Spaceport: A Finding Aid Launchpad, Rebecca B. French

JMU Libraries distributes its Special Collections finding aids to a number of discovery platforms, a process which historically has involved a significant amount of hand-encoding and manual data entry. We recently developed and implemented Spaceport, a Python app that has revolutionized this workflow. This presentation provides an overview of the app's functionality, which includes generating EADs for Virginia Heritage, HTML files for upload to the Libraries website, and MARCXML records for our catalog and OCLC. It also describes the efficiencies and other benefits we have observed from Spaceport's use.

This Article will examine the effectiveness of measures commonly employed to increase appellate court productivity. Part I of the Article sets forth some common design problems and explains how the research technique employed in the present study avoids these problems by using a multiple time-series research design. Part II applies this design to state court data. Part II also describes the dependent variable, the number of appeals decided per judge, used in the regression analysis. After a reduction in full-time equivalents, 2 libraries in large teaching hospitals and 2 libraries in small community hospitals in a western US statewide health system saw opportunity for expansion through a regional reorganization. Despite a loss of 2/3 of the professional staff and a budgetary decrease of 27% over the previous 3 years, the libraries were able to grow business, usage, awareness, and collections through organizational innovation and improved efficiency. This paper describes the experience--including process, challenges, and lessons learned--of an organizational shift to regionalized services, collections, and staffing. This Article examines a principal barrier to reducing U.S. carbon emissions — electricity distributors’ financial incentives to sell more of their product — and introduces the concept of net demand reduction (“NDR”) as a primary goal for the modern energy regulatory system. Net electricity demand must decrease substantially from projected levels for the United States to achieve widely-endorsed carbon targets by 2050. Although social and behavioral research has identified cost-effective ways to reduce electricity demand, state-of-the-art programs to curtail demand have not been implemented on a widespread basis. Lenders view real estate foreclosures as too expensive and time consuming a process which needlessly increases the costs of making loans. Others complain that the foreclosure process fails to adequately protect the borrower's equity (the value of the property in excess of the debt secured by the property) in the mortgaged property.

This article tests these views by gathering new data on the fairness and efficiency of the foreclosure process. Based on the data collected (which confirms some assumptions but disproves others), the author proposes a reform of the foreclosure process to promote the interest of both lenders and borrowers. …

Hybrid electric aircraft are expected to enter the small regional aircraft market within the next two decades. The aim of this study was to investigate if a hybrid electric passenger aircraft with 50 seats can be competitive against the established 100 seat aircraft on short range scheduled flights. The Embraer EMB 145 and EMB 190 regional jets were chosen as benchmarks for that market. A hypothetical hybrid version of the EMB 145 with increased fuel efficiency was tested on a cost per available seat mile (CASM) basis. The t tests confirmed significant (p < 0.05) competitiveness of the hybrid version, while in contrast the conventional 50-seater was significantly more expensive compared to the 100seat aircraft. This indicates that hybrid aircraft could enter the short haul market with a competitive advantage, even against the established 100 seat regional jets.

The analysis herein arises from the collision course between the sweeping reforms mandated by the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 and a single sentence of the U.S. Code, adopted nearly fifteen years earlier and largely forgotten ever since. Few were likely thinking of Section 106 of the National Securities Market Improvement Act when the Dodd-Frank Act was enacted on July 21, 2010. As applied by the D.C. Circuit less than a year later in Business Roundtable v. SEC, however, that provision’s peculiar requirement of cost-benefit analysis could prove the new legislation’s undoing.

In discussing an article investigating the causes for delay of first-case operating room start times included in this issue of the Journal of Patient-Centered Research and Reviews, the editor uses elements of complexity science and chaos theory to explain that such stubborn problems rarely stem from one of a few isolated causes. Taking a whole systems approach that utilizes flexibility, cross training, enhanced communication, common sense and perhaps mathematical models is suggested to effect positive change.

Based on a two-stage analysis of a panel of data on 12 outlets of a high-end retailer for 24 months, we investigate how the level of supervisory monitoring affects retail sales productivity. In the first stage, we use Data Envelopment Analysis (DEA) to compute the relative productivity of retail outlets in using their labor and capital resources to generate store sales. In the second stage, we regress the logarithm of DEA scores on contextual variables to obtain consistent estimators of the impact of contextual variables on productivity (Banker and Natarajan in Operation Research 56:48-58, 2008). Starting from the scattering matrix formulation, three useful properties are derived that characterize the dissipative loss and the corresponding efficiency of a multiport, passive microwave network. Elementary examples are considered that involve both reciprocal and non-reciprocal networks to demonstrate the utility of the expressions provided. When applied to the equal-split, matched, 3-port resistive divider, they recover the known fact that the device is 50% efficient. The relations yield the new result that the efficiency of a 3-port Wilkinson power divider is 2/3 on the average. This article makes the case that the messenger model is either tacitly or inadvertently a "don't ask, don't tell" policy when it comes to competitor cooperation. In addition, this article presents an economic framework that explains how such a policy may benefit health care consumers. Finally, it is suggested that the "don't ask, don't tell" policy has created an area of per se legality that precludes an examination designed to distinguish consumer-benefiting practices from those that provide no benefit.

This paper uses nonparametric methods and some new results on hypothesis testing with nonparametric efficiency estimators and applies these to analyze the effect of locally-available high performance computing (HPC) resources on universities efficiency in producing research and other outputs. We find that locally-available HPC resources enhance the technical efficiency of research output in Chemistry, Civil Engineering, Physics, and History, but not in Computer Science, Economics, nor English; we find mixed results for Biology. Out research results provide a critical first step in a quantitative economic model for investments in HPC.

Dye sensitized solar cells (DSSCs) employing a dimer porphyrin, which was synthesised with two porphyrin units connected without conjugation, have shown that both porphyrin components can contribute to photocurrent generation, that is, more than 50 % internal quantum efficiency. In addition, the open-circuit voltage (Voc) of the DSSCs was higher than that of DSSCs using monomer porphyrins. In this paper, we first optimized cell structure and fabrication conditions. We obtained more than 80% incident photon to current conversion efficiency from the dimer porphyrin sensitized DSSCs and higher Voc and energy conversion efficiency than monomer porphyrin sensitized solar cells.
