Like social scientists everywhere, homelessness researchers in the US are usually ignored. Good science that identifies what causes homelessness, sound evaluations which document that certain programs will never work, and even evidence that promising solutions deserve broad replication, are often disregarded. Such wanton indifference for science would constitute malpractice in the field of medicine, but it sometimes passes as acceptable policy in the field of social welfare. Abstract The paper takes a cursory look at the origin and practice of federalism in Nigeria. Federalism, according to Ali Mazuri, is the institutionalization of compromise relations that are noted for high degree of de-centralization, rigid and written constitutions, plurality of leadership among others. Theoretically, federalism is crafted to deal with sociologically complex polity as presented in Nigeria’s multi ethnic, multi-linguistic and multi-religious compositions. Worldviews emerge from our individual and collective Levels of Consciousness at given points in time and space and from what we come to “believe” is possible or not. In my own experience, my research on Consciousness, and my study of various cultures, societies, and Consciousness literature, I have identified at least seven Levels of Consciousness, twenty-five Archetypal Energies, and various Earth Lessons, which we seem to commonly experience as human beings, in our own unique personal, societal, and global life spaces.

Chile is well known for the extreme Neoliberal policies applied during the military government, and which included the privatization of many social services such as education, public health, and the pension system. Since 1990, the Center-Left coalition, La Concertación, has democratically governed Chile. The Concertación governments have maintained the Neoliberal structure, but have sought to find a “third way” between the two extremes of a Keynesian State and a Neoliberal Economy. Although craft small arms production is present throughout West Africa, Ghana’s long-standing and socially embedded gun-making tradition make it a country of particular concern. Guns ‘made in Ghana’ are now known regionally for their competitive prices, their effectiveness, and their accessibility—thus raising concerns that they might one day represent a significant source of weaponry for armed groups. Indeed, some local blacksmiths now possess the requisite know-how to copy imported AK-47 assault rifles This chapter documents the extent, nature, and effects of Ghanaian craft small arms production, and discusses existing and potential responses. How significant was the shift in the economic growth performance that occurred in the 1950s, relative to the shift that is supposed to have occurred in the 1980s? If one were to identify the single most significant break date in India’s growth performance, does it turn out to be 1951-52 or 1980-81 or some such year in the post 1980s? Students become much more engaged in movies than in most other visual aids because they find them entertaining and see greater applications in their own lives. However, the instructor’s goal in showing films is more than to entertain or fill time; it is to assist in learning. By increasing student involvement, higher levels of learning can be achieved. This paper applies a taxonomy of engagement suggested by Rößling and Naps (2002) to the teaching of communication. By engaging students, beyond viewing, in responding, changing, constructing and presenting, greater learning outcomes can be achieved.

[Abstract written March 2008, TLC] Under worst-case planning assumptions used by some major metropolitan areas, a Neighbor-to-Neighbor self-help program model is the primary link between citizens and the professional response personnel of the responsible government agencies.
In the Neighbor-to-Neighbor self-help program model or a Community Emergency Management Plan (CEMP) calls on the citizens in neighborhoods to identify and establish cluster emergency preparedness committees, Cluster Emergency Coordination Centers (CECC) and Community Emergency Response Teams (CERT). United States Public Response To Terrorism: Fault Lines Or Bedrock?, Hank C. Jenkins-Smith, Kerry G. Herron

We test traditional assumptions about the volatility of mass opinion in times of national crises using data about views of terrorism from national surveys of the United States general public in 1995 and 1997, findings from a national survey immediately following the terrorist attacks of September 11, 2001 (9/11), and panel data from a follow-up survey in 2002. We compare public assessments of the threat of terrorism, willingness to restrict speech to prevent terrorism, support for employing conventional military force against countries that support terrorism, and levels of certainty about culpability required prior to using military force. What You Should Know To Survive In Knowledge Societies. On A Semiotic Understanding Of 'Knowledge', Michael H.G. Hoffmann

Different situations - like school and workplace - demand different forms of knowledge. Even more important, in particular for lifelong learning, are forms of knowledge we need for managing movements between those situations. To develop a better understanding of how to 'navigate' knowledge boundaries, this paper analyzes, firstly, interviews with scientists interpreting familiar and unfamiliar graphs. Our goal is to identify those forms of knowledge that should receive special attention in education. Secondly, the article elaborates - based on Peirce's semiotic - an epistemologically reflected semiotic model to describe the role and conditions of knowledge.

The project of the “Treaty that establishes a Constitution for the Europe”, beyond its political consequences, puts some challenges to the classical constitutional theory. At first sight, it seems completely heterodox towards canon constitutional tendencies, and first of all in what concerns the constituent power classical theories. However, a more rigorous analysis of the history of the modern constitutionalism and its founding texts, mainly French, can lead us to detect very revealing bridges between the liberal modern constitutionalism of the XVIIIth century and the present constitution making of a codified European Constitution.
