This paper is a qualitative study of Movimiento Pacto por la Cultura , a group of cultural activists that operate in the hyper-violent reality of 21st century Ciudad Juárez. This work looks at Pacto as a case study to explore the possibilities of culture as a tool of activism in a particular time and place, exploring in the ways in which economic development policies, deficiencies in infrastructure, and rising violence both effect and can be affected by cultural processes. The association between entrepreneurial activity and economic growth appears to be robust: the source of half of job creation emanates from new ventures which, in addition, are a source of technical and market innovation as well as higher labor productivity (Gartner, Shaver, Carter, & Reynolds, 2004). Also, there is a growing percentage of ethnic entrepreneurship in immigrant receiving metropolitan areas, and marginal economic conditions, often experienced by immigrants, increase self-employment. Music has the ability to communicate various facets through the use of lyrics, dissonance and melody. At the Drive In, an emo, post-hardcore band from El Paso, TX won worldwide fame with their last album, Relationship of Command (2000). The band was active from 1993-2001. Throughout their time as a band they were able to communicate their life experiences, as well as the varied cultures that make-up the band.

As democracy has become a popular form of governance, questions as to how to best develop democracies have been raised. Theories based on economic and cultural development have separately provided the academic community with interesting findings. However, theories based on economic determinants and cultural determinants give results that do not answer the question of how to develop democracies in a thoroughly satisfying manner, when approaching the question separately. This thesis tests the two methods separately and then integrates the two methods using interaction terms.
