The Philippines, as a member of ASEAN, is part of the RCEP, which is the world’s largest trading block in terms of population and GDP. RCEP was signed on November 15, 2020, by 15 member countries. This policy note discusses the potential effects of RCEP on the Philippines. Using a global CGE model calibrated to the most recent GTAP 10 database, the results indicate that the Philippines will benefit from higher exports, lower consumer prices, higher factor prices, and factor incomes of households. Non-Tariff Measures And Standards In Trade And Global Value Chains, John C. Beghin, Miet Maertens, Johan Swinnen

Department of Agricultural Economics: Faculty Publications

We assess the literature on public and private quality standards and their impact in food markets, international trade, and global supply chains. We focus on their effects on welfare, trade, industrial organization, and labor markets and with special attention to the North-South context. We also attempt to better characterize when these measures constitute protectionism, a complicate task. We look at studies investigating public and private standards and across various quantitative approaches and countries. These standards have complex effects. The evidence is mixed regarding standards as catalyst for or impediment against trade and development, reflecting the complexity of these effects and …

The Trade And Welfare Impacts Of Australian Quarantine Policies: The Case Of Pigmeat, John C. Beghin, Mark Melatos

Department of Agricultural Economics: Faculty Publications

We analyze the trade and welfare impact of quarantine measures imposed by Australia on imports of pigmeat. In particular, we account for changes to Australia’s pigmeat quarantine policy over time, including those changes related to the recent resolution of a WTO dispute between Australia and the European Union. Using a random utility model and applying it to corner solutions in import decisions, tariff equivalents (by major trading partner) are estimated for the different pigmeat quarantine regimes implemented by Australia during the period 1988-2009. The welfare impact on consumers, producers, and foreign exporters is computed using a partial equilibrium model calibrated …

Vietnam’S Rice Economy: Developments And Prospects, Kenneth B. Young, Eric J. Wailes, Gail L. Cramer, Nguyen Tri Khiem

Research Reports and Research Bulletins

Vietnam shifted rapidly from being a net rice importer prior to 1987 to become the second largest world rice exporter by 1995. Net rice exports have leveled off at about 3.8 million metric tons from 1997 to 1999. The world rice price has dropped dramatically in 2000 to barely cover the rice production cost in Vietnam, and net rice exports are expected to fall to 3.4 million mt because of the poor import demand in 2000. This report reviews the policy adjustments that led to the rapid growth in rice production and evaluates the prospects for Vietnam to continue as …
