The inverse relationship between perception of harm and substance use is clearly supported by decades of research – youth are less likely to engage in substance use when it is seen as harmful. However, despite strong theoretical and practical reasons to focus on perception of harm as a change-producer in prevention programming, little is known about what is effective in impacting perception of harm for youth marijuana use.

Today, an unprecedented increase in the number of patients with poly-dependence to various narcotic substances that change cognitive properties and violate human behavior is observed worldwide. The combination of tramadol and marijuana, the active ingredient of which is cannabinoids, destroys brain cells, contributes to a dramatic decrease in memory. It is believed that their combined abuse correlates with poor academic performance. The fact that the combined abuse of these substances has been observed more frequently lately, the study of the possible connection between marijuana and tramadol is becoming particularly relevant. An important question for our time concerns whether the Constitution could establish a right to engage in certain marijuana-related activities. Several states have now legalized cannabis, within strict limits, for recreational purposes, and that number will grow. Yet, some states will not promptly legalize but, instead, continue to criminalize, or only “decriminalize” in minor ways, and the federal criminalization statutes also will likely survive for a time. There currently is no recognized right under the Constitution to possess, use, cultivate, or distribute cannabis for recreational purposes, even in small amounts, and traditional, single-clause arguments for such a right are weak. …

Background: Marijuana use among high school youth has been declining over the past two decades. However, there has been a notable shift in the national landscape with regards to social norms and marijuana legalization that could allow marijuana to become more available and may compete against prevention efforts among youth. Further, youth continue to utilize innovative ways to consume marijuana. There is a documented relationship between marijuana and tobacco use, particularly with the use of blunts. Higher education has long been a fundamental building block upon which American democracy is based. The guarantee of free speech is itself a revered liberty in the American polity; it has, in turn, served as the catalyst for higher education. Recent events on college campuses continue to reexamine universities’ role in their students’ education and push the legal boundaries on student speech rights. 2016 was a monumental year for state sovereignty regarding marijuana regulation. A total of nine states voted on marijuana reforms, with five deciding whether to legalize recreational use. Among them, Massachusetts voters came together in a display of democracy to end their decades long prohibition on recreational marijuana possession, distribution, and cultivation with a “Yes” on Question 4. By doing so, Massachusetts, as well as California, Alaska, and Nevada, joined the four other states in the Union to have legalized recreational marijuana, Colorado, the District of Columbia, Oregon, and Washington.
