The Center's staff prepared and shared with the Review Team an excellent Self-Study document prior to our arrival. This document was quite comprehensive and helpful in preparing for and during the review. This Five Year District Program Review is issue based and follows the Institute of Agriculture and Natural Resources guidelines for Research and Extension Centers revised in 2000 (see Section 7a). As the guidelines indicate, the review focuses on the current and evolving issues that effect this District and to some extent contiguous regions. The identification of external issues was program independent and heavily dependent on clientele input. The Review Team supports the planning process that was utilized by the Faculty/Staff to identify and define issues for this review. We support the continuance of issue teams in Southeast Nebraska. We will not name the teams but leave that to the faculty and Dr. Cantrell to determine. We endorse the identification of program coordinators to head the teams. It is our suggestion that Dr. Cantrell and the identified program coordinators clearly define these roles in job descriptions, and plan for an ongoing communication between the district administration and the teams. The SREC is a well-run, productive unit with the faculty showing a lot of commitment and teamwork. The Southeast Research and Extension District Alternative Agricultural Opportunities Team met on Thursday, September 15th and reviewed the state plan for the initiative "Increasing Diversity with Alternate Crop and Livestock Enterprises".

The team members present decided that the state plan would meet the planning needs for the Southeast District if it was supplemented with a list of enterprises which have the greatest potential for additional expansion in Southeast Nebraska.

The year 1984 has been a difficult year for the residents of southeast Nebraska. I am very proud of the faculty of Southeast Research and Extension Center stationed in out Lincoln office on the East Campus of the University of Nebraska and the 23 county cooperative extension service offices in the Southeast Extension District, who have been sensitive to the needs of the people in planning their program in extension, research and forestry programs.

1983 was another interesting year for the staff of our unit, our clientele and for those of us involved in administration.

On the agricultural front, the fall and winter of 1982 and the spring of 1983 were very wet; while July, August, and September were very, very hot and dry.

The PIK (Payment In Kind) added a dimension of uncertainty, but did have a positive effect on prices. Over 50% of the cropland was retired in some of the counties in southeast Nebraska.

1982 was a year of challenges for all the various members of our unit including the researcher, the extension worker, the forester, and all the support staff. Our program year started on October 1, 1981 and ended on September 30, 1982.

From the agriculture standpoint, it has been a difficult year. The fall of 1981 was not favorable to the agricultural producer. Rain, freezing temperatures and even light snow was prevalent in October, 1981. Throughout the winter of 91-82, it was cold and snow was on the ground most of the winter.
