By failing to appropriately treat adults and children with severe mental illness, we incur enormous social costs through payments for disability benefits (Medicaid, SSI, SSDI), increased medical expenses, accidents and suicides, avoidable criminal justice proceedings, lost productivity, and increased need for homeless shelters and services. People who are underinsured are forced by arbitrary caps and limits to increasingly rely on the public sector. By providing parity for mental health, Florida will bring mental health into the mainstream of health care and become a leader in dispelling the prejudice that surrounds treatment of persons with severe mental illness.

The development of amphibious warfare during World War II has changed the nature of warfare to the present day. In general, the development is significant because it has enabled a modern military organization to launch, or pretend to launch, a ground offensive from the sea against a shoreline, whether or not the shoreline is defended. During WWII, the United States' and the United Kingdom's advanced methods of amphibious warfare in the offense allowed them to establish a western war front, which led to decisive victory against Germany. The purpose of this study was to evaluate an after-school program that is designed to meet the specific needs of African Americanyouth. The program is called the Academic Cultural Enrichment (ACE) Mentorship Program and is sponsored, in part, by the Champaign ParkDistrict. The purpose of the program is to provide students with the competencies and skills needed to be involved, resilient, and successful. The program seeks to foster positive Black identities in the participants, and to develop strong math, reading, oratorical, and analytical thinking skills. In large part, the devastation of WWI on human life can be blamed on trench warfare and the failure of European military observers, especially the British and the French, to recognize the need to adapt offensive strategies. Several instances of trench warfare appeared from the eighteenth century until the advent of WWI, but the Europeans consistently discounted its significance. They regarded the use of trench warfare during the Revolutionary and Civil Wars in the United States to be an American phenomenon that was inapplicable to European strategies.

Für die Akzeptanz netzbasierter Mediendienste ist die technische Weiterentwicklung der Mensch-Maschine-Schnittstelle von großer Bedeutung. Das Fraunhofer-Institut für Systemtechnik und Innovationsforschung (ISI) in Karlsruhe hat Experten um eine Einschätzung verschiedener Akzeptanzfaktoren, der zukünftigen Entwicklung des Mediennutzungsverhaltens, der Versorgungswege und Endgeräteausstattung sowie der Marktentwicklung gebeten. Im Gegensatz zu weitverbreiteten technophilen Möglichkeitsszenarien werden auf dieser Basis Perspektiven aufgezeigt, die angesichts heutiger Wünsche der Nutzer an die Technikgestaltung und der technischen Möglichkeiten realistisch erscheinen.

Personal Computer sind aus der heutigen Arbeitswelt nicht wegzudenken und haben längst ihren festen Platz als privates Kommunikationsmedium. Die historische Analyse zeigt, dass die Ent-wicklung des interaktiven Computers von 1945 bis 1985 nicht zielgerichtet erfolgte. Der heu- tige Stand der Technik ist vielmehr Schlusspunkt einer eher zufälligen Folge lokaler Gegebenhei- ten und Umstände. Technische Neuerungen, wie der Digitalcomputer und die Mikrochips, aber auch theoretische Konzepte (Kybernetik, Kognitive Psychologie) und Visionen trieben die Ent- wicklung voran. Entscheidend für den Durchbruch war das Zusammentreffen akademischer und anwendungsorientierter Forschung.

I use confidential employment data to investigate the empirical properties of a recent industry geographic concentration index (and related index of industry co-agglomeration) proposed by Ellison and Glaeser (1997). The results show that Ellison and Glaeser’s theoretical finding that their concentration measures are robust to differences in the level of spatial aggregation in the underlying employment data does not generally hold in practice. This implies that sensitivity testing for alternative spatial units should accompany any analysis with the concentration measures.

OBJECTIVE: The study compared three models of police responses to incidents involving people thought to have mental illnesses to determine how often specialized professionals responded and how often they were able to resolve cases without arrest. METHODS: Three study sites representing distinct approaches to police handling of incidents involving persons with mental illness were examined-Birmingham, Alabama; and Knoxville and Memphis, Tennessee. At each site, records were examined for approximately 100 police dispatch calls for "emotionally disturbed persons" to examine the extent to which the specially trained professionals responded. Crop raiding by wild elephants is one of the most significant sources of park–people conflict in Sumatra, Indonesia. The distribution, impact and conservation implications of elephant crop-raiding in 13 villages that border Way Kambas National Park in southern Sumatra were studied for 18 months. The data are based on rapid village and field assessments, data logs maintained by village observers and a quantitative household survey. Elephants raided crops year-round at a mean rate of 0.53 elephants per day for the entire study area. Objective: Homelessness and patterns of service use were examined among seriously mentally ill persons in an area with a well-funded community- based mental health system. Methods: The sample consisted of 438 individuals referred between 1990 and 1992 to an extended acute care psychiatric hospital after a stay in a general hospital. Those experiencing an episode of homelessness, defined as an admission to a public shelter between 1990 and 1993, were compared with those who were residentially stable. Data from a longitudinal integrated database of public mental health and medical services were used to construct service utilization measures to test the …

This essay analyzes challenges and opportunities of the newly independent East Timor, a territory in the process of nation-building and conflict transformation. The analysis focuses on two levels of tranformative capacity building—the formal government institutions and the social relationships outside the government. At the institutional level, East Timorese military personnel, political parties, and elected representatives possess the potential to develop dynamic relations conducive to the sustainable capacity of domestic conflict transformation.
