ABSTRACT This paper attempts to seek and examine a balance between the political obligation (rights of the governed and duties of government) in democratic governance. Political obligation is two sided, namely, obligation on the part of government and obligation on the part of governed. This article engages in a thorough assessment of the Bush Administration's main security strategy documents related to combating terrorism, namely the 2002 and 2006 National Security Strategy documents, the 2003 National Strategy for Combating Terrorism, and the 2006 National Military Strategic Plan for the War on Terrorism. First, the article assesses the value and importance of strategy documents and the utility in analyzing them. ABSTRACT This paper discusses various salient issues that relate and led to the disablement of traditional political institution in Nigeria. These include the colonial subjugation, vilification by the combined forces of western influence-Christianity and western education, and finally the defilement by some of the contemporary occupants of these institutions. It highlights the vicissitudes that the institution has experienced over the years from the advent of colonialism to the present and the effect of some of the status and operation in the institution. ABSTRACT This paper is primarily concerned with examining the place of ethnicity in the making of a modern state (Nigeria). The study contends that Nigerian did not create ethnic groups rather ethnic groups created Nigeria. They constituted the basic stuff which colonialism manipulated into shape and christened Nigeria. To put it Aristotelian terms, colonialism and ethnic pluralism were respectively, the efficient and the material causes of Nigeria. Therefore, credit for the creation of Nigeria state goes to ethnic pluralism after colonialism.

Gender discourse is very influential everywhere, calling to attention the unwarranted discrepancy between the locations of men and women in the state and society in almost every facet of life. It places particular emphasis on the oppression and marginalisation of women at all levels. The feminist movements have for years continued to advocate for gender balance especially through affirmative action. Yet, only marginal progress has been made. Drawing insights from contemporary Nigeria, this paper argues that if the gender discourse will ever be productive, it would have to be reoriented and situated within the framework of power politics.

On October 17, 2006, President Bush signed into law the Military Commissions Act of 2006 (MCA). Congress passed the MCA to authorize the trial by military commissions of detained terrorism suspects after the Supreme Court's decision in Hamdan v. Rumsfeld invalidated the military commissions previously established pursuant to a 2001 military order from President Bush. The MCA adds chapter 47A to title 10 of the U.S. Code to give statutory authorization for the military commissions.
