Singapore’s transborder industrialization projects in China and India have received much attention. This regionalization initiative was intended to set in place a strategic configuration for the city-state to restructure its domestic industries and, pari passu, retain important linkages with contiguous, low-cost environments. Our study reports on Singapore’s pioneering, albeit lesser-known, project - Batamindo Industrial Park – in neighboring Batam Island, Indonesia, and finds that the strategic intent of this policy gambit remains stymied by non-economic, socio-political complexities in the host environment, and the economics of competition from other industrial estates in the vicinity of this prototype, remains to be addressed.

This article examines historical transformations of Japanese collective memory of the atomic bombing of Hiroshima by utilizing a theoretical framework that combines a model of reiterated problem solving and a theory of cultural trauma. I illustrate how the event of the nuclear fallout in March 1954 allowed actors to consolidate previously fragmented commemorative practices into a master frame to define the postwar Japanese identity in terms of transnational commemoration of "Hiroshima." I also show that nationalization of trauma of "Hiroshima" involved a shift from pity to sympathy in structures of feeling about the event. This historical study suggests that a …

Widely regarded as an anomaly in the neo-authoritarian system in Malaysia, Malaysiakini.com is proving that managing an independent media in a government-managed media landscape is more than a Sisyphean struggle. Employing participant observation and interviews, supplemented by artifacts and media accounts, this study seeks to understand the media management of Malaysiakini.com through news management, using Shoemaker and Reese’s (1996) hierarchy of influence model, which posits a framework of internal and external forces that affect news management. This paper revisits Singapore’s industrial development in Suzhou, China, which has been in operation for more than a decade. We aim to glean insights from this experiment and more importantly, to verify recent claims of it generating political gain and economic capital for Singapore. The flagship project took on an identical framework as the other Singaporean transborder industrialization ventures in the region by adopting Singapore’s expertise and reputation for an efficient and stable government and investment environment. Since the World Trade Organization (WTO) was established, China his made large-scale efforts to shape its trade remedy system through legal and organizational changes. Through these changes, China could clarify the meanings of WTO anti-dumping provisions including the provision relating to the definition of domestic industry. In discussing bond markets in Asia, academics and policymakers typically begin by noting that the Asian crisis of 1997-98 in part resulted from the underdevelopment of the region’s domestic bond markets and the resultant currency and duration mismatches. When assessing the progress made in developing these markets in the post-crisis years, academics and policymakers usually observe that, while several domestic currency government bond markets have moved ahead, corporate bond markets have lagged (Asian Development Bank (2002), Reserve Bank of Australia (2003)). The policy conclusion is therefore often drawn: to prevent another Asian crisis, Asian bond markets must be further developed.

Social and cultural geographies have long occupied a marginal position in Taiwan's scholarship in the humanities and social sciences. Despite the influence of the so-called ‘cultural turn’ that has characterized much of Anglo-American scholarship since the 1990s (Barnett 1998), Taiwan's scholarship in the social sciences in general and human geography more specifically has remained relatively untouched by these intellectual currents till very recent years. This paper seeks to examine the social, intellectual and institutional contexts that explain this marginalization, and consider the possibilities for social and cultural geographies' emergence from marginality in Taiwan in the future. Are China’s growing energy needs insatiable, and is a resource war between China and other major energy-consuming countries, such as the United States, inevitable? China’s pursuit of overseas energy resources to feed its fast-growing economy has given rise to observations that energy is now the driving force behind Chinese foreign policy and predictions that potential conflicts between China and other countries are likely to arise as China becomes more aggressive internationally in search of resources.

There is no single approach to government procurement regulation among Asian countries. While some are signatories to the WTO's Government Procurement Agreement (GPA), others are not. Some have deliberate policies which confer preferences on domestic suppliers of goods and services. Even so, some have embarked on changing their GP regimes independently of WTO requirements. Yet others appear to be prepared to make changes in tandem with the negotiation of bilateral or regional free trade agreements. This article examines government procurement from these varied perspectives of Asian countries.

Is growth good for the poor? In theory, yes. As one influential report on China’s “War on Poverty” suggested, ”Obviously robust economic growth helps reduce poverty, as long as the gains are reasonably distributed” (Rozelle et al. 2000). In practice as well, growth is often a crucial ingredient in the poverty reduction recipe. While this relationship is well founded, important exceptions present themselves – some areas grow, but poverty persists; the economies of other areas remain apparently stagnant, yet poverty diminishes. These exceptions, if studied, will not only illuminate further the causal relationship between these two concepts, but also provide …

Recent dialogues in geography and the social sciences have reminded researchers of the extent to which academic and policy knowledges are socially and spatially embedded-that is, they circulate through formal and informal systems of publishing, exchange, commodification and cultural influence. Academic and policy knowledges are, in short, very much a part of the creative economy. In light of this, our paper surveys knowledges of the creative economy itself, as reflected in a geography of industry reports and government policy statements in selected Asian countries. In this article, I explore the sociality of cultural industries by analyzing the film industry in Hong Kong. In particular, the social networks and relationships at multiple scales – across national boundaries, within local settings and on production sets – are examined, revealing their critical role in contributing to the health of the film industry. The risks faced at various steps of the production, marketing and distribution process are ameliorated by trust relations, built up through time between social actors in spontaneous ways. The Singapore dispute resolution landscape entered the new millennium with the reconstruction of the dual carriageway for arbitration. In 2002, the old road to arbitral resolution of disputes ( i.e. , the old Arbitration Act and the old International Arbitration Act ) were reconstructed and what emerged were two updated legislations: the Arbitration Act and the International Arbitration Act . At about the same time, the Singapore International Arbitration Centre (SIAC) also diversified with the introduction of a new set of Domestic Arbitration Rules.

