HIV/AIDS and African-American male imprisonment contribute to the destruction of African-American communities. African-American men and HIV/AIDS are disproportionately represented throughout all sectors of the criminal justice industry, including the juvenile justice system. The criminal justice system contributes to unacceptably high African-American male imprisonment rates and HIV prevalence directly via the ‘war on drugs’ and lax enforcement of institutional policy among other things, and indirectly through perpetuation of economic hardship which further exacerbates imprisonment rates, thus closing the loop of a vicious cycle of revolving prison doors and HIV contraction. Empathic Concern And Prosocial Behaviors: A Test Of Experimental Results Using Survey Data, Christopher J. Einolf

This study uses survey data to test the correlation between empathic concern and fourteen different prosocial behaviors, including informal help to individuals and formal helping through institutions. Statistically significant correlations were found for ten behaviors, but substantively meaningful correlations were only found for three, all of which were spontaneous, informal helping behaviors, where the individual needing help was directly present. The findings indicate that empathic concern may not be an important motivator for planned decisions to help others who are not immediately present, which often occurs with volunteering, charitable giving, and blood donation. To meet the dire need for housing created by the devastation of Hurricane Katrina in August 2005, Mayor Ray Nagin of New Orleans and the staff of the Federal Emergency Management Agency (FEMA) worked to create lists of potential sites for trailer parks. This Article examines the adverse impact theory of employment discrimination under Title VII. The author begins by discussing the development of adverse impact in the case law, and by scrutinizing its theoretical underpinnings. He demonstrates that Congress did not intend to mandate adoption of adverse impact theory when it established Title VII. The author then argues that the Courts have exceeded their authority under Title VII by embracing the theory of adverse impact. He concludes that the courts should therefore return to a narrower theory of employment discrimination, namely, a theory based on the legal concept of “intent.”

Because the operation and control of most critical infrastructures are highly dependent on electronics, it is important to understand the vulnerability of those electronics to intentional electromagnetic interference (EMI). The possibility of interference using readily available consumer devices is a particular concern. We investigated the feasibility and effectiveness of using compact stun guns to intentionally interfere with electronic systems. Test articles included individual computers and computers networked through a central hub. 60KV and 600KV devices were used in the experiments. Results indicate that stun guns are effective in disabling digital electronic systems.

Of the Clean Development Mechanism projects that exist in Mexico, methane destruction projects from hog farms dominate the landscape with 56% of the projects developed and 49% of the Certified Emission Reductions (CERs) that will be generated within the country by 2012. These biodigesters, however, have experienced many technical difficulties that place their future viability for the production of CERs and continued development in question. Because of these challenges, future methane capture in the country may focus around other agro industries or landfills.

Under the development of flexible labour market and destabilized employment pattern, the agenda of flexicurity strategy has been shifted to strengthen and facilitate the transitions in social security institutions. Legislative efforts to delegate zoning power to public land and ocean management agencies have generally proven unsuccessful. When given the power to create uniform-use areas such as parks and wilderness areas within their broader jurisdictions, agencies either have opted not to exercise it or have been extremely hesitant to do so. The tepid administrative response to zoning is not surprising. Zoning decisions are politically charged, are likely to offend powerful, concentrated interest groups, and erode the discretion that is the core of agency power. These aspects of zoning decisions explain why, by contrast, all states require that municipal zoning ordinances …

Analysis of telecommunications policy and practice in Africa tends to focus on a few large markets (e.g., Egypt, Nigeria and South Africa), even though the lessons from these may not easily be scaled down for other countries. At the other extreme, the Small Island Developing States (SIDS) lie at the periphery, both geographically and in the sustainability and affordability of their services. They face disproportionate challenges in creating and maintaining properly functioning markets, not least as they are more susceptible to climatic and economic shocks. Like other African countries they too need to deliver services to businesses and citizens.
