Project Appraisal For The Keynesian Investment Planner, Greg Hill Jan 1999

Project Appraisal For The Keynesian Investment Planner, Greg Hill

Greg Hill

This paper outlines a theory of project appraisal wherein the neoclassical premises of conventional cost-benefit analysis are replaced by their Keynesian counterparts. The paper shows how the social rate of return on investment, the private and social rates of discount, and other concepts used in cost-benefit analysis may be modified to take account of the income externalities generated by the multiplier, mark-up pricing, and the causal priority of investment over saving.

Mental Health Parity: National And State Perspectives 1999, Bruce Lubotsky Levin, Ardis Hanson, Richard Coe Jan 1999

Mental Health Parity: National And State Perspectives 1999, Bruce Lubotsky Levin, Ardis Hanson, Richard Coe

Ardis Hanson

Mental health parity legislation could substantially reduce the degree to which financial responsibility for the treatment of mental illness is shifted to government, especially state and local government. There is substantial evidence that both mental health and addictions treatment is effective in reducing the utilization and costs of medical services. There appears to be a lack of substantial evidence to discourage Florida from pursuing mental health and substance abuse parity legislation.

Mental Health Parity Issue Briefs, Ardis Hanson Jan 1999

Mental Health Parity Issue Briefs, Ardis Hanson

Ardis Hanson

Six issue briefs summarize the key issues facing the state of Florida in 1999 in the development of mental health parity legislation. The briefs outline the basic issues, potential benefits, and experiences of other states that have developed and/or implemented parity legislation covering behavioral health services, including mental health, alcohol, and/or substance abuse services. In addition, the briefs contain a discussion of the important issues of how managed care and insurance benefit design potentially impact the costs of establishing parity. The six briefs are provided as one pdf document. The document is 6 pages long. Pages include: "Highlights of Recent …

What Users Expect From Future Terminal Devices:Empirical Results From An Expert Survey, Castulus Kolo, Michael Friedewald

Michael Friedewald

For the acceptance of future network-based media services the technical advancement of the man-machine interface is of great importance. The Fraunhofer Institute for Systems and In- novation Research (ISI) in Karlsruhe has conducted an expert survey on different acceptance factors, on the future development of media usage behavior, on network infrastructure and terminal devices as well as on the expected market development. Drawing on the results we point out perspectives in the light of today’s user needs and the technical possibilities.

Vom Experimentierfeld Zum Massenmedium: Gestaltende KräFte In Der Entwicklung Des Internet, Michael Friedewald

Michael Friedewald

This article reviews the shaping forces in the last 30 years of Internet develop- ment. A case in point is the convergence of media, computers and telecom, of which the Internet has always been an important aspect. This historical process, which is widely recognized as at once technical, industrial and political, has been and will continue to be fiercely multi-party and multi-faceted. There are a variety of technical alternatives being fought over. Different interests represent different meanings of communications technologies as well, including ideals of private profit and universal access. It is still not clear whether the future of the …

Problems With Peirce's Concept Of Abduction, Michael H.G. Hoffmann Jan 1999

Problems With Peirce's Concept Of Abduction, Michael H.G. Hoffmann

Michael H.G. Hoffmann

Abductive reasoning takes place in forming "hypotheses" in order to explain "facts." Thus, the concept of abduction promises an understanding of creativity in science and learning. It raises, however, also a lot of problems. Some of them will be discussed in this paper: After analyzing the difference between induction and abduction (1), I shall discuss Peirce's claim that there is a "logic" of abduction (2). The thesis is that this claim can be understood, if we make a clear distinction between inferential elements and perceptive elements of abductive reasoning. For Peirce, the creative act of forming explanatory hypotheses and the …

Tench Coxe And The Right To Keep And Bear Arms, 1787-1823, David B. Kopel

David B Kopel

Tench Coxe, a member of the second rank of this nation's Founders and a leading proponent of the Constitution and the Bill of Rights, wrote prolifically about the right to keep and bear arms. In this Article, the authors trace Coxe's story, from his early writings in support of the Constitution, through his years of public service, to his political writings in opposition to the presidential campaigns of John Adams and John Quincy Adams. The authors note that Coxe described the Second Amendment as guaranteeing an individual right, and believed that an individual right to bear arms was necessary for …

The Alliance Party Of Northern Ireland And Power Sharing In A Divided Society, Allan Leonard Dec 1998

The Alliance Party Of Northern Ireland And Power Sharing In A Divided Society, Allan Leonard

Allan Leonard

The government of Northern Ireland from 1920 to 1972 represented a one-party government, or more appropriately, a segmental majority of unionism; Nationalist parties were perpetually unable to, as well as restricted from, achieving control of government. Political processes since then have been to compel Unionists to share power with others. There is more than one way to apply power sharing, with consociational (Lijphart 1977) or integrative (Horowitz 1985; 1991) elements. The result can be a more or less integrated society (Sisk 1996).

My thesis is that with the achievement of the 1998 Agreement, Alliance’s pursuit of a Northern Ireland-integrative power …
