Libraries should consider new ways to integrate and streamline their organization and work processes for effective and efficient service to library patrons. This paper looks at recent efforts in academic libraries to explore cost-saving measures without sacrificing service quality. It presents an overview of ways libraries can improve technical services to provide electronic resources and other services for library patrons.

The Argus Digital Collection is Illinois Wesleyan University’s first digital library project. This project began as an archival and preservation project, and presented management and technical challenges for the University’s library and central Information Technology organizations. This paper reviews how the project came to be, project hurdles, lessons learned, and where we go from here. Academic institutions contemplating similar digital archive projects can benefit from Illinois Wesleyan University’s experience with the Argus Digital Collection.

Assisted by a Mellon planning grant and led by principal investigator Sarah Thomas, a Cornell University project team investigated the potential of significant structural reorganization that would increase the value of the Library’s services to the University. The study revealed that the proposed benefits of restructuring are better support for scholarly creativity and communication; use of library space that privileges library users; more cost-effective allocation of resources; and the development of a new infrastructure to permit new relationships between libraries to flourish, enabling improved services at lower cost. At the end of 1999 two physically separate University of Queensland branch libraries, the Dorothy Hill Physical Sciences and Engineering Library and the Architecture and Music Library, grouped under one service – The Physical Sciences and Engineering Library Service. At the end of 2000 the University of Queensland Library was forced to reduce staffing levels following a reduction in income and a plummeting Australian dollar. Conference report presented at the NASIG 18th annual conference held in 2003. Portland State University Library's fund allocation committee presented information and practical advice on the process of developing a model to reallocate funding for library materials. After experimenting with funding ratios, they decided to use their model to reallocate 30 percent of the funds earmarked for discipline-specific materials while protecting 70 percent of each discipline's original allocation.

: Members of the Greater Western Library Alliance Interlibrary Loan Committee have spent more than two years developing a Best Practices model for Interlibrary Borrowing and Lending for consortia and local operations. The model includes the practices to be followed, a monitoring plan, and a process for regular evaluation. The GWLA Interlibrary Loan Committee has not yet determined the regular evaluation process, including the timeline. We anticipate that process being established in Spring 2003.

The authors solicited 201 San Jose State University student volunteers to participate in card-sorting exercises. This was to determine how the students envisioned the organization of the library web site. Each card in the sorting exercises represented a major page of the library web site, and students were asked to categorize them into groups and then label the groups. Cluster analysis was used to determine categorical strengths.

This article explores the contradictory and redundant economic aspects of the current scholarly publishing situation with a focus on the viability of an open-access model for publishing. The author examines the overlap in content between subscription-based and open access sources. Currently open access journals make up 10-20 percent of online journals The author's close examination of the economic issues of journal publishing is aimed at assisting scholarly associations and their members in determining whether open access journal publishing is the business model that should be followed.

Digital technology has had a significant impact on the ways in which music information can be stored, transmitted, and used. Within the information sciences, music information retrieval has become an increasingly important and complex field. This brief article is addressed primarily to those involved in the design and implementation of systems for storing and retrieving digital files containing musical notation, recorded music, and relevant metadata – hereinafter referred to as a Music Information Retrieval System (“MIRS”). The paper (I) outlines the nature and extent of the dissatisfaction with legal research instruction and demonstrates that the problem predates computer-assisted legal research, (II) presents the history of the debate (focusing on a heated exchange between advocates of a “process-oriented” approach and proponents of the traditional, “bibliographic” methods), and (III) presents the requisite elements of a satisfactory pedagogical model, discussing various issues surrounding each of these elements.

The charge of this Task Force evolved from an assignment to “work with the Head of Cataloging to develop a plan to strengthen the output of metadata needed for digital and electronic collections." This assignment grew out of a concern by Derrie Perez, Interim Dean of the USF Library System, that there was increased fragmentation of the USF Libraries collections, with electronic and digital collections accessed by means other than the online catalog.
