It is the purpose of this brief paper to share some of the reflections on a number of evolving principles and guidelines which could serve the common interests of mankind in the context of global and regional fishery management.

Attention will focus on the need for meaningful and effective cooperation in fishery management rather than detailed articulation of rules and regulations that are appropriately contained in existing or future arrangements among the coastal States of a particular region or global arrangements intended to conserve certain endangered or protected species of marine life or international management of some highly migratory species.

We discuss several astrophysical consequences of the detection by OSSE (Kurfess et al. 1992) of 57Co gamma radiation from supernova 1987A. Models with low photoelectric absorption cannot account for both OSSE data and the bolometric luminosity. By burying the alpha-rich-freezeout portion at deeper gamma depths than in published models, we show that it remains barely possible that the bolometric luminosity during days 1200-1800 could derive from 57Co power without requiring 57/56 production ratios greater than twice solar. We illustrate this by slowing the expansion within the inner four solar masses of ejecta in model 10HMM.

Galactic Structure From Faint Stromgren Photometry: The Catalog Of Observations, Ted A. Von Hippel

We have initiated the faint photometric survey in the Stromgren system covering about 1 square degree and including 1238 objects in order to develop samples which best probe the thick disk population. The catalog of observations are presented here. They were acquired without kinematic or metallicity biases and are complete to V=17.3-18.5, depending on the field, for 810 early to relatively late type stars. Photometric metallicities were derived for 508 stars and indicate a metal-poor stellar population, consistent with a mixture of thick disk and halo stars. Fatigue occurring during naval air combat can reduce performance, impair operational effectiveness, and compromise safety. This study examines the effect of combat missions on the subjective fatigue of naval aircrews deployed aboard USS AMERICA during Desert Shield and Desert Storm. Fatigue was determined using three questionnaires that were completed before and after each mission. Although fatigue significantly increased during combat missions, it usually returned to preflight levels by the next day without noticeably increasing as the operation progressed. We feel that judicious aircrew scheduling on the part of operational planners was one of the most important factors contributing to this …

Seasonal And Latitudinal Variations Of Gravity Wave-Driven Fluctuations In Oh Nightglow, Michael P. Hickey Ph.D., R. L. Walterscheid, G. Schubert

The seasonal and latitudinal variations of the gravity wave-driven fluctuations in the OH nightglow are investigated theoretically using a model that accounts for emission from an extended OH layer and includes the effects of eddy diffusivities in the gravity wave dynamics. The mean (unperturbed) state is obtained from a two-dimensional, nighttime model so that mean-state number densities, temperatures and eddy diffusivities are all self-consistent. Seasonal and latitudinal variations in the background OH nightglow emission and in the propagation and dissipation characteristics of the gravity waves influence how the OH nightglow modulations due to gravity waves depend on season and latitude. …

The Oriented Scintillation Spectrometer Experiment on the Arthur Holly Compton Gamma Ray Observatory satellite uses four actively shielded NaI (Tl)-CsI(Na) phoswich detectors to provide gamma-ray line and continuum detection capability in the 0.05-10 MeV energy range. The instrument includes secondary capabilities for gamma-ray and neutron detection between 10 and 250 MeV. The detectors have 3.8 deg x 11.04 deg (FWHM) fields of view defined by tungsten collimators. Each detector has an independent, single-axis orientation system which permits offset pointing from the spacecraft Z-axis for background measurements and multitarget observations. The instrument, and its calibration and performance, are described.

During Operation Desert Shield/Storm, A-6 and F-14 aviators aboard USS AMERICA completed daily activity logs and provided subjective measures of fatigue. Aviators flew frequently at night during Desert Storm, but without substantial sleep-related fatigue or problems. A likely contributing factor was the large number of naval aviation assets brought into the combat theater, allowing workload to be shared and activity and rest times to be properly managed. However, raster plots of the data suggest that there may have been an additional contributing factor. Declining aircrew performance during periods of sustained flight operations (SUSOPs) has underscored the need to develop effective countermeasures. This paper reports on the ability of the central nervous system (CNS) stimulant d-methamphetamine to alleviate the detrimental effects of a simulated SUSOPs on subjective fatigue. Subjective fatigue was repeatedly measured by three questionnaires. The simulated SUSOP started at 1800 and consisted of a 9-h planning session followed by 4 h of rest and a 14-h mission. After 6 h of sleep, the 9/4/14 work/rest/work pattern was repeated. At 4 1/2 h into the second mission, 13 subjects were administered 10 mg …

The question of whether isotopically anomalous SiC particles found in meteorites originate in AGB stars is addressed. It is shown that if the peak helium shell flash temperatures of massive (6-9 solar masses) stars are about 10 percent larger than they are normally assumed to be, alpha particle reactions with the magnesium will become significant. Then the (Mg-29)(alpha, n)Si-29 reaction produces a large excess of Si-29. With a light element nuclear reaction network, the evolution of the silicon isotopic composition during AGB evolution is calculated. The science of nucleosynthesis was substantially inspired by chemical analyses of meteorites. As if in repayment, that theory now imbues meteoritics with enlarged meaning. I recount the emergence of four great issues for nucleosynthesis—issues that received decades of my own attention; and I describe unexpected abundance patterns within meteorites that were suggested by the resolution of those issues. The latter have altered the information content of meteoritic science.

The effect of operational tasking on aircrew readiness during combat operations continues to be an area of intense investigation within the U.S. Navy. The recent Persian Gulf War provided a unique opportunity to collect data examining aircrew work/rest cycles and operational tasking in a combat environment. For 4 consecutive weeks during Operations Desert Shield and Desert Storm, 18 A-6 and 18 F-14 aviators onboard the USS AMERICA (CV-66) completed daily work/rest logs of their activities while conducting operations from the Red Sea. The African American community in Omaha has undergone many changes since 1931. Although there is considerable evidence of progress and some cause for optimism, there also are reasons to be concerned. The State of Black Omaha: 1992 Housing Conditions has not attempted to construct an index of parity in housing, but if the housing data in the preceding section is any indication, it would appear that inequality between African Americans and Caucasian Americans in Omaha may be narrowing for some and widening for many others.

Random samples were drawn in Douglas County, Nebraska (N = 196, mean age = 73.8 years), in the counties surrounding Douglas County also served by the Eastern Nebraska Office on Aging (N = 104, mean age = 72.4 years), and in eleven of the rural Sandhills counties of Nebraska (N = 200, mean age = 76.6). Participants responded to structured interviews of 169 questions that included self-assessed health status, availability of health care and physician services, costs, attitudes toward health care services, health experiences and beliefs. Annual winter impingement of large numbers of freshwater drum (Aplodinotus grunniens) on screens of a power station intake on the Mississippi River led to an investigation of the cause of impingement. Impingement occurred most abundantly in winter and early spring and primarily involved juvenile fish. Pronounced drift of moribund and dead fish was found in the main channel above and below the power station in late winter. Laboratory studies indicated that juvenile freshwater drum became disoriented, incapacitated, and suffered increased mortality as water temperature dropped to 1 °C and below.
