An Anthropology With Human Waste Management: Non-Humans, The State, And Matters Of Care On The Placencia Peninsula, Belize, William Alex Webb

The management of human waste is a seldom studied phenomenon in anthropology. Yet across the globe, in countries both rich and poor, it presents pervasive and difficult to tame problems. This dissertation draws on complimentary theories of management and entanglements to explore the practices and processes of organizing human waste on the Placencia Peninsula, Belize. The results illustrate how problems are conditioned and defined by messy relations between institutions, people, technologies, materials, and ecological life.

The complexity of today’s operational environment where military organizations are conducting campaigns to address some of the nation’s most urgent problems has grown exponentially. To address this expanding complexity, the Defense Department introduced ‘design’ into its problem-solving doctrine as a method to understand the new and dynamic challenges associated with this increasingly complex environment and provide a tool to augment its current doctrinal military decision-making process. While climate change trends indicate the progression towards more widespread and severe impacts across the world, current consequences of society’s climate inaction are already being felt by many vulnerable populations. Low-lying and coastal areas are particularly at risk from climate-related hazards such as sea level rise and increased intensity storms. The Oil Pollution Act of 1990 requires the development of Regional and Area Contingency Plans. For more than 20 years, the State of Florida, under both the Department of Environmental Protection and the Florida Fish and Wildlife Commission, has worked closely with the U.S. Coast Guard and the National Oceanic and Atmospheric Administration to develop these plans for coastal and marine oil spill response. Individuals experiencing extended homelessness face multifaceted risks in physical health, nutrition, substance use, mental health, continuing unemployment, and incarceration. Some of these adults may benefit from learning a problem-solving decision-making method to assist them in dealing with everyday problems they encounter. This study taught three men with extensive histories of homelessness, but who were currently housed, the SODAS problem-solving decision-making method, and assessed their ability to learn it and guide another adult in the use of the method in simulated role-play problem situations. Karst topography is the result of a specific combination of geological conditions, precipitation, biota, and temperature, and is characterized by the gradual solution of the underlying bedrock and the development of underground drainage routes for surficial runoff. Many of these karst landscapes are found in urbanized areas, where the potential for anthropogenic impact is quite high.
