Ab initio and MNDO calculations have been carried out to evaluate the gas-phase acidities of closed-shell XHn compounds (X= C, N, 0, F, Si, P, S, Cl) and the affinities of silane for the XHn_1- anions. Fourth-order perturbation theory with extended basis sets reproduces the experimental gas-phase acidities to within 2 kcaljmol. Stable pentacoordinated silicon anions are found for X = H, C, N, 0, and F. In contrast, only marginally stable charge-dipole complexes are found for X = Si, S, and Cl.

Position Paper For The 1986 Tavertet Spain Colloquium On Cultural Resistance, Robert K. Thomas
Robert K. Thomas
For most minority peoples in the world today, cultural resistance and cultural survival is dependent on their continuing social survival. Many minority peoples are modernly citizens of large nation-states, surrounded by numerous and very different majority groups. Their continued existence is tenuous, to say the least. This is particularly true of small tribal nationalities in some parts of the world.

J. Bradford DeLong
This paper uses John Taylor's model of overlapping contracts to show that increased wage and price flexibility can easily be destabilizing because of the Mundell effect. Simulations based on "realistic" parameter values suggest that increases in price flexibility might well increase the cyclical variability of output in the United States.

On The Glass Transition And Viscosity Of Phosphorus Pentoxide, C. A. Angell, Steve W. Martin
On The Glass Transition And Viscosity Of Phosphorus Pentoxide, C. A. Angell, Steve W. Martin
Steve W. Martin
The calorimetric glass transition temperature Tg for pure anhydrous P2Os melted in sealed Si02 ampules at 1000 “C has been obtained directly for the first time with differential scanning calorimetry, and the increase in heat capacity at Tg has been determined. Tg measured in this way is 57 K higher than the value quoted in the literature, which is probably based on an Arrhenius law extrapolation of viscosity data to 9 = lOI3 P. Combining the high-temperature viscosity data with the common observation that, for oxide glasses, 7 = 10l2 P at the DSC Tg, we find that the P,O, …

Auroral E-Region Plasma Waves Andelevated Electron Temperatures, Bela G. Fejer, J. Providakes, D. T. Farley, W. E. Swartz
Bela G. Fejer
We have observed 3-m auroral E region plasma waves with a high-resolution 50-MHz radar interferometer at Ithaca. During postmidnight periods of very strong magnetic activity at Ottawa (L = 3.5), the backscattered power and Doppler spectra vary rapidly with time and range and may have both mean Doppler shifts and half power widths in excess of 200 Hz (600 m/s). In addition, when the radar and magnetometer data imply that the current is approximately parallel to the radar line of sight, sharp spectral peaks corresponding to phase velocities approaching 1 km/s sometimes appear suddenly. These persist for at most several …

A Continuous-Time Stochastic Model Of Job Mobility: A Comparison Of Male-Femals Hazard Rates Of Young Workers, John J. Donohue
A Continuous-Time Stochastic Model Of Job Mobility: A Comparison Of Male-Femals Hazard Rates Of Young Workers, John J. Donohue
John Donohue
This study examines male and female hazard rates in the periods 1968-1971 and 1979-1982 using data for young workers from the various samples of the National Longitudinal Surveys. Contrary to a number of previous micro-data studies, I demonstrate that for the period 1968-1971 female workers quit their initial full-time jobs at substantially higher rates than male workers. Moreover, while male hazard rates show a monotonic decline, female rates show a nonmonotonic u-shaped pattern, which I attribute to a "birth effect" -- young women leaving the labor force to have children.
For the period 1979-1982, however, young women had become almost …

The Separation Of Law And Morals, Noel Reynolds
The Separation Of Law And Morals, Noel Reynolds
Noel B Reynolds
The classic opposition of legal positivism and natural law theory resurfaces continually and reminds us that we have yet to resolve this key conflict in our ways of understanding the moral authority of law. The strengths and weaknesses of the two theories are reviewed—both have fatal flaws. Conventionalism is proposed as a means of finding internal standards in a man-made system of law. The naturally emerging standards for a conventionalist system of law turn out to be the already familiar principles of the rule of law.

Second Generation Hybrid Image-Coding Techniques, M. Reha Civanlar, Sarah A. Rajala, Wonrae M. Lee
Sarah A. Rajala
Recently, ways to obtain a new generation of image-coding techniques have been proposed. The incorpordtion of the human visual system (IIVS) models and tools of the image analysis, such as segmentation, are two defining features of these techniques. In this paper, an application of the new approach to the classical linear predictive coding (LPC) of images and an HVS based segmentation technique for the second genera-tion coders will be discussed. In the case of LPC, the error image is encoded using an image decomposition approach and binary image coding. This improves the compression ratio keeping the quality nearly the same. …

Implementation Of A Projection Onto Convex Sets Iteration Based Image Coder, M. Reha Civanlar, Sarah A. Rajala, Thomas K. Miller
Sarah A. Rajala
Projection onto convex sets iteration based image coding, where efficiently encodable sets are used to describe an image, is a recent approach to image compression. The technique allows the use of a variety of sets to encode an image. The focus of this paper, however, will be on two particular sets: the set of images whose cosine transform is known for certain frequencies and the set of images which are nonzero over a specified region. These sets can be used to encode interframe difference pictures of video teleconferencing images. A drawback of this new type of codec is its computational …

Thermodynamic Character Of The Vibron Frequencies And Equation Of State In Dense, High-Temperature, Fluid N 2, R. D. Etters, J. Belak, Richard Alan Lesar
Richard Alan Lesar
The pressure-temperature dependence of the vibron stretching mode frequency, the intramolecular bond lengths, and the pressure-volume curves along various isotherms are calculated for fluid N 2 in the ranges 2≤P≤150 kbar and 300≤T≤1500 K. A constant-pressure Monte Carlo procedure with continuously deformable, periodic boundary conditions is used. The results are in good agreement with recent high-temperature diamond cell, dynamic shock, and earlier P-V data.

Laying-Worker Production Of Drones In Mixed Colonies Of Africanized And European Honey Bees (Hymenoptera: Apidae), Richard L. Hellmich Ii, Robert G. Danka, Anita M. Collins, Thomas E. Rinderer
Richard L Hellmich
Queenless honey-bee colonies (Apis mellifera L.) with mixed populations of Africanized and European workers produced 15-fold more Africanized drones than European drones. Drones developed from eggs laid by previously nonreproductive workers. First eclosion of Africanized drones preceded that of European drones by 2.4 days. Laying workers of both bee types developed more rapidly when colonies had Africanized queens and brood before queenlessness than when colonies had European queens and brood. The percentage of European drones of the total number of drones that eclosed each day changed significantly in a curvilinear manner over 15 days, starting near 0, increasing to a …

Scaling All Correlation Energy In Perturbation Theory Calculations Of Bond Energies And Barrier Heights, Mark S. Gordon, Donald G. Truhlar
Mark S. Gordon
We present and test a new method for scaling all correlation energy as estimated by M0ller-Plesset many-body perturbation theory with popular basis sets. Scale factors that may be useful for future applications are estimated from known bond dissociation energies. We also use scale factors to estimate the barrier heights for two hydrogen-transfer reactions, CH3 + H2 = CH4 + H and OH + CH4 = H20 + CH3•
