This essay explores three historical events that took place during the nineteenth, twentieth and twenty-first centuries in Puerto Rico to extract the ways in which new technologies became the vehicle for massive political and economic disruptions. The first event recalls the electrification of Old San Juan and the change from kerosene gas to electricity, which prompted a grassroots revolt in which the quarter’s street-lamps were torn down. Effectively measuring short-term impact, particularly a change in knowledge resulting from Extension programming, can prove to be challenging. Clicker-based technology, when used properly, is one alternative that may allow educators to better evaluate this aspect of the logic model. While the potential interface between clicker technology and Extension programming has been a topic of discussion, the successful use and stakeholder attitude towards such technology in an Extension setting is not well known. This article addresses this gap in understanding and provides an assessment of clicker use in Extension programming.

While phenomenologists (in transcendental and empirical approaches) often follow very traditional practices in conducting research, there are a number of alternatives available that can aid in the overall research process. The goal of the study was to analyze the information use behaviors of researchers in the science and technology domain. A survey and interviews were conducted targeting nuclear scientists at the Korea Atomic Energy Research Institute. Study results indicate that the nuclear scientists mainly use the Institute library/information center and Internet portal/search engines during information acquisition. Easy access to information, accuracy, currency and cost are the most critical factors in selecting and obtaining information. The most frequently used database for executing research is the Institute’s electronic library (NUCLIS21) followed by the Citation Index SCOPUS. The results of the study indicate …

PowerPay has proven effective as an online financial tool for personalized debt reduction since it was introduced in 1992. Results of the online program show positive outcomes for users such as reduced debt load and better spending habits. To increase the reach of this program, the free PowerPay mobile app was launched in 2014. This allows for immediate access to payment calendars, projected money saved, and building an emergency fund. The new app has been very well received, with over 2,400 downloads across 45 countries, and adds another debt management instrument for Extension personnel to share with their clientele.

My work is both a commentary on the pervasive societal ills of disposability and detachment in contemporary culture and an active participant in the same environment it criticizes. I demonstrate my simultaneous revulsion and fascination with disposable goods. I photograph myself with such chemically toxic substances as cosmetics, sodas and cleaning products, speaking to their harmful nature while also reveling in their shimmering color. As States seek to weaponize new technologies such as robotics, cyber tools and nanotechnology, the current law of armed conflict (LOAC) that guides the employment of existing weapons will signal rules and principles that should guide national decisions on what new technologies to weaponize and how to do so in a way that ensures compliance with battlefield regulation. LOAC has served this "signaling" function historically with respect to innovative weapon systems such as balloons, submarines, airplanes, and nuclear weapons, and will continue to do so as nations look forward to potentially weaponizing emerging technologies.

The purpose of this mixed-methods study was to explore preservice teachers’ perceptions of integrating technology into writing instruction before and after a methods course and the experiences in a methods course that, according to the preservice teachers, influenced these perceptions. Participants were enrolled in two sections of a Teaching Language and Composition course. Data collected included an adapted Likert-scale pre and posttest survey, and focus group interviews. Preservice teachers self-reported salient course experiences, and also discussed the affordances and tensions they felt in thinking about how to use technology to teach writing. In an ever-changing technological landscape, strictly adhering to the language and definitions of the Copyright Act in cases involving emerging technologies may contravene the purpose and intent of copyright law. However, the Supreme Court’s 2014 opinion in American Broadcasting Cos. v. Aereo Inc. puts forth a commercial interest rationale that suggests copyright infringers may no longer be able to avoid liability based on perceived technological loopholes that have typically absolved online infringers of infringement liability. The third-party doctrine is a long-standing tenant of Fourth Amendment law that allows law enforcement officers to utilize information that was released to a third party without the probable cause required for a traditional search warrant. This has allowed law enforcement agents to use confidential informants, undercover agents, and access bank records of suspected criminals. The inherent tendency of patented seeds to self-replicate has led to fears that farmers might face liability for inadvertent patent infringement. To address the perceived problem, some have proposed severely limiting the availability of effective patent protection for self-replicating technologies. Typical examples include denying patent rights to “second generation” selfreplicating products, and even broadly declaring such technologies ineligible for patent protection. The fact is, lawsuits against inadvertently infringing farmers remain of largely hypothetical concern. However, changes in the market could soon render such lawsuits a reality.
