The U.S. President’s Commission on Critical Infrastructure Protection (PCCIP), convened in the wake of the bombing of the Murrah Federal Building in Oklahoma City, concluded that the nation’s physical security and economic security depend on our critical energy, communications, and computer infrastructures. While a primary motivating event for the establishment of the commission was the catastrophic physical attack of the Murrah Building, it is ironic that the commission focused its attention primarily on cyber threats. Their rationale was that cyber vulnerabilities posed a new, unaddressed challenge to infrastructure security. This approach was further questioned by the events of September 11, …

Regional Technology Assets And Opportunities: The Geographic Clustering Of High-Tech Industry, Science And Innovation In Appalachia, Edward Feser, Harvey Goldstein, Henry Renski, Catherine Renault

This study constitutes a systematic location analysis of the technology assets of Appalachia. The report identifies and documents sub-regional concentrations of technology-related employment, R&D, and applied innovation within and immediately adjacent to the 406-county service area of the Appalachian Regional Commission. By assembling and analyzing an extensive set of data at high levels of functional and spatial detail, the study reveals localized technology strengths that might be nurtured through focused economic development policy.

Unemployment has remained at relatively high levels across most European countries for a generation now. There have been a number of suggested explanations for this, with correspondingly different policy implications. Two of the major hypotheses relate, first, to the impact on the European economies from increased international competition, and `globalisation’ more generally, and, secondly, to the effects of new technology and innovation. The effects of both globalisation and technology on growth and employment in Europe have been researched over the past two years through an EU-funded project, the results of which, relating in particular to innovation, are reported in this …

The Problem Of Interference In Wireless Communications. The U.S. Regulatory ‘Solution’ And The Property Rights Alternative, Bruno E. Viani

The problem of interference in wireless communications is solved in the U.S. by a command and control system instituted nearly eight decades ago. This system is currently applied in most countries that allow private investment in wireless communications. A brief analysis of how this system emerged in the U.S. and how it operates reveals the gross inefficiencies of it. An alternative approach using property rights would be efficient not only in the allocation of frequencies to its highest value use, but also in the solution of interference disputes. Of Information Highways And Toxic Byways: Women And Environmental Protest In A Northern Mexican City, Anna O. Oleary

This case study of community protest in Hermosillo, a Mexican city in the state of Sonora, outlines s a postmodern model of environmental protest as one that primarily carried out by women and social networking. The model of community highlights the use of social networks as a means of politicizing a toxic waste dump eight kilometers outside the city. A feminist perspective reveals a struggle primarily carried out by women and bears out the intersection of gender, environmentalism, and globalization. As familiar spaces of social interaction, social networks provided the cultural platform from which women agitated for the dump’s closure. …

In this article we present the results of two empirical studies focusing on the structure and extent of the innovation activities of the German Software Industry and analyze distinctive features of Software Innovations. We distinguish the activities of the primary (core) Software Industry and secondary industries such as Mechanical and Electrical Engineering, Motor Industry and Telecommunications. A special focus is put on the question if innovations in Software are sequential, on the role of Open Source Software and the importance of inter- operability.

Biologists have made considerable progress in developing realistic simulation models to predict extinction risks for threatened species. Social scientists have to date had a more limited role in these efforts. This limited involvement comes despite the growing acknowledgment by population biologists and simulation modelers that this additional input is necessary for these models to accurately reflect the impact of humans and human-dominated landscapes on wildlife populations. We argue that collaborations among social and biological scientists can provide unparalleled opportunities to develop new conceptual and simulation tools for biodiversity risk assessment. Within a sample of 1,885 low-income children and their families, preschoolers and adolescents show patterns of cognitive achievement and problem behavior that should be of concern to policy-makers. The preschoolers and adolescents in our sample are more developmentally at risk compared to middleclass children in national samples. In addition, adolescents whose mothers were on welfare in 1999 have lower levels of cognitive achievement and higher levels of behavioral and emotional problems than do adolescents whose mothers had left welfare, or whose mothers had never been on welfare. For preschoolers, mothers’ current or recent welfare participation is linked with poor cognitive …

For the past several decades, leisure researchers have investigated the impact that race has on leisure behavior and preferences, but there remains a paucity of research that addresses the issue of race in the leisure services workplace. Therefore, the purpose of this study was to investigate the perceptions of inequity, discrimination, and promotion opportunities among African Americans in the field of public parks and recreation. The study was conducted in multiple phases, and all included African Americans who were working for public recreation agencies in a midwestern state. There has been a significant amount of research that has indicated divergent patterns of leisure participation among African Americans and European Americans;however, there has been a paucity of research that addresses the leisure patterns of interracial couples and families. Therefore, the purpose of this study was to investigate the leisure patterns of interracial couples and families, specifically African American and European American couples. A qualitative design was employed to gather in-depth interview data from six couples. The globalisation of industry and the strong depend- ence of the German machine manufacturers on export has increased the importance of an up-to-date and user-oriented product documentation not only as a cost factor but as a compe- tition factor of strategic importance as well.
