A Study Of Colorado's Tabor Law And Its Influence On Public Finance During The 2001 Recession, Zak Brewer

Colorado's constitutional Taxpayer Bill of Rights (TABOR) is a product of the citizen initiative process, a mechanism of direct democracy that allows citizens to circumvent legislatures and enact laws themselves. A prominent argument against this process is that such a mode of lawmaking can generate conflicts within state constitutions and bring about unintended consequences. This paper considers the Colorado state budget difficulties that arose during the 2001 recession, the relationship of TABOR and those difficulties, and finds that TABOR resulted in unintended consequences that were unforeseen by voters who approved the measure. This study examined the role of cultural indicators in moderating the influence of perceived partner responses and relationship satisfaction on pain severity and depressive symptomatology among a sample of 62 married and cohabiting Mexican American men, the majority of whom were first generation Mexican Americans, with chronic back and/or neck pain. The cultural indicators were not found to act as moderators in the analyses that involved pain severity and depressive symptomatology as outcome variables. Much of the current research that has explored mentoring relationships has been conducted in fields other than communication studies, although better communication is often the recommended solution to improve mentoring. Victim blame can have detrimental effects on victims' coping with traumatic events. The current study examined contextual (i.e., victim-observer ingroup membership and safety of the environment) and individual difference (i.e., world beliefs, trauma exposure, and cognitive semantic associations) factors in relation to victim blame. Ingroup membership predicted greater character praise in females, while outgroup membership predicted greater praise in males. Victim praise was also greater when the environment was safe versus dangerous. Stronger beliefs about the manageability of the world marginally predicted greater victim blame, while stronger benevolent world beliefs predicted less victim blame and less character derogation. This paper uses Harry Frankfurt's definition of bullshit as a lens to re-examine Ernest Hemingway's aesthetic of factual details and omission. Frankfurt argues that bullshit consists of speech made with indifference to its veracity, and one who makes a habit of bullshitting may lose touch with reality. By studying three works across the author's career, "Big Two-Hearted River," "The Short Happy Life of Francis Macomber," and The Old Man and the Sea, one sees that Hemingway's prose style evolves and eventually contradicts his artistic statements. This study explores the communicative dynamic that occurs between Denver police officers, and citizens of the African-American community, during traffic stops characterized as "Driving While Black." Thirty four interviews were conducted regarding this study. Derived from the interviews were transcribed narratives, which were examined through the use of narrative analysis and various theoretical frameworks. The narrative analysis and theoretical frameworks provided a new lens for exploring the police/citizen communicative dynamic, and a foundation for additional communication research between police officers and the African-American community.

This paper presents a comprehensive metric analysis of Bach's Brandenburg Concertos, with particular emphasis on the issues of metric conflict. The analytic methodology is based on the work of Fred Lerdahl and Ray Jackendoff, while the analytic notation used is based partly on that of Lerdahl and Jackendoff and partly on that of Jonathan Kramer, with some original modifications.

Current and past business cycle theory is explored to demonstrate the relevance of a tool like the composite index of leading indicators. An argument that business cycle theory has not proven sufficient in explaining changes in the direction of the economy is made. The notion that the composite leading index has a proven track record of successfully predicting movements in the economy is reviewed.
