Under former Mayor Bill de Blasio, New York City launched a Community Schools Initiative (NYC-CS) in 2014 that now includes more than 300 schools, making it the largest school improvement plan of its kind in the country. Bloomberg, the previous mayor, had championed market-based reform strategies by closing struggling public schools and replacing them with privately run charter schools. In contrast, the community schools model supports struggling schools by providing them with wraparound services to address not only the academic—but also the health, social, and emotional—needs of the “whole child.” Research has shown the NYC initiative has had positive impacts …

In this autoethnographically-infused natural history of discourse (NHD) (Silverstein and Urban, 1996; Slembrouck, 2001), I use methods from critical discourse studies (CDS) to trace 10 years of changes in “remediation” discourses within a corpus of texts associated with Missouri HB 1042, a piece of legislation passed in 2012 that requires higher education institutions to “replicate best practices in remediation” (CBHE, 2013). This thesis presents a comparative study of the regional education policies and programs in three Latin American (LA) regional entities (hereafter ‘regimes’ and ‘regionalisms’): The Southern Common Market (MERCOSUR), the Bolivarian Alliance for the Peoples of Our America – People’s Trade Treaty (ALBA-TCP), and Pacific Alliance (PA). There is a continued crisis in public schooling in India’s low-income and socially disadvantaged communities. Schools are supposed to provide a safe and healthy environment conducive to learning that ultimately helps to disrupt the transmission of intergenerational poverty and leads to social and economic mobility among low-income and socially disadvantaged students. In practice, however, schools have served to disproportionately exclude marginalized populations from attaining quality education. Purpose: Suicide is a leading cause of death in children; youth who identify as LGBTQ+ are at an exponentially higher risk of suicide. The purpose of this study was to explore the lived experiences of young adults who identify as LGBTQ+ and sought emergency care for suicidality when they were adolescents.

Methods: Heideggerian hermeneutics phenomenology is the research method used in this study. Youth, ages 18-25 years, who identify as LGBTQ+ and sought emergency treatment for suicidality when they were adolescents (13-17 years) were recruited to participate;fifteen youth enrolled. Relative to the emphasis on DEI in America’s educational institutions, however, there has been little research describing DEI trends and evaluating the efficacy of DEI bureaucracies. This three-chapter dissertation examines DEI trends that have been the subject of much discussion—but rarely studied empirically.

The school to prison pipeline is a phenomenon fed by exclusionary discipline practices that increase the likelihood that a student will have an interaction with the juvenile or criminal justice system at some time in their life; this phenomenon disproportionately affects Black students. While this issue is widely known by those in the profession, only a handful of articles have been written on this topic. In this dissertation, I examine the link between pupil transportation policy and three outcomes.

The first paper exploits idiosyncratic variation in the percentage of weekdays that are instructional school days in a month and variation in pupil transportation spending within districts over time. I build a rich, monthly, longitudinal data set for congestion, school days, and transportation policy for 51 cities from 2013 to 2019 and find congestion is significantly higher on school days and pupil transportation alleviates congestion caused by school children's travel.

This dissertation is comprised of three essays on education and childhood health. Each chapter examines the effect of health or health insurance coverage during childhood on schooling outcomes. Chapters 1 and 3 estimate the impact of insurance coverage for disability-related healthcare on academic and behavioral outcomes for students with disabilities. Chapter 1 exploits variation in Medicaid coverage for mental and behavioral healthcare generated by the Rosie D. vs. Patrick class action lawsuit. This study’s purpose was to investigate school-level behavioral outcomes in relation to the proportion of Black teachers and students in U.S. schools. Negative school outcome and academic achievement gaps are well-documented. However, many of these studies utilized small, localized populations; my research used national data and focused on the problem behaviors in school. Drawing from Critical Race Theory, I hypothesized that a greater proportion of Black teachers would reduce school student problems and negative behaviors (e.g., student verbal abuse of teachers, widespread disorder in classrooms). Through this thesis, I want to answer questions regarding who benefits from the current charter school model in NYC and why this current state of schooling is detrimental to marginalized children. In addition, Black students are disproportionately placed into far more segregated educational spaces than their same-aged White peers with similar dis/ability labels. Political, and especially Congressional, internships are all but mandatory to launch a career in politics. This text examines the demographics of how these internships are dispersed, how they are paid, who is paid, and how this manifests in full-time Congressional staff demographics. Data shows that both paid and unpaid Congressional internships belong disproportionately to white students. Top staff in the House of Representatives is similarly disproportionately white. The text also examines the inherent danger of working in Congress and the broader case for paid internships.

In July 2021, California became the first state to pass a program which guarantees two meals a day to all K-12 students at no cost. This project examines California’s journey to pass this Universal School Meals Program (USMP) and explores how such a program can provide equity for students. I produce a legislative history which traces how school meals are funded and regulated at the federal level, California’s public education funding system, their state meal program, the policies which created changes that allowed the USMP to pass, and the legislation of the program itself. The first and third chapters examine marijuana legalization and its effects on students, while the second chapter examines the impact of pension incentives on teacher quality.The first chapter examines the extent to which there are negative spillovers of recreational marijuana legalization on underage marijuana use and educational outcomes. I use two complementary identification strategies that rely on plausibly exogenous spatial and temporal variation in access to marijuana in Oregon. The participants in the study included two of the researcher’s former colleagues and one former student.
