Never, perhaps, in the history of local communities has the educational system been recognized openly as being interwoven with the community as it is now. In individuals' aspiration, for better lives and as a primary component of the equation of education and community, education is viewed as an avenue of promise. There can be no doubt of its universal acceptance as the key to the most fervently desired goals, security for the future and an understanding of self and others.

As we studied these programs, it became clear to us that most of these programs have some intrinsic values and that it would not be practical or advisable for us to evaluate the programs, Instead of rating programs, we selected programs that met at least one of our ten critical factors for program selection, and many of them met several. Our decisions were also based on a desire to present a variety of programs, especially those that seemed to be appropriate for program planners in Nebraska.

One part of determining the feasibility of a Housing Trust Fund in Nebraska is to estimate the resources available for such a fund. This analysis of available resources focused on four separate sources of potential funding--earnings on sales escrow deposits, earnings on mortgage escrow accounts, earnings on rental security deposits, and earnings from transfer taxes. All figures are based on prevailing practices in Nebraska, and ranges of potential funding are offered because of the use of varying rates of return (interest rates).

In Nebraska and elsewhere, individuals with disabilities should be receiving their education, vocational training, and employment in the same schools, training programs, businesses, and industries as individuals without disabilities, Generally, this requires some specific planning on the part of schools, generic job training programs, and employers. Such support may mean a minor modification in the environment, the acquisition of an aide, or financial assistance. By developing these support services, individuals with disabilities will not be limited to the few vocational opportunities offered by most segregated vocational workshops, but they will have access to a variety of career options.

This is a monograph about new careers for individuals that society has labeled disabled. It is not, however, about disabilities. Instead, it describes how society can effectively use the unique capabilities of each individual in the work place.

The principles outlined in this monograph could apply to any individual, not just those who have mental, physical, or emotional impairments. We believe that in the future successful career development will be the same for all individuals. Career planning which meets the needs of individuals with severe disabilities is presented as an alternative to the segregated workshop model of· the past.

The angular distribution and local concentration of interstellar Al-26 are calculated for five theoretical models of its origin, as a guide for future observations. The models considered relate Al-26 to current star formation (with surface CO density as its indicator), treat Al-26 as a secondary-nucleosynthesis product on seed nuclei with the same metallicity gradient as O, assume the Al-26 ejection rate is proportional to present light output, make Al-26 synthesis depend on total H I + H2 gas density, or assume that Al-26 is formed mainly in novae. Measurements from the NOAA Boulder Atmospheric Observatory (BAO) 300 m tower, the National Center for Atmospheric Research (NCAR) Sabreliner aircraft, and the NOAA GOES-5 satellite, give evidence for the cross-front scale collapse of nonprecipitating surface cold-frontal zones to horizontal distances of ∼1 km or less. The leading edges of these frosts possess the characteristic structure of density current flows: an elevated hydraulic head followed by a turbulent wake. Vertical motions at the frontal heads exceed 5 m s−1 at 300 m (AGL). The ascent at the frontal head may act as a (∼1 km-scale) triggering mechanism for the release of …

This study was undertaken in order to develop information that could be used to assess the feasibility of Nebraska compliance with federal guidelines under the Juvenile Justice and Delinquency Prevention Act for removing juveniles from jails and lockups for adults. Information derived from existing literature, official data on juveniles in Nebraska jails, data generated from a study of existing alternative detention facilities, and a survey of sheriffs was used. In addition, a policy analysis of Nebraska laws and proposed changes in federal JJDPA law was undertaken.

The Center for Applied Urban Research presents this report to the Nebraska City Chamber of Commerce and Business Improvement District Board as the product of the market area analysis conducted for Nebraska City. The analysis took the form of a survey of residents in the Nebraska City market area to determine residents' shopping patterns, motives for and perceptions of shopping, and market area configuration and leakage. The survey was administered to a random-stratified sample of 500 residents living within a 45 mile radius of Nebraska City.

Various attempts have been made to give up-to-the-minute meteorological observations to forecasters. However, the meteorologist's inability to assimilate all the real-time data is a significant barrier to the improvement of short-term forecasts and warnings. Historically, failure to resolve this problem has plagued mesoscale forecast experiments. This article discusses the joint effort of NWS, NESS, NASA, and SSEC to develop a system to aid the forecaster in evaluating data.

The National Severe Storms Forecast Center (NSSFC) in Kansas City has the most modern interactive processing equipment of any operational forecast office in the United States. As such, the experiences of the NSSFC serve as the indication of some of the benefits which will be derived from interactive technology when it is applied in other forecast situations. The forecast products issued by the NSSFC have become more accurate and more timely. The forecaster's efficiency and productivity has noticeably improved. Attention is given to the degree of primordial deuterium's astration through the continuous galactic processes of star formation and chemical evolution. Exact analytic solutions are given for galactic chemical evolution when infall of constant composition occurs at a rate, f(t), which is presently defined. Solutions are given for the linear model with instantaneous recycling and with constant return fraction R. The results suggest that Big Bang D/H was at least three times larger than the largest values observed in today's solar neighborhood, and even larger if matter falling into the disk is already astrated.

The purpose of these introductory comments is to set a framework for the examination of SID-related problems. In preparation for this task I examined the 1975 study conducted by CAUR.1 The first chapter contained an examination of alternatives to SID's. These alternatives were derived from a typology of development concepts based on: 1) who made the decisions about public improvements or development and 2) who financed them.
