Background: The Native Health Database (NHD) was created in the early 1990s and functioned for nearly three decades exclusively as an abstracting database; it provided text-based search results and in some cases embedded external links to full text content. Its purpose was (and continues to be) to provide information pertaining to the health and health care of Indigenous populations in North America—to myriad end users who in turn can use the content to improve health outcomes for Indigenous peoples.

Objective: We sought to identify trends and themes in how academic health sciences libraries in the United States, Canada and Mexico have supported engagement and outreach with Native Americans, Alaska Natives, First Nations, and Indigenous peoples, in or from those same countries. We also sought to learn and share effective practices for libraries engaging with these communities.

Methods: We conducted a scoping review utilizing Arksey and O’Malley’s framework for scoping reviews and followed principles from JBI Manual for Evidence Synthesis. The Casco Bay Nutrient Council, a group with wide representation including local and state government, wastewater treatment and stormwater management professionals, researchers, community development organizations, and water quality advocacy organizations, was convened in 2017 to develop recommendations to policymakers, regulators, and funders on how best to assess, understand, convey and reduce the negative impacts of nutrients on Casco Bay.

The objective of this research was to analyze the marketing and economic outcomes and benefits from the dissemination of the data from the Airline Quality Rating (AQR) (http://airlinequalityrating.com) over the past 27 years, including the newer distributive avenues such as social media and open access venues online. Industry standards are set by the AQR, providing consumers and industry watchers objective performance-based data to compare performance quality among different U.S. airlines. The AQR weighted average formula highlights criteria including baggage handling, customer complaints, denied boarding and on-time arrivals. The goal of the Capisic Brook Watershed Landowner Survey was twofold. The data gathered through the survey is aiding in the development of the Capisic Brook Watershed Management Plan, a project being undertaken by the City of Portland and Woodard and Curran, and funded by the Maine DEP through 604(b) federal stimulus money. The information helped to identify barriers to implementing residential best management practices to address stormwater and to develop targeted marketing strategies to promote stormwater-friendly behaviors. In July of 2003, Presumpscot River Watch received a $5,000 grant from the Casco Bay Estuary Project (CBEP) to assist the 21 golf courses located within the Casco Bay watershed with environmental stewardship efforts. This grant was later amended to the amount of $5,999. After more than a decade of debate, the United States Congress enacted the omnibus Immigration Reform & Control Act of 1986 (IRCA), which ushered in a period of "legalization" or adjustment of status to allow undocumented aliens "to emerge from the shadows."

Part I of this article explores the rationale of the legalization program, the experience of other countries in encouraging applications for their respective "amnesty" or "regularization" programs, and the components of the American approach designed to maximize participation through massive outreach and broad confidentiality.
