Charlie has been teaching his junior-level American Lit Survey II for 36 years, but last summer after reflecting on the course with Hal, he decided to try a new way of teaching students to write. Abstract: Biofuels have been embraced by supporters from President George W. Bush to the Natural Resources Defense Council. Before 1930, the U.S. Treasury focused on shutting down small alcohol producers. After 1978, U.S. energy policy sought to encourage ethanol production to reduce dependence on foreign oil. Federal and state incentives have been credited with increasing ethanol production from 175 million gallons in 1980 to 3.9 billion gallons in 2005. The Internal Revenue Code contains three income tax credits designed to encourage ethanol use: the alcohol mixture credit, the pure alcohol credit, and the small ethanol producer’s credit. The 1898 establishment and operation of a lobster hatchery in Wickford Harbor under the auspices of the Rhode Island Commission on Inland Fisheries is reviewed. Dr. Herman Carey Bumpus a professor at Brown University and director of the United States Fisheries Commission undertook this effort to culture lobsters as a result of a decline in lobster landings, and concern for the stocks. Work at the hatchery led do considerable information about lobster reproductive and larval biology, and pioneering aquaculture methods for the species. By the mid-1920s, the hatchery was producing upwards of a million larvae per year and releasing them …

This paper is about the law of racial vote dilution. Racial vote dilution is both a constitutional and statutory harm, however, because race doctrine requires specific intent, the statutory arm under the Voting Rights Act is dominant in this field. In my paper, I attempt to decipher an underlying theory to unite the doctrine in this context. I then critique the theory which I conclude best fits the doctrine on normative grounds.

Friction Of Soft Elastomeric Surfaces With A Defect, Charles J. Rand, Alfred Crosby

We consider a simple problem that provides insight into the building blocks of friction for topographically patternedsurfaces and fundamental understanding into the general friction of coatings. The problem focuses on the effect of a line defect, such as a pattern’s edge, on the lateral force of a sliding soft interface. The line defect presents a discontinuity in the stress at the sliding interface, changing the lateral stiffness and decreasing the sliding force. We relate the decrease in sliding shear force to the changes in lateral stiffness through relationships that account for contact splitting and lateral confinement effects.

French constitutional law, which embraces equality as a founding principle, prohibits the state from collecting data about race, ethnicity or religion, and French culture is deeply averse to the legitimacy of racial identity. France is thus, in American parlance, officially “color-blind.” But in France as in the United States, the principle of color-blindness masks a deeply color-conscious society, in which race and ethnicity are closely linked to discrimination and disadvantage. French law, and French-incorporated European law, requires the state to prohibit discrimination, including indirect discrimination. Recently, two scholars, Alan Schwartz and Robert Scott, have cast doubt on the conventional view that courts would find liability and award reliance damages in precontractual cases that resembled the famous Hoffman v. Red Owl case. They have argued that courts deny recovery for reliance in cases involving precontractual preliminary negotiation but regularly grant reliance recovery following a preliminary agreement. They identify a pattern or sequence in which success is likely and then provide an analytical framework to justify liability. Background: Many important high throughput projects use in situ hybridization and may require the analysis of images of spatial cross sections of organisms taken with cellular level resolution. Projects creating gene expression atlases at unprecedented scales for the embryonic fruit fly as well as the embryonic and adult mouse already involve the analysis of hundreds of thousands of high resolution experimental images mapping mRNA expression patterns. Challenges include accurate registration of highly deformed tissues, associating cells with known anatomical regions, and identifying groups of genes whose expression is coordinately regulated with respect to both concentration and spatial location. Background

Due to the increased use of genetic modifications in crop improvement, there is a need to develop effective methods for the detection of both known and unknown transgene constructs in plants. We have developed a strategy for detection and characterization of unknown genetic modifications and we present a proof of concept for this method using Arabidopsis thaliana and Oryza sativa (rice). The approach relies on direct hybridization of total genomic DNA to high density microarrays designed to have probes tiled throughout a set of reference sequences.

This paper designs an optimal trading ratio between carbon abatement measures that are certain (such as curtailing carbon emissions) and those that have elements of uncertainty associated with them (such as sequestration through afforestation). Carbon sequestration through afforestation is prone to leak back into the atmosphere through loss of forestry caused by natural disasters or harvesting. When stock of carbon sequestered in plantations is uncertain its value should be discounted compared to measures that have a permanent impact on the atmospheric stock of carbon. Prosecutors are obligated to fulfill responsibilities that stretch beyond the usual scope of duties retained by non-prosecuting attorneys. A broad generalization as to why such differences exist may be reasoned from the fact that a prosecutor is a government official, a position which necessarily carries a duty to “seek justice.” However, the differences may more specifically be categorized in four ways. The conditional expression of hairpin constructs in Drosophila melanogaster has emerged in recent years as a method of choice in functional genomic studies. To date, upstream activating site–driven RNA interference constructs have been inserted into the genome randomly using P-element–mediated transformation, which can result in false negatives due to variable expression. To avoid this problem, we have developed a transgenic RNA interference vector based on the phiC31 site-specific integration method.

This paper models the impact of water scarcity in agriculture on the timing of exit decisions for farmers faced with the prospect of declining profitability in agriculture but increasing benefits from land rezoning in the future. The prospects of land rezoning are modeled as a Poisson process. The analysis highlights the role of speculative rewards in making farmers resilient to declining profitability in agriculture and also identifies the circumstances under which water prices may become an ineffective policy tool for allocating water. An empirical application is performed for the case of a drought prone region in Western Australia. Results indicate …

Very few studies examine how campus communities actually make use of subject guides, which is key to informing how they should be created. Usability studies of subject page use often yield inconclusive results because the test sample is not representative of the actual campus population. Usability studies / focus groups are an excellent way of supplementing data already in existence. Survey data from a previous study, "Academic Subject Guides: A Case Study at San Jose State University," is examined to provide more rigorous guidance in developing user-centric models of online research guides.

EEOC, a case in which a divided panel of the Ninth Circuit held that the Government Employee Rights Act does not validly abrogate state sovereign immunity. Child abuse and neglect is a troubling issue all too familiar with courts in the United States. The problem becomes even more complicated when substance abuse is involved. In 2004, approximately 500,000 children were removed from their homes because of abuse and neglect issues1. In the past few years, a judicial model appeared to address both substance abuse and child dependency issues. This model, entitled Family Dependency Treatment Court (FDTC) enables the court to mandate treatment for parents and make reunification dependent on treatment compliance.
