thesis. The main argument of this thesis is that the federal government has slowly undermined the dominance of the welfare state by eroding the concept of social rights that is fundamental principle of the Canadian welfare state. The attack on the family allowance program by both the Trudeau government, from 1973 to 1978, and the Mulroney government, from 1984 to 1992, serves as the primary example of this circumstance. Three major questions are asked in this research regarding women's representation in municipal government in Ontario: Why are there fewer women than men involved in Canadian politics? What factors contribute to this? Do the motivations for running for political office differ between males and females? The following study examines the NDP's relationship with labour. Historically, NDP labour relations have been tenuous at best. In the 1990s, however, this relationship has been seriously threatened. The aim of this study is to probe into how NDP-labour relations have functioned in the past, and how they might evolve in the future. The first chapter reviews CCF-NDP relations with labour from 1932 to 1988. This is followed by a literature review designed to provide the necessary background on NDP-labour relations. In assessing the progress toward a mutually acceptable agreement on aboriginal issues between native Canadians and Canadian governments, it is apparent that several obstacles have come to derail the process. This study attempts to identify one of those impediments: diversity within the native Canadian community. This study outlines two particular types of diversity within the native Canadian community: historically-based diversity and legally-based diversity. It also outlines the role that native Canadian organizations such as the Assembly of First Nations and the Native Council of Canada have played in articulating this diversity. This thesis examined Ontario's bicycle transportation policy. An attempt was made to understand why bicycle transportation is receiving attention and what conditions--political and practical--are necessary to increase bicycle use in Ontario's urban centres. Using the Netherlands as a policy model, the political factors driving bicycle transportation were identified as well as the practical components to increase bicycle travel. In the broader policy environment, substantive policy measures are motivated by a political necessity to limit automobile use, while supporting transportation alternatives. As policy is an important determinant of mode choice, bicycle transportation must be supported by pro-active policy. In addition, bicycle …
