Using co-authored scientific papers as indicators of research collaboration the pattern of research linkages in the UK during the 1980s is analysed. All sectors collaborate with each other at a rate proportional to publishing size to a first approximation. However, there are deviations from this pattern. Analyzing these deviations, two groups of sectors are found that collaborate with each other more than expected: the GIPU group composed of government, industry, polytechnics and universities, and the HSNR group composed of hospitals, special health authorities (SHAs), non-profit organisations and research councils. Application of public administration theory to defense policy and procruemt. Students of public administration, regulatory processes, public bureaucracy, and policy studies rarely focus on defense as their substantive area. leaving the field to those trained in defense studies and international relations. THe result is negligible attention to the domestic political aspects of defense policy and minimal understanding of the administrative aspects of defense policy. Substantive due process protection of the property rights of landowners against arbitrary government decisionmaking is integral to the Due Process Clause of the Fourteenth Amendment. Federal courts have taken divergent paths in addressing the nature of the property interest required to state a substantive due process claim, and the standard by which arbitrary and capricious government conduct is evaluated. Under substantive due process, an allegation of arbitrary government conduct should be evaluated under a meaningful standard, rather than the unthinking deference of the rational basis test. Strong protection of property interests protects the civil rights of individuals, rather than protecting …

Tax-exempt charitable organizations exert considerable influence over Congress, the Department of the Treasury, and the Internal Revenue Service in matters dealing with exemption from federal income tax and the tax deductibility of charitable contributions. This Article uses both public choice and public interest analysis to help identify various features of the charitable community and explain how exempt organizations weild political influence despite the restrictions placed on their activities under the tax code. Technological Specialization And Economic Performance In Oecd Countries, Mario Pianta, Valentina Meliciani

The paper investigates the growing sectoral specialization in technological activities of OECD countries (measured using patent data) and its impact on countries' innovative and economic performance in the 1975-1990 period. Aggregate indicators of sectoral specialization are introduced, showing the extent to which countries concentrate their innovations in few fields, or spread them across several sectors. A general positive relationship is found between the degree of specialization in technology and higher rates of growth, while specialization in electronics-related fields is not associated to better economic or technological performances. The position of individual countries in these patterns is also examined, showing that …

This article provides an overview of recent research using innovation surveys and patent data as indicators of technological activity. The conceptual and methodological problems of 'measuring' technology are discussed, with a classification of the types of information which can be drawn from patent databases and from surveys of both innovations and the innovative efforts of firms. The findings and the methodological strengths and weaknesses of such studies are reviewed, considering first the evidence at the firm level, second the analysis of the industrial structure and finally the evidence at the country level and the process of globalization. This paper provides a historical review of equity in funding education in Alberta. It describes government attempts to address fiscal inequities and shows how the introduction of full funding in 1994 addressed many of the equity problems in Alberta. Horizontal equity has improved. However, the province needs to consider ways to improve vertical equity--the need for different amounts of funding to meet different needs--and other inequities affecting student achievement and access to knowledge.
