The Effect Of Job Referrals On Labor Market Outcomes In Brazil, Christopher J. O'Leary, Túlio Cravo, Ana Cristina Sierra, Leandro Justino Veloso

Christopher J. O'Leary

This paper is the first to use program administrative data from Brazil’s National Employment System (SINE) to assess the impact of SINE job interview referrals on labor market outcomes. Data for a five-year period (2012–2016) are used to evaluate the impact of SINE on employment probability, wage rates, time until reemployment, and job tenure. Difference-in-differences estimates suggest that a SINE job interview referral increases the probability of finding a job within three months of the referral and reduces the number of months to find reemployment, the average job tenure of the next job, and the reemployment wage. Subgroup analysis suggests …

Exploring Places Of Street Drug Dealing In A Downtown Area In Brazil: An Analysis Of The Reliability Of Google Street View In International Criminological Research, Elenice De Souza Oliveira, Ko-Hsin Hsu

Elenice De Souza Oliveira

This study assesses the reliability of Google Street View (GSV) in auditing environmental features that help create hotbeds of drug dealing in Belo Horizonte, one of Brazil’s largest cities. Based on concepts of “crime generators” and “crime enablers,” a set of 40 items were selected using arrest data related to drug activities for the period between 2007 and 2011. These items served to develop a GSV data collection instrument used to observe features of 135 street segments that were identified as drug dealing hot spots in downtown Belo Horizonte. The study employs an intra-class correlation (ICC) statistics as a measure …

Using The Theories Of Exit, Voice, Loyalty, And Procedural Justice To Reconceptualize Brazil's Rejection Of Bilateral Investment Treaties, Nancy A. Welsh, Andrea Kupfer Schneider, Kathryn Rimpfel

Nancy Welsh

In the past decade, investor-state arbitration has made tremendous gains in both credibility and use. There is now widespread accession to the Convention on the Settlement of Investment Disputes between States and Nationals of Other States (“ICSID Convention” or “Washington Convention”). States have executed more than 2,000 bilateral investment treaties (BITs) defining the terms and conditions under which one (“investor”) state’s nationals and companies will invest in the other (“host”) state. Such terms include provisions allowing foreign investors to initiate arbitration proceedings against the host state, and at this point, more than 500 disputes have been submitted to investor-state arbitration. …

The Genus Auyantepuia González-Sponga, 1978 Is Confirmed As A Synonym Of Broteochactas Pocock, 1893 (Scorpiones: Chactidae), Michael E. Soleglad, Victor Fet

Victor Fet

The genus Auyantepuia González-Sponga, 1978 is confirmed as a synonym of Broteochactas Pocock, 1893 (Scorpiones: Chactidae). It was correctly synonymized with Broteochactas by Francke & Boos (1986) and listed as such by Soleglad & Fet (2003) but resurrected by Lourenço & Araújo (2004). We reconfirm that the generic name Auyantepuia, based on the type species Broteochactas scorzai Dagert, 1957 from Venezuela, is a synonym of Broteochactas, based on the type species Broteochactas nitidus Pocock, 1893 from Trinidad. All other seven “short-fingered” species from French Guiana and Brazil, classified by Lourenço & Araújo (2004) under Auyantepuia, belong to the genus Neochactas …

Promoting The Sustainability Of Biofuels In America: Looking To Brazil, Julia Johnson Jan 2015

Promoting The Sustainability Of Biofuels In America: Looking To Brazil, Julia Johnson

Julia Johnson

This article explores the reasons why previous attempts at biofuels legislation in the United States have not been successful and focuses upon market-level incentives that drive consumer willingness to purchase biofuels. For the U.S.’s biofuels policies to be more effective, the nation must better employ consumer-side factors and devise policies around promoting biofuels’ ability to compete with conventional fuels. Consumer-side factors include biofuels’ accessibility and pricing, as well as the ease and attractiveness of purchasing alternative energy-powered vehicles. The U.S.’s initiatives have also neither been aggressive enough, nor sufficiently comprehensive, to enable the U.S. to mirror Brazil’s success.

Corruption, Responsiveness, And Political Reform In Brazil (1994-2014), Mauricio Izumi, Patrick Silva

Patrick Silva

Corruption is a frequent problem associated with developing countries. Brazil is not an exception; on the contrary, recent periods have been marked by major scandals. For the first time, president partisans were formally prosecuted and arrested because of corruption related crimes. The media played a central role in this process. In this paper, we examine the media role over legislative behavior of Brazilian senators during the period of the largest trial for corruption related crimes. We analyze the frequency of topics related to corruption on the media and how it affects speeches on the floor about corruption and political reform. …

The Genome Of Anopheles Darlingi, The Main Neotropical Malaria Vector, Osvaldo Marinotti, Adam R. Wespiser, Daniel R. Caffrey, Douglas T. Golenbock, Neal S. Silverman

Neal Silverman

Anopheles darlingi is the principal neotropical malaria vector, responsible for more than a million cases of malaria per year on the American continent. Anopheles darlingi diverged from the African and Asian malaria vectors approximately 100 million years ago (mya) and successfully adapted to the New World environment. Here we present an annotated reference A. darlingi genome, sequenced from a wild population of males and females collected in the Brazilian Amazon. A total of 10 481 predicted protein-coding genes were annotated, 72% of which have their closest counterpart in Anopheles gambiae and 21% have highest similarity with other mosquito species. In …

Time To Join The “Bit Club”? Promoting And Protecting Brazilian Investments Abroad, Lucas Bento

Lucas Bento

The growing internationalization of Brazilian organizations calls for a greater array of investment protections available to them, particularly as they weave through an increasingly competitive and uncertain global economy. This article argues that the Brazilian government should consider ratifying BITs so as to provide greater protections to its own – domestic – investors.

