Flood control has long been a major problem for southwestern boom towns, and Las Vegas was no exception. From its birth in 1905 until the mid 1970s, the "Civil Law Doctrine" was the legal concept used by courts and residents to settle disputes over drainage problems; This paper will argue that the court's decision to change the guiding legal principle from the Civil Law Doctrine to the Reasonable Use Rule in Nevada ended the frontier viewpoint of individualism and replaced it with a new spirit of communal action. Evaluation Of Rutting Resistance Of Coarse Graded Aggregate Asphaltic Concrete Mixes In Clark County, Nevada, Jerold Dewayne Stegeman

The purpose of this study is to evaluate the effectiveness of utilizing coarse aggregates in asphaltic concrete pavements for reducing rutting in Clark County, Nevada. Previous specifications used for asphaltic concrete mix designs in the Clark County area allowed for a wide range of aggregate gradations. The aggregate gradations in the asphaltic concrete mixes produced from these specifications tended to be on the finer side of the range. The pavements constructed based on the specifications were observed to be tender and susceptible to rutting. Paving projects were initiated which demonstrated that coarser aggregates in the asphalt mixes appeared to reduce …

In this study, I used information on topography and the distribution of resources in the Eldorado Mountains, Nevada, to characterize bighorn sheep (Ovis canadensis) habitat quality, and information on movements of radio-collared bighorn to estimate home range size and patterns of movement. Study results were used to evaluate potential impacts of three proposed highway alignments (Gold Strike Canyon, GSA; Sugarloaf Mountain, SLA; and Promontory Point, PPA) on bighorn sheep; Seasonal preferences for aspect, slope, elevation, distance to water, distance to escape terrain, and land surface ruggedness (LSR) were studied for male and female bighorn sheep. This study pertains to members' perceptions of service quality at the Nellis Air Force base Officers' Open Mess. The Officers' club members were surveyed using the parsimonious 22-item SERVQUAL instrument. Perceptions were compared to expectations to achieve a SERVQUAL score for the five dimensions of service quality. These scores were then averaged to obtain an Overall Unweighted and Weighted SERVQUAL score for the Officers' Club. The results indicated that the Officers' Club was providing less than average service quality as perceived by the club members. This thesis examines whether a governmental elite consensus exists that the nature of public corruption in the Las Vegas Valley justifies the use of federal law enforcement undercover operations. Using the elite interviewing method, the writer obtained the perceptions of twenty-four sworn public officials from the cities of Henderson, Las Vegas and North Las Vegas regarding their views of public corruption and undercover operations. The writer contends that in accordance with social contract theoretical principles, federal undercover operations are justified if a consensus of seventy-five percent of the respondents agree to their use. Under natural conditions in Las Vegas Valley the shallow aquifer was recharged by upward leakage of ground water from the principal aquifer. Presently recharge to the shallow aquifer is infiltration from over-irrigation which poses a potential threat to the quality of the principal aquifer. To evaluate this contamination potential, water levels from monitoring wells in both aquifers were collected, a three dimensional finite difference ground-water flow model (MODFLOW) was developed to estimate volume and velocity of potential leakage, and water quality samples were collected; Water levels collected in the shallow aquifer show a dependency on potentiometric head in the principal …

The Clark County School District has implemented the communication strand within the high school English curriculum. Its objectives and activities provide instructional guidelines for teacher use within the classroom situation. This study surveyed high school English teachers and found that the majority of teachers did little or nothing to incorporate speech in their curriculum. The principal reasons given were lack of time, lack of materials, and inadequate university preparation. The study also found newer teachers were more receptive to changes that would allow them to include speech in the curriculum than are veteran teachers; Most teachers support speech education but …

This thesis historically examines CIO union organizers in the Ely, Nevada copper district from 1941 to 1943, when three International Union of Mine, Mill and Smelter Workers (Mine-Mill) affiliates won National Labor Relations Board certification elections. Through their educational function of mobilizing working-class support for the union and of filtering the international union's progressive program to its locals, the Mine-Mill organizers fulfilled Antonio Gramsci's concept of the "organic intellectual." Although conditions favorable for unionization were apparent by the mid-1930s, Mine-Mill was initially frustrated as the union's left-wing and moderate leaders clashed over tactics, allowing several AFL craft unions to gain …

A network of 27 shallow groundwater monitoring wells in the Las Vegas Valley, Nevada, was sampled for selenium, nitrate, coliform bacteria and 37 volatile organic compounds. A distinct pattern of elevated levels of selenium, nitrates, and chloroform was observed in the developed portions of the valley. Evidence suggests that the probable sources for these contaminants are linked to the practice of high water-use irrigation for turfgrass landscaping. Selenium was observed to be concentrated in the upper 50 cm of an undisturbed soil sample, but can be mobilized by the application of irrigation water to the naturally seleniferous soils and transported …

Traditionally, the boundaries of hydrogeologic units are restricted to the lithologic boundaries of the rock in which the hydrogeologic unit is recognized. This type of identification places emphasis on the composition and lithic characteristic of the unit rather than the material properties of the rock that affect potential ground-water flow. The purpose of this study was to investigate gifted and talented education programs in the 17 public school districts in the state of Nevada. A survey was conducted in two parts. The first section described the participants, delivery models, and staffing of programs for gifted and talented students. The second part, based on resource input methodology (RIM), gathered information on personnel and supply costs; All 17 districts responded. Eleven districts have programs for gifted and talented students; six do not. Only one district, Pershing County, reported no program, but it identified three students as gifted and talented and served them …
