What is a holistic approach to tackling undeclared work? A holistic policy approach towards tackling the undeclared economy uses in a strategic and coordinated manner the full range of both the direct and indirect policy approaches and measures available to increase the power of, and trust in, authorities respectively.

‘Community-based operations research’ is an extension of multiple traditions in OR/MS to produce research for local change. CBOR attempts to incorporate critical thinking, evidence-based policy design and prescriptive decision modeling. This presentation introduces a theory of CBOR and reviews current applications to support a collection of new scholarship. These applications include foreclosure response, vacant land management and local economic development. We conclude with suggestions to expand the field of CBOR.

Commissioned by the Appalachian Regional Commission, this report accomplishes three aims. First, it offers a quantitative portrait of economic diversity trends in Appalachian counties and sub-regions, benchmarked to U.S. trends. The portraits draws on four complementary indexes of diversity: industrial, functional, occupational, and knowledge, with the first two based on the mix of industries in a place and the latter two based on the mix of occupations. How did the differing strategies adopted to develop tourism in Guizhou and Yunnan affect patterns of economic development and poverty reduction? The answer is paradoxical. Both provincial governments incorporated tourism as part of their overall development strategies, but their tourism sites were distributed and structured strikingly differently. In Yunnan, although tourism contributed to rapid economic growth, it did not reduce rural poverty as much as might be expected from a large rural-based industry. By contrast, Guizhou's relatively small-scale tourism industry, although not contributing significantly to growth, was distributed largely in poor areas and was structured to allow poor people to …

The Industrial Resource Center Network of Pennsylvania is the state’s affiliate of the National Institute of Standards and Technology’s Hollings Manufacturing Extension Partnership program. Both the IRC program and the MEP have longstanding traditions of self-assessment and evolution as ways of being accountable to the public and of promoting continuous improvement. This report is one of a series on migration to and from the region using the five percent Public Use Microdata Sample (PUMS) of the 2000 Census of Population and Housing and provides a description of foreign migrants moving to the Cleveland-Akron-Lorain (CAL) Consolidated Metropolitan Area (CMSA) from 1995 to 2000.* The report identifies the countries of origin of migrants and compares the demographic, socioeconomic, and housing characteristics of the foreign migrants to the CAL with other groups, including foreign migrants to Ohio and the nation, and, at times, to domestic migrants to and from the CAL.

This study describes the impact of GRC on the State of Ohio and on Northeast Ohio, where GRC is located. Northeast Ohio includes the eight counties in the Akron and Cleveland metropolitan areas.1 This report is an expansion and update of an earlier study, published in February 1996.2 As before, this study employs two methods to determine GRC’s influence on the state and local economies. While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. This report describes the findings from the third study of Dashboard indicators using the framework that was developed in the previous two studies. The framework resulted in a set of indicators that explains the dynamics of regional economic growth for large and mid-sized metropolitan areas in the United States. The objective of this study is to continue monitoring the performance of Northeast Ohio metropolitan areas over time and in comparison to other metropolitan areas across the United States.