Assessing Progress Toward Greater Equality Of Income Distribution, Gary S. Fields Aug 2013

Assessing Progress Toward Greater Equality Of Income Distribution, Gary S. Fields

Gary S Fields

This paper examines the suitability of increases in income equality as a criterion for assessing "commitment" and "progress" of countries, and hence, for allocating development assistance in accordance with the 1975 amendments to the Foreign Assistance Act of 1961. The principal conclusions are:

  1. Income distribution is a useful concept; the usual figures on income in the current month or year, although not ideal, provide a reasonable approximation to economic well-being.
  2. Reliable and timely data for measuring changes in income distribution are regularly available in only a handful of A.I.D.-recipient countries.
  3. Since the concern of the development community appears to be …

Indirect Power And The Unification Of Secondary Education In The Empire Of Brazil: 1837-1889, Karl M. Lorenz Aug 2013

Indirect Power And The Unification Of Secondary Education In The Empire Of Brazil: 1837-1889, Karl M. Lorenz

Karl M Lorenz

The paper discusses the efforts of the Ministry of the Empire of Brazil to influence programs of studies in secondary schools that were subject to the exclusive authority of the provincial governments. The Court’s inability to directly affect education in the provinces during the Empire (1822-1889) can be attributed to the Additional Act, which amended the Brazilian constitution in 1834. From the founding of the College Pedro II, a model secondary institution in the Municipality of Rio de Janeiro, in 1837, to the founding of the Republic in 1889, the Imperial Court proposed a series of successful and unsuccessful measures …

To Compete Globally, Brics Nations Need Reputation, Not Imitation, Ahmed E. Souaiaia May 2013

To Compete Globally, Brics Nations Need Reputation, Not Imitation, Ahmed E. Souaiaia

Ahmed E SOUAIAIA

The economic, political, and social rise of the Western block of nations was founded on the single most enduring currency: reputation. Reputation, the source of credibility and trust, is the real asset that allows the U.S. to project its stature around the world. BRICS nations cannot rise to prominence by mimicking developed countries. They must build their reputation first. Wealth is only a byproduct of this more precious commodity, and countries who have it can squander it just as emerging economies can acquire it. For either of those results to happen in any country, circumstantial conditions and principled actions must …

Moral, Politics And Method: The Influence Of Ronald Dworkin´S Philosophy On The Brazilian Supreme Court, Luciano Del Monaco, Nuria López Apr 2013

Moral, Politics And Method: The Influence Of Ronald Dworkin´S Philosophy On The Brazilian Supreme Court, Luciano Del Monaco, Nuria López

Nuria López

This article analyses the influence of Ronald Dworkin´s philosophy on the Brazilian Supreme Court. After the Constitution of 1988, the Supreme Court gained a new and broader role in Brazilian political scene. At this time, the work of Ronald Dworkin (and its Brazilian editions) became popular and served as justification for the most important cases on the Supreme Court: the fidelity of Congressist´s members on their Political Party; the permission of embryonic stem cells research; the unconstitutionality of press regulation; and the homosexual civil union. Dworkin´s philosophy is a part of the changing-role of the Supreme Court in Brazil. This …

Brazil's Adhesion To The Cisg Consequences For Trade In China And Latin America, Edgardo Muñoz

Edgardo Muñoz

Given Brazil’s current international trade volumes, its adhesion to the United Nations Convention on Contracts for the International Sale of Goods of 1980 (CISG) will mean an important step towards the globalization of international sales law. In this atmosphere of expectancy, a couple of questions come up: Is a further step towards globalization in this something to be celebrated? What are the consequences of Brazil’s adhesion to the CISG for global and regional trade? Before answering these questions through this chapter, we would like to make an introductory comment on globalization and its relationship with the CISG

The Role Of Brazilian Civil Society In The Tax Reform Debate: Inesc’S Tax Campaign For Social Justice, Evilasio Salvador, International Budget Partnership

International Budget Partnership

When the Brazilian government sent a new tax reform proposal to Congress in 2008 that would exacerbate the already high level of economic inequality, the Institute for Socioeconomic Studies (INESC) came together with other leading civil society organizations to form the Movement to Defend Social Rights under Threat by Tax Reform (MSDR). The coalition was united in advocating for fairer taxes on incomes and assets and protecting funding for social programs for the poor. INESC and MSDR worked with the government and parliament, participated in public hearings, and produced several technical analyses which, in combination with a number of external …
