Technology Within Cultures: Segmenting The Wired Consumers In Canada, France, And The Usa, Maria Petrescu, Aidin Namin, Marie-Odile Richard

This paper uses a state-of-the-art quantitative modeling approach to latent class analysis to analyze American, Canadian, and French consumers’ perception of technology-based products and their cultural values. It identifies hidden segments of consumers based on technology adoption propensity, cosmopolitan characteristics, and identification with the global consumer culture. The study emphasizes the diversity and variability between and among countries regarding localism, globalism, cosmopolitanism, and the global consumer culture. Remotely piloted aircraft command-and-control latency could play a significant role during beyond-line-of-sight engagements in future conflicts. As the Air Force prepares to use these systems and artificial intelligence in within-visual-range combat, it must understand the effects of latency, or missing sensor data, during a dogfight. Research indicates technology-based latency influences the engagement outcome geometry similar to a slow decision-making cycle foundational to the understanding of Boyd’s Observe, Orient, Decide, Act (OODA) Loop. This study adds depth to the theory illustrating technology-induced latency has a similar effect as slow human decision making resulting in lower performance. Therefore, when combined with the …

Augmented reality (AR) is a new and emerging technology that could benefit from evaluating its usability to better the user’s experience with the device or application. This is often done through usability testing and heuristic evaluations. However, AR technology presents some challenges when completing these usability evaluations. Internet access in Iran is characterized by strong censorship, limited access, surveillance, and widespread state-sanctioned propaganda. The regime in Tehran views internet freedom as a critical threat to its national security (Henry, Pettyjohn, and York 2014). Using an index of variables such as obstacles to access, limits on content, and violations of user rights, the nongovernmental organization Freedom House rates Iran’s internet access as “not free” (Freedom House 2018). On a scale of zero to one hundred, where zero is “free” and one hundred is “not free,” Freedom House scores Iran at an eighty-five, making it the least free nation …

A growing body of authority recognizes that citizen recording of police officers and public space is protected by the First Amendment. But the judicial and scholarly momentum behind the emerging “right to record” fails to fully incorporate recording’s cost to another important right that also furthers First Amendment principles: the right to privacy.

The digital revolution is in full bloom and technology is being used to solve the world’s most challenging problems, yet traditional banking excludes many of the world’s poorest from taking advantage of the full fruits of the financial system. Especially in developing countries, implementing mobile financial systems can speed financial inclusion and spur economic growth. There is space for regulatory reform that addresses concerns with data security and consumer privacy yet does not stifle innovation. Throughout history, resistance to innovation has generally proved futile, and countries that refuse to change risk missing opportunities.

The UAS PILOTS CODE (UASPC) offers recommendations to advance flight safety, ground safety, airmanship, and professionalism.6 It presents a vision of excellence for UAS pilots and operators, and includes general guidance for all types of UAS. The UASPC offers broad guidance—a set of values—to help a pilot interpret and apply standards and regulations, and to confront real world challenges to avoid incidents and accidents. It is designed to help UAS pilots develop standard operating procedures (SOPs), effective risk management,7 safety management systems (SMS), and to encourage UAS pilots to consider themselves aviators and participants in the broader aviation community.

In recent years, securities law scholars have either renewed an old attack on mandatory issuer disclosure or questioned the effectiveness of securities disclosure in the context of modern financial instruments. Some scholars argue that mandatory disclosure rules prove ineffective because investors suffer from “information overload.” Others claim that securities disclosure cannot describe adequately the complexity of modern firms and finance. These academic criticisms of mandatory securities disclosure provide some of the intellectual underpinnings for recent efforts to roll back some mandatory securities disclosure rules, such as the SEC’s Disclosure Effectiveness initiative.

This Article identifies a profound, ongoing shift in the modern administrative state: from the regulation of things to the regulation of code. This shift has and will continue to place previously isolated agencies in an increasing state of overlap, raising the likelihood of inconsistent regulations and putting seemingly disparate policy goals, like privacy, safety, environmental protection, and copyright enforcement, in tension. This Article explores this problem through a series of case studies and articulates a taxonomy of code regulations to help place hardware-turned-code rules in context. A new technology can expose the cracks in legal doctrine. Sometimes a technology resists analogy. Sometimes, through analogies, it reveals inconsistencies in the law, or basic flaws in framing, or in the fit between different parts of the legal system. This Essay addresses robots in the home, and what they reveal about U.S. privacy law. Household robots might not themselves uproot U.S. privacy law, but they will reveal its inconsistencies, and show where it is most likely to fracture. The Impact Of Technology On Adolescent Identity Development, Christina Frederick, Amy Bradshaw Hoppock, Devin Liskey, Daniel Brown

This paper explores how technology use in adolescence facilitates adult identity achievement and presents evidence that technological objects, such as smartphones have become adolescent transitional objects. Early and late adolescents were surveyed about technology use and feelings associated with technology. Among older adolescents, anxiety level was related to smart phone use, such that higher anxiety was associated with greater smart phone use. The feelings and behaviors associated with use of the preferred device are consistent with feelings and behaviors associated with use of a transitional object. In contrast, younger adolescents did not appear to use technology as a transitional object. …
