One of the fundamental contributions of transaction cost theory and institutional economics has been to focus attention on opening the "black box" of contract enforcement, drawing attention to the institutions required to achieve effective and low-cost contract enforcement. The idea that the effectiveness of contract law is critical to the growth of economic activity is widespread in the literature on development and transition economies. Recent studies attempting to document toe relative strength of contract enforcement in different settings (La Porta, et al., 19982; Djankov, et al., 2003), however, have focused on relatively abstract notions of "courts" and "legal systems" and …

One of the most widely discussed issues in community and economic development today is the role of industry clusters as engines of regional growth and development. Many communities are undertaking cluster studies or initiating cluster planning exercises as a way to organize development strategies to promote key local economic strengths or to shore up identified weaknesses. Community Determinants Of Volunteer Participation: The Case Of Japan, Mary Alice Haddad

Why are some communities more civically engaged than others? Why do some communities provide services with volunteer labor whereas others rely primarily on government provision? When communities provide both volunteer and paid labor for the same service, how do they motivate and organize those volunteers? This article addresses these questions through quantitative tests of prevailing explanations for levels of civic engagement (e.g., education, TV viewing, urbanization) and qualitative analyses of case studies of three medium-sized cities in Japan, focusing particularly on the service areas of firefighting and elder care. Private Control, Competition, And The Performance Of Telephone Firms In Less Developed Countries, Bruno E. Viani

Firm-level data of 23 public telephone firms from less developed countries is used to compare the operating performance under private and state control in the period 1986-2001. Fixed-effects estimation indicates that privately controlled firms exhibit higher productive efficiency than their state counterparts after controlling for monopoly conditions, income level, and the scale of the firm’s fixed telephone network. This strongly supports the property rights theory of the firm even under the limited private property protection that less developed countries offer. On the other hand, public telephone firms that face competition on basic services and from wireless firms tend to exhibit …

Erneuerbare Energien spielen im Kampf gegen die globale Erderwärmung eine Schlüsselrolle. Nur der verstärkte Einsatz von erneuerbaren Energien und die Steigerung von Energieeffizienz werden es ermöglichen, dass die durch klimaschädigende Gase bedingte Erderwärmung kein „gefährliches“ Ausmaß annehmen wird. Während das Erneuerbare Energien Gesetz (EEG), die Deutsche Energieagentur (dena) und andere Initiativen zu einem Boom im nationalen und europäischen Markt für erneuerbare Energien geführt haben und dadurch auch die Wirtschaftlichkeit dieser neuen Energieträger erhöht haben, sieht das Bild außerhalb der europäischen Grenzen weniger gut aus. Organizations may view outsourcing as a way to manage risk. We developed a decision-analytic approach to determine which risks the buyer can share or shift to vendors and which ones it should bear. We found that allocating risks incorrectly could increase costs dramatically. Between 1995 and 1998, we used this approach to develop the request for proposals (RFP) for the US Department of Energy’s (DOE’s) privatization initiative for the Hanford tank waste remediation system (TWRS). In the model, we used an assessment protocol to predict how vendors would react to proposed risk allocations in terms of their actions and their …

Sesame is one of the important oilseeds crop in India, which plays a major role in supplementing the income of small and marginal farmers of Sunderbans. One of the major constraints of traditional Sesame farming is low productivity of local varieties. To replace this anomaly, Krishi Vigyan Kendra of CIFRI has conducted frontline demonstration at adopted farmers’ field in four development blocks viz. Kakdwip, Namkhana, Patharpratima and Kulpi of Sunderbans, West Bengal. Cultivation of high yielding varieties of Sesame viz. This phase of the Sea Grant International program has provided an extensive foundation of research and analysis by which to assess the feasibility of adapting the Sea Grant model to an international context. From this experience we propose to establish a university-based network in Latin America and the Caribbean (LAC) that integrates activities in extension, public education and applied research to address the issues posed by the accelerating decline of the region’s coastal and marine ecosystems. A global gender equality regime has emerged, identifiable by its norms, principles, legal instruments and compliance mechanisms. I suggest that neoliberal theories of international regimes provide insights into the identification of this regime and the conditions for its emergence. They acknowledge the role of transnational networks, international institutions and epistemic communities of experts in shaping state choices. Global women’s networks, together with multilateral and bilateral development organizations, have been instrumental in shaping these global norms on gender equality by engaging in a learning process – framing issues, influencing negotiations by the information they provide and monitoring progress. This artixcle is based upon my work on State impunity in the context of the guaranteed right to life, in Punjab and Kashmir. The Indian state has fought insurgencies almost throughout its independent history: from Nagaland to Punjab, Andhra Pradesh to Kashmir, from the early 1950s to date. Among the many different kinds of human rights violations that the Indian security forces have been charged with, is the recurring charge that they force local people to act as 'human shields' \with a view to minimising uniformed casualties. The focus of Communes’ action has been on the development of small-scale infrastructure, whose financing absorbed all CSF resources in 2002 and 2003. In both years, over 60% went to rural transport projects (roads, small bridges and culverts). In 2003 the second most important category of projects (absorbing 16.3% of the CSF resources) included the construction and rehabilitation of canals and other irrigation structures. These two categories of investments, on which three quarters of the CSF resources were spent, reveal the strong local preference for economic infrastructures. As for the remaining quarter of CSF resources for social infrastructures, most went …