During the whole 32 years of Suharto’s regime (1966–98), Chinese publications and the use of Chinese language in public were officially banned in Indonesia. As a result, printed matter in Chinese characters that entered Indonesia was classified as ‘prohibited imports’ (Heryanto 1999: 327). This prohibition came to an end after the fall of Suharto, as part of the process of democratization and Reformasi. The post-Suharto era of Reformasi is thus celebrated for the dramatic revival of the freedom of the press and media in Indonesia and many previously banned as well as new publications have emerged since Suharto’s fall. Although gender-based division of labour and the identity theory of stress suggest that the relationship between work and family demands and life stress may vary as a function of gender, it is largely unknown whether these arguments are also valid in China. To address this gap in the existing literature, the current study investigates the gender differences in perceived work and family demands, and the effects of these perceived demands on the life stress of Chinese male and female employees. The Currency Board System in Hong Kong and the monitoring band system in Singapore are important benchmarks for two different exchange-rate systems. In this paper we consider the implications of the two exchange-rate systems on the interest-rate behaviour of the two economies. We examine the domestic–US interest differentials under the two exchange-rate regimes during the Asian Financial Crisis as well as the pre-and post-crisis periods. Using a bivariate generalized autoregressive conditional heteroscedasticity model, we also investigate whether there is any change in the correlation between the domestic and US interest rates due to the Asian Financial Crisis.

The temporal variability of the canopy‐level urban heat island (UHI) of Singapore is examined for different temporal scales on the basis of observations during a 1‐year period. Temperature data obtained from different urban areas (commercial, Central Business District (CBD), high‐rise and low‐rise housing) are compared with ‘rural’ reference data and analysed with respect to meteorological variables and differences in land use. The results indicate that the peak UHI magnitude occurs 3–4 h (>6 h) after sunset in the commercial area, (at other urban sites). State-led, market-driven interventions have been the hallmark of the Singapore `success story’. This paper revisits Singapore’s state-enterprise strategy, in the context of the city-state’s determined efforts at internationalization, and takes a closer look at the portability of this strategy, in the framework of Regionalization21, a series of transborder industrialization experiments in Indonesia, Vietnam and China. These state-engineered projects, orchestrated to encapsulate economic space for Singapore-based firms to expand into the region, remains controversial. Interpersonal trust is an important element of Chinese guanxi network. In this chapter, we examine Chinese guanxi network from a trust perspective. We adopt the distinction that trust could be built on either a socio-emotional basis (affect-based trust) or an instrumental basis (cognition-based trust) and use this lens to examine cultural differences in Chinese and Western social networks. Specifically, we will discuss (a) how the two dimensions of trust are related in the Chinese versus American context, and (b) how affect-based trust is associated with different forms of social exchange in Chinese versus American social networks. This paper traces the theoretical approaches of creative training to the 4 Ps of creativity research, namely, People, Process, Product and Press. It discusses some practical considerations that need to be taken into account to ensure success in creativity training programs. These considerations include: (a) accommodating individual differences; (b) addressing resistance; (c) demonstrating impact and results; (d) ensuring transfer-of-training; and (e) overcoming time and resource constraint. The paper concludes with the IDEAL tips on creativity training.

The dominant discourse in accommodating the ethnic Chinese in Indonesia during Suharto's regime was one of assimilation, which forcefully aimed to absorb this minority into the national body. However, continuous official discrimination towards the Chinese placed them in a paradoxical position that made them an easy target of racial and class hostility. The May 1998 anti-Chinese riots proved the failure of the assmilationist policy. The process of democratization has given rise to a proliferation of identity politics in post-Suharto Indonesia. Along with the rapidly burgeoning Asian economy, the financial markets in the region have seen spectacular development during the past few decades. Several recent statistics will best illustrate their success. Net capital flows to Asia and Pacific over 1999 to 2003 constituted 40% of total flows to emerging markets and about 13.9% of the world's FDI flows. Over 90% of net capital flows to the Asia Pacific region has been in the form of equity and portfolio investment. In this paper, we take another approach to accounting for the sources of Singapore’s economic growth by being explicit about the channels through which Singapore, as a technological follower, benefits from international R&D spillovers. Taking into account the channels through which technology developed in the G5 countries diffuses to technological followers, we show that 57.5 percent of Singapore’s real GDP per worker growth rate over the 1970-2002 period is due to multifactor productivity growth. This paper investigates the effect of foreign ownership on strategic investments in Japanese corporations. Foreign owners are typically portfolio investors who frequently buy and sell shares and hold diversified portfolios of small stakes in many firms. Prior research has presented two conflicting perspectives on the role of such investors: (a) their frequent trading leads to pressure for short-term returns that fosters underinvestment; (b) their active trading fosters appropriate investments. We investigated the relationship between foreign ownership and strategic investments using dynamic panel data analysis of a sample of 146 Japanese manufacturing firms from 1991 to 1997. In this paper, I focus on one particular technological development that has come to influence religious practice in significant ways-religious broadcasting. Whereas computer-mediated communications now garner growing research attention, I have chosen to remember the influence of the older technology of broadcasting for its continued influence on myriad lives. In this paper, we describe our work on using the Tycoon system developed by HP Labs to provide a market-based resource allocation and bidding framework for a grid. We discuss how we intend to evaluate the feasibility of the Tycoon system by measuring its economic performance using agent-based simulation experiments for a particular type of grid usage scenario, namely, the digital media market scenario.
