Student loan debt is in the trillions. So why aren't Americans more mad about that? This thesis explores the how the submerged nature of student loan policy shapes the politics around it. Suzanne Mettler suggest that federal student loan policy is part of the submerged state where Americans do not "see" the role of government within the student loan program. However, I argue that this is not that reason. I argue and show through an original survey that the role of federal student loan servicers is actually what is hidden about federal student loan policy. And that revealing the role …

This thesis investigates the landscape of higher education in prison (HEP) programs in Connecticut, aiming to evaluate their efficacy in ensuring a genuine right to education for incarcerated individuals. Through a comprehensive exploration grounded in human rights principles and informed by abolitionist perspectives, the research scrutinizes the availability, accessibility, acceptability, and adaptability of these programs. Drawing on insights from incarcerated students, program leaders, and existing scholarship, it delves into the intersection of education and incarceration, challenging prevailing neoliberal narratives. Recessionary periods can seldom be avoided, but our modern public infrastructure has designed mechanisms to respond to these downturns. Economic policy has rapidly changed over the last 50 years, and the types of tools policymakers use have evolved with it. When looking at the Great Recession (2007-2009) and the COVID-19 recession (2020), a federal response structure was vital for the health of the macroeconomy. Since Pakistan’s inception, Gilgit-Baltistan, a sprawling region in Northern Pakistan, has not been granted provincial status due to its colonial association with the disputed region of Kashmir. Gilgit-Baltistan refutes its forceful integration with Kashmir, an unfortunate remnant of British divide-and-rule strategy, and demands provincial recognition and constitutional rights. Pakistan unfairly claims that it awaits the UN-sanctioned plebiscite in Kashmir to determine the region’s status. However, the likelihood of a plebiscite is little to none, since the Indian government officially annexed Indian-held Kashmir in August 2019, breaching the UN resolution on the plebiscite. This thesis examines the impact of the Title IX proposed new guidance that Secretary of Education under President Trump, Betsy DeVos, released in November 2018 as well as institutional administrator’s responses regarding how these proposed changes will impact their students and their ability to do their jobs. Ultimately, the answers to these questions are used to evaluate the level to which institutional administrators are committed to the Obama-era guidance in light of the new proposed guidance. This thesis explores the potential of the intentionally diverse charter model. By first analyzing the presence of charter schools in our educational system and then exploring past and contemporary segregation in the United States, this thesis highlights the need for educational policy that addresses bringing meaningful diversity into schools. This thesis makes an argument for the merits of intentionally diverse charter schools as a way to innovate best practices for the charter school sector as well as the potential for these innovations to be adopted by traditional public schools. A new Connecticut pilot program for low-income families has attempted to actively engage parents in the planning and decision process to provide a holistic approach to comprehensive workforce services. This study analyzes perceptions of parental engagement gathered from interviews with policymakers, professionals and parents. Results show that in this program policymakers, professionals, and parents agree that parental engagement was a deliberate action to incorporate parent voice and create parent leaders for long-term success of the program. Policymakers and professionals disagreed on the level of leadership and amount of training necessary for successful parental engagement. This thesis is an analysis of Career and Technical Education as a response to the low quality of public education in Hartford, Connecticut. Hartford Public Schools recently adopted the Career Academy model of CTE to restructure its failing high schools. This model is an improvement upon traditional forms of CTE, and graduation rates and test scores have increased since Hartford’s Academies opened in 2008. Still, whether Career Academies are an appropriate solution to the chronic underperformance of the city’s schools will depend upon their compatibility with the broader educational policies being implemented by the district and the State.
