Southern Rural Public Schools: A Study Of Teacher Perspectives, Leah P. Mccoy
The Qualitative Report
This ethnography explores teachers’ perspectives of the cultural issues affecting academic performance in twelve public high schools in rural Mississippi and Louisiana. Fr om a thematic analysis of the tape-recorded interviews of forty-one mathematics teachers, five categories emerged, each comprising a qualitative aspect of teaching high school in an economically depressed area of the deep South: society, race, students, families, and schools. Each of these categories is discussed and explicated using exemplars from the interviews to show how each category emerged from the data. On April 20, 2005, the Bankruptcy Abuse Prevention and Consumer Protection Act of ("BAPCPA") was signed into law and became fully effective for cases filed on or after October 17, 2005. 4 After considering bankruptcy reform for almost a decade, Congress ultimately concluded that some debtors were abusing bankruptcy laws by, among other things, discharging debts they had the means to pay. To curb this perceived abuse, Congress decided to radically overhaul the consumer provisions of the Code by generally making it harder for an opportunistic or "Abusive Debtor" to discharge his debts. Many researchers have been inquiring into focus groups as a qualitative data collection method (Barbour & Kitzinger 1999; Krueger 1998; Morgan, 1998), but only a few have been able to analyse the different levels of understanding in focus groups, which we focus on in this article. The guiding research question is how do focus groups offer deeper levels of understandings from a systems psychodynamic perspective. In the social sphere there are numerous unmarked and unexamined categories. Heterosexuality, maleness, and middle classness are some of the apparent ones. However, Whiteness is perhaps the foremost unmarked and thus unexamined category in art education. And like other unmarked categories, White is assumed to be the human norm. Moreover, when Whiteness goes unexamined, racial privilege associated with Whiteness goes unacknowledged. In this article, I use the metaphor of sight or vision to examine race through a framework of bodies. Ideas of race, racial identity, and racial categorization, reflect the inconsistent, context-specific and fluctuating nature of racial meaning (Nagel, 1986; Forbes, 1990; Davis, 1991; Nagel, 1994; Haney-Lopez, 1995; Ignatiev, 1995; Kibria, 1996,1998; Niven & Zilber, 2000; Morning, 2001; Lacy, 2004). Studies of racial hierarchy, specifically, enable an understanding of not only the social construction of race, but also the manner in which ideas of race operate to influence human reality.! These reflections are based on a long history of study and involvement in the Black movement in the United States, on friendships with militants in the Brazilian Black movement, and on study of that movement. They arise directly from musings occasioned by comments made by an undergraduate white student in my course, Politics of the African Diaspora, and by my observation of a couple on the Avenida Sete de Setembro in Salvador, Bahia.

This article examines the implications of U.S. federal and international regulatory mandates in the construction and circulation of racial categories in biomedical research and drug development. It will focus on the interface between two regulatory mandates in particular: the International Conference on Harmonization (ICH) Guideline Document E-5 on Ethnic Factors in the Acceptability of Foreign Clinical Data, and the U.S. Food and Drug Administration (FDA) Guidance for Industry: Collection of Race and Ethnicity Data in Clinical Trials. The ostensible purpose of both of these guidelines is to promote more efficient and economical development of new pharmaceutical interventions. Underlying both Guidances …

Race, Gender, Region And Death Sentencing In Colorado, 1980-1999, Stephanie Hindson, Hillary Potter, Michael L. Radelet

This paper examines the administration of the death penalty in Colorado. We first identify all cases (n=21) in which defendants were sentenced to death in Colorado, 1972-2005, and all cases (n=10) in which the death penalty was sought, 1980-1999. We then compare the race and gender of all homicide victims with the race and gender of victims in the 110 death penalty cases. Overall, we find that the death penalty is most likely to be sought for homicides with white female victims, and that the probability of death being sought is 4.2 times higher for those who kill whites than …

Land Use And Housing Policies To Reduce Concentrated Poverty And Racial Segregation, Myron Orfield

This Article recommends that land use and housing policies be marshaled to reduce residential racial segregation and concentrated poverty. It argues secondly, that state legislatures must adopt a coordinated policy approach. This Article uses Oregon's comprehensive land use legislation as a paradigmatic example of policies that effectively promote affordable housing and decrease urban sprawl. Finally, the article discusses nine policies that the author believes are necessary to promote stable metropolitan living patterns.

Evolving Objective Standards: A Developmental Approach To Constitutional Review Of Morals Legislation, Christian J. Grostic

This Note argues that the Supreme Court's recent jurisprudence regarding morals legislation mirrors the findings of empirical research on moral and psychological development. Specifically, the Supreme Court upholds morals legislation only if it is justified by stage five reasoning. Part I examines significant Supreme Court cases related to morals legislation over the last 50 years and argues that the Supreme Court has consistently upheld morals legislation that is justified by stage five reasoning, while consistently striking down as unconstitutional morals legislation that is not. Part II argues that a developmental approach to constitutional review of morals legislation, while consistent with …
